(3) Light manufacturing employing electricity and / or other unobjectionable motive power, utilizing hand labor and / or unobjectionable machinery and / or processes and free from neighborhood disturbing odors and / or other agencies, subject to the provisions of Section seventeen.
Notwithstanding the provisions of this Section or of Section seventeen, no use shall be permitted which would be offensive because of injurious or obnoxious noise, vibration, smoke, gas, fumes, odors, dust or other objectionable features, or be haz - ardous to the community on account of fire or explosion or any other cause. No permit shall be granted under this or any other Section for any use which would prove injurious to the safety or welfare of the neighborhood into which it proposes to go, and destructive of property values, because of any excessive nuisance qualities.
In granting permits under this Section the nature of the neighborhood and the nature of the proposed industry shall be considered and the effects of the industry on the neighborhood shall be carefully weighed. If the industry would in any way injure the neighborhood a permit shall be refused. Where a permit is granted all conditions which will protect the neighbor- hood shall be imposed and made a part of the permit.

ART. 7. To see if the town will vote to amend the Zoning Map of the town of Saugus as the same constitutes and is part of the Zoning Law of the town of Saugus, together with said Zoning Law, by striking out the words "Sections 4," as they

appear in the first paragraph thereof and substituting therefor the word "Section," so that Section ten as amended shall read as follows :
SECTION IO. In residence districts, as provided in Section 5, land laid out after the adoption of this By-Law shall provide for each dwelling the following minimum lot areas :
For a one-family house, not under 5,000 square feet. For a semi-detached house, not under 6,000 square feet.
For a two-family house, not under 5,000 square feet.
Lots duly recorded by plan or deed at the time this By -Law is adopted may be used, provided that all requirements in regard to yards are fulfilled.

ART. 8. To see if the town will vote to repeal the Zoning Map of the town of Saugus as the same constitutes and is part of the Zoning Law of the town of Saugus, together with said Zoning Law.

To see if the town will vote to amend the Zoning Map of the town of Saugus, as the same constitutes and is part of the Zoning Law of the town of Saugus, together with said Zoning Law, so that the property situated on the westerly side of Central street, between Columbus avenue and Main street, now zoned "single residence" shall be rezoned "Business."

To see if the town will vote to transfer the sum of $217.61 from the unexpended "balance of class room, Oak- landvale School account to the class room, North Saugus school account, or to see what action the the town will take in the matter, agreeable to the petition of the School Committee.

fifty feet of any residence district. No driveway to such premises shall be in any part within fifty feet of any residential district. No such premises shall have any driveway entrance or exit for motor vehicles within three hundred feet of the property used by any public or private school, public library, church, playground, or institution or the sick or dependent or for chil- dren under sixteen years of age," or to see what action the town will take in the matter, agreeable to the petition of the Saugus Yellow Cab Co., per : Marshall A. Siteman and others.
ART. 12. To see if the town will vote to amend the Zoning Law so as to change the classification of land on the Newburyport Turnpike in North Saugus between the bridge over the Saugus river at Lily pond and the residence of Frank Renew from a single family house district to business district, or to see what action the town will take in the matter, agreeable to the petition of Arthur W. Randall and others.
ART. 13. To see if the town will vote to accept from the city of Lynn a deed of Walden pond avenue, or to see what action the town will take in the matter, agreeable to Harry W. Merrill and others.
ART. 14. To see if the town will vote to transfer $800 from the water extension on Cleveland avenue for the reconstruction of Sherman street from Fairmount avenue to the Lynn line, a distance of about 600 feet, or to see what action the town will take in the matter, agreeable to the petition of Otto F. Persson and others.
ART. 15. To see if the town will vote to accept Chapter 350 of the Acts of Nineteen Hundred and Twenty-Nine, which would authorize the town of Saugus to borrow money for the purpose of constructing and operating a system of sewers, or to see what action the town will take in the matter, agreeable to the petition of C. F. Nelson Pratt and others.

The meeting was called to order by the Moderator, Frank P. Bennett, Jr.
The Warrant was read by the Moderator, omitting the reading of the Articles upon motion, which was carried, that the read- ing of the Articles be dispensed with.
ARTICLE I. Reports of Committees.
The Committee appointed under Article 72 of the Warrant for the Annual Town Meeting of 1929 submitted the following Resolutions which were adopted :

"WHEREAS the Moderator of the Annual Town Meeting of 1929, pursuant to vote of said meeting under Article 72, appointed a committee to prepare Resolutions relative to the electrical displays furnished by Messrs. Henry A. B. Peckham and Frank B. Sloan during the Christmas Season of 1928 ;

RESOLVED, that these resolutions be spread upon the Town Records and copies thereof sent to our fellow-citizens aforesaid."

ART. 2.
The Moderator read a letter filed with the Town Clerk by a citizen objecting to modifications of the Zoning By-Law under Articles 2 and 3 and all others pertaining thereto, as provided in Chapter 40, Section 30 of the General Laws, as amended by the Acts of 1929.
The Moderator appointed the following committee, Arthur D. Hitchings, Lincoln D. Robbins, and Herbert L. Robinson who at once went into conference, said committee to report back at this session.
ART. 10. Transfer to the North Saugus School account, class room.
Voted, That the sum of $217.61 be and the same is hereby transferred from the unexpended balance of the Oaklandvale class room account to the North Saugus class room account.
ART. 13. To accept deed from Lynn for Walden Pond avenue.
Voted, To refer to a committee of three to be appointed by the Moderator. The Moderator appointed the following com- mittee ; George F. Gosselin, Ernest W. Homan, and Frank F. Humphries.

ART. 14. Transfer for reconstruction of Sherman street.
Voted, That the sum of $400.00 be and the same is hereby transferred from the Water Extension account, Cleveland avenue for the reconstruction of Sherman street.
The Moderator appointed the following tellers and duly qualified them : George H. Durgin, Walter S. Gay, Samuel A. Phinney, Charles DeFronzo.
ART. 15. .To vote to accept Chapter 350 of the Acts of 1929.
Voted, That the town accept Chapter 350 of the Acts of 1929, an Act authorizing the town of Saugus to construct and operate a System of Sewers. Yeas, 97, Nays, o.

To see if the town will vote to amend Section 6, of Article 2, of the By-Laws of the town of Saugus by striking out the word "twice" and insert in its place the word "once" and by striking out the word "twenty" and insert in its place the word "ten," so that said section, when amended, will read as follows : "Section 6. When a question is under debate, no motion shall be received, but to adjourn the meeting, to recon- sider a previous vote, to lay on the table, to commit or amend, to refer or postpone to a certain day, or to postpone indefinitely, which several motions shall have precedence in the order in which they are herein arranged, and no person shall speak more than once on the same subject nor more than ten minutes with- out the consent of the meeting."
ART. 15. To see if the town will vote to instruct the Board of Selectmen to rescind the vote of July 8, 1929, whereby a permanent officer was added to the Police Department, contrary to the intent of the Annual Town Meeting of 1929, agreeable to the petition of William L. Dowling and others.

To see if the town will vote to rescind the vote of the Annual Town Meeting of March 8, 1926, under Article 34 to increase the number of members of the Board of Selectmen from three to five, "such increase to be effective at the election of officers at the Annual Meeting of 1927" or to see what action the town will take in the matter, agreeable to the petition of Howard F. Kelly and others.
ART. 17. To see if the town will vote to instruct the Board of Selectmen to place on the ballot at the election of officers at the Annual Town Meeting of 1930, the question of petitioning the Great and General Court of Massachusetts for a change from the present type of representative town meetings to the former form of New England town meetings type, or to see what action the town will take in the matter, agreeable to the petition of Arthur C. Dunk and others.
And you are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meetings, and to distribute copies, as provided by the By-Laws at least four days before.
