ANNUAL TOWN MEETING


March 25, 1929.


The meeting was called to order by the Moderator, Frank P. Bennett, Jr., at eight (8) o'clock P.M.


The Warrant was read by the Moderator, omitting the read- ing of the articles upon motion, which was carried, that the reading of the articles be dispensed with.


The salute was given to the flag.


The Moderator qualified all Town Meeting Members not pre viously qualified, also Town Meeting Members, ex-officiis.


The Moderator called the roll of the Town Meeting Members and the majority being present, proceeded with the business of the meeting.


The Moderator appointed as Finance Committee : Harry W. Merrill, Alexander S. Addison, Crawford H. Stocker, Jr., Lewis O. Stocker, William E. Snow, Walter A. Wilson, Paul A. Haley and Arthur W. Price, and qualified them.


Voted, That no person, except a legal member of this meeting, may speak more than once on any article or for more than three minutes.


The Moderator appointed the Board of Selectmen, appraisers of Town Property.


The meeting then proceeded to act upon the Articles in the Warrant.


ARTICLE I. Reports of Committees.


Report of the committee on the Frederic Stocker Playground was given and it was voted that the report be accepted and said committee be discharged. Committee recommended that the entire matter be referred to the Playground Commission for investigation.

Consent given to Committee on Sewage to render their report when Article 103 is taken up.


Consent given to Committee on Fire Pump for Fire Depart- ment to render their report when Article 62 is taken up.


Verbal report of Water Investigating Committee was accepted as a report of progress.


More than two-thirds having voted in the affirmative, Article 75 was taken up out of order.


ART. 75. To rescind vote of Special Town Meeting of June 25, 1928, relative to Article II of said Town Meeting Warrant.


Voted, That the town rescind its vote of June 25, 1928, on Article II of the Warrant for a Special Town Meeting held on that date.


The Moderator appointed the following Tellers, and duly qualified them : Henry A, Mccullough, Benjamin Q. Belonga, Charles A. Charles and Russell Clucas.


ART. 2 Treasurer to borrow money.


Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1929, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. Yeas, 193. Nays, o.


ART: 3. Town Charges.


General Government


Voted, That the appropriation of the sum of $50 for the salary of the Moderator for 1929 be indefinitely postponed, upon request of the Moderator.


Voted, That the sum of $350 be and the same is hereby appropriated for the expenses of the Finance Committee.

Voted, That the sum of $250 be and the same is hereby appropriated for the expenses of the Planning Board.


Voted, That the sum of $2,500 be and the same is hereby appropriated for the expenses of the Selectmen's Department, including $1,033.33 for salaries of the Selectmen up to and including December 31, 1929.


Voted, That the sum of $1,890 be and the same is hereby appropriated for the expenses of the Accountant's Department.


Voted, That the sum of $2,790 be and the same is hereby appropriated for the expenses of the Treasurer's Department, including $750 for the salary of the Treasurer.


Voted, That the sum of $4,200 be and the same is hereby appropriated for the Tax Collector's Department, including $1,200 for the salary of the Collector.


Voted, That the sum of $1,000 be and the same is hereby appropriated for Tax Title expenses.


Voted, That the sum of $7,475 be and the same is hereby appropriated for the expenses of the Assessors' Department, including $900 for the salaries of the Assessors.


Voted, That the sum of $70 be and the same is hereby appro- priated for Registration of Town Notes.


Voted, That the sum of $1,535 be and the same is hereby appropriated for the expenses of the Law Department, including $635 for the settlement of Land Damages claim of Frank E. Fiske.


Voted, That the sum of $750 be and the same is hereby appropriated for the expenses of the Town Clerk's Department, including $500 for salary of the Town Clerk, $250 for expenses, and fees received from all sources to be paid to the town.


Voted, That the sum of $3,000 be and the same is hereby appropriated for the expenses of Election and Registration.


Voted, That the sum of $4, 160 be and the same is hereby appropriated for the expenses of the Town Hall, including $1,460 for salary of Janitor.

Voted, That the sum of $350 be and the same is hereby appropriated for the expenses of the Forest Warden.


Voted, That the sum of $1,051 be and the same is hereby appropriated for the Inspection of Buildings.


Voted, That the sum of $885 be and the same is hereby appropriated for the expenses of the Department of Sealer of Weights and Measures.


Voted, That the sum of $5,000 be and the same is hereby appropriated for the Gypsy Moth Department.


Voted, That the sum of $1,000 be and the same is hereby ap- propriated for the Tree Warden's Department, including $200 for the planting of new trees.

Voted, That the sum of $1,200 be and the same is hereby appropriated for the Plumbing Inspector's Department.


Voted, That the sum of $685 be and the same is hereby appropriated for the Inspection of Animals.


Voted, That the sum of $300 be and the same is hereby appropriated for the Inspection of Milk and Dairies.


Voted, That the sum of $7,300 be and the same is hereby ap- propriated for the collection of Ashes and Garbage, including $2,100 for the collection of Garbage,


Highway, Fences and Bridges


Voted, That the sum of $35,600 be and the same is hereby appropriated for Highways, Fences and Bridges; including $3,000 for work on Central street, from Elm to Walnut ; includ- ing $3,000 for work on Main street from Franklin to Broadway ; including $3,500 for work on Vine street from Essex to Main ; including $1,500 for work on Essex street from Felton to Vine ; including $3,000 for the surface treatment of permanent high- ways; including $600 for drainage on Lawndale avenue ; includ- ing $1,000 for the purchase of a truck.


Voted, That the sum of $1,500 be' and the same, is hereby appropriated for permanent construction of highways, to be spent on Walnut street, provided the State and County each contribute an equal amount to be spent on said street.


Voted, That the sum of $6,000 be and the same is hereby appropriated for sidewalks and curbing, including $2,000 for curbing.


Voted, That the sum of $4,500 be and the same is hereby appropriated for the removal of snow and ice.

Charities


Voted, That the sum of $21,543 be and the same is hereby appropriated for the expenses of the Board of Public Welfare including $700 for salaries of the Board.


Voted, That the sum of $10,500 be and the same is hereby appropriated for the expenses of the Saugus Infirmary.


Voted, That the sum of $1,000 be and the same is hereby appropriated for State Aid.


Voted, That the sum of $200 be and the same is hereby appropriated for Soldiers' Burial.


Voted, That the sum of $6,000 be and the same is hereby appropriated for Soldiers' Relief.


Education and Libraries


Voted, That the sum of $197,600 be and the same is hereby appropriated for the general expenses of the School Department for 1929 ; including $125 for the expenses of the Superintendent of Schools in attending the Convention of the National Educa- tional Association in Cleveland.


Voted, That the sum of $7,000 be and the same is hereby appropriated for School House Repairs.


Voted, That the sum of $6,500 be and the same is hereby appropriated for the expenses of the Public Library.


Recreation and Unclassified


Voted, That the sum of $400 be and the same is hereby appropriated for the expenses of Memorial Day, the same to be expended under the direction of Post 95, G. A. R.


Voted, That the sum of $5,700 be and the same is hereby appropriated for Insurance.

ART. 4. Unpaid bills.


Voted, That the sum of $4,000 be and same is hereby appropriated from the Surplus Account for the payment of unpaid bills for 1928 and prior years.


ART. 5. Care of Tuberculosis Hospital.


Voted, That the sum of $3,465.75 be and the same is hereby appropriated for the portion of the Net Expenses incurred and appropriated by the County Commissioners upon the inhabitants of the town of Saugus for the care, maintenance and repairs of Hospital for the care of persons suffering from tuberculosis for the year 1928.


ART. 6. Land damage on Walnut and Water streets.


Voted, That the sum of $875 be and the same is hereby appropriated to pay land damages to the properties of Curley, Richardson, O'Connor and Moses on Water and Walnut streets, North Saugus, caused by the permanent construction of the roadway ; said sum to be transferred from the Excess and Deficiency or Surplus Account.


ART. 7. Claim of McLean Co.


Voted, To indefinitely postpone.

ART. 8. Voted, That the sum of $600 be and the same is appropriated for the purpose of laying the water main along Intervale avenue a distance of 250 feet so as to connect the dead ends now there.

Voted, To indefinitely postpone.

ART. 32. To acquire right of Drainage near Hurd avenue and Central street.


Voted, That the town acquire by eminent domain proceedings, or by purchase, or both, a right of drainage for surface waters in the brook or water way that lays between land of one Joseph Oljey, so called, near Hurd avenue and Central street, said right of drainage to extend in said brook or water way from land of said Oljey to Essex street,-to a committee of three to be appointed by the Moderator, who shall report at a subsequent town meeting.
