Mr. Maggi's report to your committee.


In accordance with your request I have made an examination and a limited study of the conditions relative to the brook cross- ing Central street, near Hurd avenue.


I find that a few years ago a surface drain was constructed in Central street from this brook to Castle street, and in Castle street from Central street, to Mountain avenue, and in Mountain avenue from Castle street toward School street, a distance of about one hundred feet. Two catch basins were constructed to this drain in Central street, and four catch basins were con- structed in Mountain avenue and connected to the drain.


I would advise that a surface drain be constructed in Jackson street to connect with the drain in Lincoln avenue, which dis- charges in the brook in Salem street, in Revere and that a drain be constructed in Mountain avenue, between Jackson street and Castle street, and to connect the four catch basins now in Mountain avenue to this new drain.

The estimated cost of this work would be approximately twenty-five hundred dollars.


This would provide a surface drain in Jackson street, and would also provide accommodation for proper drainage from other streets leading into Jackson street which eventually will have to be provided for if the surface water is to be properly cared for.


The question of correcting the conditions relative to this brook, however, ought not to be abandoned or neglected by the plan I have suggested. I am convinced, from what knowledge I have of general conditions, that the whole subject of proper care and maintenance of all brooks in the town ought to be studied and a proper plan of treatment presented, to provide against a recurrence of the conditions, which are bound to occur, with the brooks in their present conditions.


In other communities, similar conditions have existed and it has been made possible by special acts passed by the legislature to provide the necessary rights to the municipality affected, to straighten, widen and deepen brook locations in order to correct conditions, such as exist in many brook locations in this town. I would advise the necessity of securing such legislation for the town of Saugus. Legislation similar to that passed for Chelsea as per Chapter 158 of the Acts of 1905 would be advisable.

Upon receiving Mr. Maggi's report your committee has agreed to, and does, recommend that the town lay a new drain from the catch basins in Mountain avenue to Jackson street, thence down Jackson street to the southerly end of the green in Clifton- dale square and there to be connected with the Lincoln avenue drain, so called, and that such catch basins as are necessary for the drainage of Jackson street and its tributary streets be installed and connected with this drain at this time.

Your committee further recommends that the whole subject of improvement of brooks, streams and water courses and their relation to surface water drainage, be studied by a special com- mittee along the line of General Laws, Chapter 158 of the Acts of 1905.


Your committee further recommends that it shall be the duty of the Board of Selectmen to prepare articles and insert same in the next Town Warrant enabling the execution of the recom- mendations of your committee if these recommendations are agreeable to the Town Meeting receiving in this report. Your committee wishes to publicly thank Town Engineer, Alfred Maggi, for his courteous and practical assistance in the subject matter of this report.

Voted, That the vote under Article 76 of the Annual Town Meeting of March 17, 1930; "Voted, That the Board of Selectmen be and are hereby instructed to call for bids for all highway construction and water extension projects costing over $500.00 and to award the contracts for the same to the lowest responsible bidder and that they have authority to reject all bids," be rescinded. Yeas, 91, Nays, 35.


ART. 3. Amend Zoning Law and Zoning Map concerning land on Jackson street.

ART. 6. Committee to investigate purchasing the "Old Ironworks House."


Voted, That the Moderator be instructed to appoint a com- mittee of three to investigate the advisability of a purchase by the town of the "Old Ironworks House," so called, on Central street, and of the land known as the "cinder banks," constituting the site of the first ironworks in the United States, said com- mittee to report to the Annual Town Meeting of 1931.


The Moderator appointed the following committee : Arthur D. Hitchings, Mrs. Marion F. Emmett and Roger P. Beckman.


The quorum being doubted, the count was taken and 123 members being found present, the meetng proceeded.


ART. 7. $8,000.00 for new chassis for the Fire Ladder Truck.


Voted, That the sum of $5,000 be and the same hereby is appropriated for the purchase and installing and making necessary repairs of a chassis for the ladder truck of the Fire Department. Yeas, 88, Nays, 7.


The Warrant being completed, the meeting adjourned at 10.35 P.M. without date.

GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the town of Saugus, qualified to vote in town affairs, to assemble in the Town Hall on Tuesday evening, July eighth, nineteen hundred and thirty, at eight o'clock, to hear and act on the following articles, viz :


ARTICLE I. To hear and act on reports of Committees.


ART. 2. To see if the town will vote to accept Johnson road, a distance of 630 feet from Winter street, in accordance with plan and specification on file with the Town Clerk, or to see what action the town will take in the matter, agreeable to the petition of James Blair and others.


ART. 3. To see if the town will vote to accept Blue Ridge avenue in accordance with plans and specifications on file with the Town Clerk, or to see what action the town will take in the matter, agreeable to the petition of Andrew W. Townsend and others.

ART. 7. To see if the town will vote to accept Hood street, in accordance with the necessary papers on file with the Town Clerk, or to see what action the town will take in the matter, agreeable to the petition of Isaac A. Miller and others.


ART. 8. To see if the town will vote to accept that portion of Pearson street not now accepted, a distance of about 400 feet, in accordance with plan and specifications on file with the Town Clerk, from the junction of Pearson and Jasper streets to the portion now accepted, making it a public way in its entirety, or to see what action the town will take in the matter, agreeable to the petition of Wendell C. Brooks and others.


ART. 9. To see if the town will vote to accept the lay-out of a street from Howard street to Sweetwater street and author- ize the Selectmen to take by right of eminent domain or other- wise, the land described on a plan on file in the office of the Town Clerk, according to the following description :


Beginning at a point in the northerly line of Howard street ninety feet (90) more or less, easterly from the dividing line between the City of Melrose and the Town of Saugus, thence turning and running in a northwesterly direction ninety (90) feet from said dividing line and parallel therewith through the land now or formerly of Henry J. Penney for a distance of eleven hundred and forty (1140) feet more or less, and through the land of now or formerly, of Griswold, four hundred and twenty (420) feet more or less, to the southwesterly line of Sweetwater street (said line as above described is intended to be the south- westerly line of said proposed new road)-thence turning and running in an easterly direction across said Sweetwater street forty (40) feet more or less, to the northeasterly line of said Sweetwater street, thence turning and running in a southeasterly direction by a line forty (40) feet distant from and parallel with the above said described southwesterly line of the said pro- posed new road, passing through the land of said Griswold for a distance of four hundred and twenty (420) feet more or less, and through the land of said Penney eleven hundred and forty (1140) feet more or less, to the northerly line of said Howard street, thence turning and running in a westerly direction along said northerly line of said Howard street forty (40) feet more or less, to the point of beginning,

The Finance Committee presents herewith its report to the Members of the Limited Town Meeting on the Warrant for the Special Town Meeting on Tuesday evening, July 8, 1930.


It is the hope of the Committee that each member of the Limited Town Meeting will give careful consideration to the articles in the Warrant and the recommendations of the Finance Committee. With this Warrant, the Committee, in an effort to eliminate debate and secure a more efficient method of transact- ing business in the Town Meeting, is issuing a full and complete report giving the views of the Committee and complete informa- tion on every article coming before their consideration.


At the last Annual Town Meeting, the Finance Committee repeatedly brought to the attention of the voters the fact that appropriations in excess of $607,000 would, almost inevitably, result in an increase in the tax rate. The annual meeting, however, made the following appropriations :

Conditions in the Fire Department made a Special Town Meeting necessary at which $5,000 was appropriated. This makes a total appropriation to date of $626,799.75.


With the added necessary expenses confronting the Special Town Meeting of July 8th, it is increasingly obvious that the town must reconcile itself to a higher tax rate in 1930.


Please bring this report to the Town Meeting.


ART. II. Request of residents of Hood street for $500 for the repair and resurfacing of said street.


Superintendent Alfred L. Maggi of the Public Works Depart- ment informs the Finance Committee that a serious drainage problem exists on Hood street. After an examination of the situation, the Superintendent is convinced that the sum is inade- quate to do a job of lasting value. The article is so worded that it would be impossible for the Committee to recommend an expenditure of this amount for drainage purposes. The Finance Committee is seriously opposed to the town making any appro- priations in the future for temporary road repairs where a drain- age problem exists which should be eradicated.

The Finance Committee, therefore,


Recommends-that Article II be indefinitely postponed.


ART. 12. Request of residents of Dudley street for $1,200 for repairs on said street.


In the consideration of the merits of this project, the Finance. Committee was confronted with a similar situation. No con- sideration has been given in the article to the elimination of notorious drainage problems. The Finance Committee is con- vinced that before any repair work is done on this street that a suitable system of drainage should be installed.


The Finance Committee, therefore,


Recommends-that Article 12 be indefinitely postponed.


ART. 13. Request of John G. Gustafson and others for $1,500 for semi-permanent construction on Riverside Park street, Evans street, and Victoria street.


Surface drainage problems are of minor consideration in the repair of these streets. Superintendent Maggi declares that there is practically no problem of this nature other than for a short distance on Victoria street. The Finance Committee feels that this is one of the finest developments in Saugus, that Mr. Gustafson has brought to the town a fine type of citizen, and that the section is in every way a credit to the community. Included in the area is a valuation of $86,000 with a very small school population. Mr. Gustafson has added considerable property to the valuation of Saugus during the past few years and other than necessary water extension, which has been a pay- ing proposition, this is the only major request which he has made of the town. The committee feels that the streets named, being adjacent to the main street, and largely built up, should be repaired.


The Finance Committee, therefore,


Recommends-that the sum of $1,500 be appropriated for semi-permanent construction on Riverside Park street, Evans street, and Victoria street, provided that streets are accepted by the Town Meeting.


ART. 14. Request of the Board of Selectmen that $631 be transferred from the Excess and Deficiency or Surplus Account to the Public Works Department for repairs on the Town Garage.

As a result of a recent fire at the Town Garage on Woodbury avenue, the town received from the insurance company $631. This, in keeping with the financial policy of the town, auto- matically goes into the Town Treasury into the Excess and Deficiency or Surplus Account, and is not available again except by direct transfer of the Town Meeting.


The Town Garage is still in deplorable condition as a result of the fire and the Public Works Department has no funds available with which to make repairs.
