Report of the Board of Appeals


The Board of Appeals herewith submits its report for 1934. The Board met and organized on March 14, 1934, electing Paul A. Haley as chairman and appointing John F. Hunt as clerk.


Since its organization meeting and up to December 31, the Board has heard 29 petitions for variances in the Zoning By- Laws of the town. The petitions, which concerned land in virtually every section of the town, involved 34 hearings and resulted in the granting of variances in the cases of 25 of the petitions and the denial of four petitions.


Members of the Board have also been called upon to meet on numerous occasions besides at hearings, for inspection of the various properties which were involved in the petitions and for discussion of the properties involved.


The Board's decisions have been influenced only by the action which its members felt would be most beneficial to the Town, and by imposing rigid restrictions, it has been able to grant petitions which increased taxable values, but detracted neither from the appearance or well-being of the town, nor from the intent and purpose of the By-Laws.


In every case where a petition was granted, it was granted only after restrictions were imposed which protected the rights of abuttors and of the citizens of Saugus. In many cases the Board has been able to enforce improvements on existing pro- perty which could be done through no other town agency, and achieve good looking structures where there had formerly been eye-sores and nuisances.


The Board feels that this is one of the most important of its functions; as in the case of the Town Meeting rezoning a plot of land, the owner thereof can use that area as he so desires. If the same matter were to be brought before the Board of Appeals, and a variance granted, such a variance would be

only for a specified purpose, and the buildings would be erected in a substantial manner, and in conformity with nearby struct- ures.


The Board at this time wishes to take the opportunity to thank Mr. John W. White, building inspector; Mr. Herbert P. Mason, town counsel; Chief John T. Stuart of the Police Department; Chief Mellen R. Joy of the Fire Department, and all others who have aided it in its work during the past year.

Report of Cemetery Commissioners


The Board of Cemetery Commissioners is pleased to state that under an appropriation of $6500 made by the last Town Meeting, the gross receipts of the Cemetery have been $11,204.36 during the past year.


The Perpetual Care Fund has increased nearly as much as the amount collected for that item during 1931, 1932 and 1933. This Fund is continually growing but the income from the same at the reduced rates of interest paid by the banks is not as much this year as it was in 1932.


The Commission has been extremely fortunate this year in the co-operation received from the Selectmen and for their assistance on ERA projects. The Welfare and Public Works Departments have both given all possible assistance. It must be understood that the ERA projects have nothing to do with the regular work of the cemetery, but the labor and material is expended on gutters to save avenues from washing out in heavy rains. Considerable work was put into the new 700 and Catholic Sections. Much work has been done during the past year on new plans and layouts.


A special article is being inserted in the Town Warrant for a new automobile truck. The truck now on hand is some ten years old and the repairs this last year in trying to keep it running have been excessive. A new truck is absolutely necessary and we trust the Town will see fit to so vote.


The Commissioners find that there are only about twenty- five available lots left in the main cemetery, and as fourteen lots were sold last year, it can be readily seen that we only have enough for less than the next two years. In view of this situation, the Commissioners have secured an option on the Monteith land at approximately its present assessed value, and have inserted an article in the Warrant for its purchase. We are simply looking ahead to the time when this additional land will be necessary, and its present purchase would give

the Commissioners an opportunity to fill the sandpit at small expense. It is proposed, if the purchase of this property is approved, to secure gravel free from town projects, or its pur- chase when opportune at a reasonable rate, and have this additional plot ready for use when needed. It is hoped the Town Meeting members will see this in the same light as the Commissioners, who are simply looking forward rather than waiting until additional land is absolutely needed.

Report of Public Library Trustees


The Trustees of the Saugus Public Library submit their annual report:


There have been no unusual events the past year in the history of the library. The circulation has been a little less than that of the year previous owing, in our opinion, to the small number of new books added.


The functions of the library and of the schools are very closely related and because of our efforts to help the pupils we have not been able to supply the other patrons with many of the recent books.


We hope that with better business conditions a larger sum will be allotted to this department.


We extend our thanks to those who have donated books and magazines.


Childrens books will be greatly appreciated even if the story is old by those who are coming to the age when all stories are new.

Report of the Saugus Safety Committee


An appropriation of twenty-five dollars was made for the Saugus Safety Committee at the last Town Meeting and this has all been expended in safety work during the year.


It seems almost too bad to use up a page of the Annual Report to report on this small sum of money. The death record for the past year has been very, very poor, but only one or two deaths have occurred where education along safety lines would have helped, the others having been largely on the Boston and Newburyport Turnpikes.


We are members of the National Safety Council, and the record of Saugus appears in booklets distributed over the entire country.


Any amount of money appropriated could be spent advant- ageously, and this Committee is doing its best with the sum allotted to it each year.
