ART. 18. To see if the Town will vote to appropriate the sum of $1,300 for nursing services and expenses to be expended under the direction of the Board of Health; or to see what action the Town will take in the matter, agreeable to the peti- tion of Henry O. Westendarp.


ART. 19. To see if the Town will vote to purchase or take right of eminent domain for playground purposes the follow- ing described land: Lots A-19 and A-26 on Plan 1028 on file in the Assessors' Office, Saugus, Mass., now or formerly owned by Lewis E. Keith, containing 34,429 feet, and the buildings thereon, and 12,864 feet, respectively, and to appropriate therefor the sum of $7,000; or to see what action the Town will take in the matter agreeable to the petition of C. F. Nelson Pratt and others.


ART. 20. To see if the Town will vote to direct the Board of Selectmen to appoint a committee of three or more citizens to co-operate with the Massachusetts Forest and Park Associa- tion in the detection and eradication of the Dutch elm disease, agreeable to the petition of the Board of Selectmen.


ART. 21. To see if the Town will vote to appropriate the sum of $850 to be expended under the direction of the Town Treasurer to investigate and to determine the validity of tax titles held by the Town; or to see what action the Town will take in the matter, agreeable to the petition of the Town Treasurer.


ART. 22. To see if the Town will vote to raise and appro- priate the sum of $1,683.38 to repair and put in passable con- dition Newcomb Avenue from Jefferson Avenue to Edison Street; or to see what action the Town will take in the matter, agreeable to the petition of Ernest A. Dunham and others.


ART. 23. To see if the Town will vote to amend the zon- ing by-law by inserting therein a new section following Section 17, to be known as Section 17-A, as follows:

gravel, or stone from single or general residence districts shall be deemed non-conforming use of premises. Such uses shall be permitted only after special permission of the Selectmen, as provided in Section 17, and under such conditions as the Selectmen shall impose. The Selectmen shall grant no such permit as would, in their opinion, ad- versely affect the scheme of growth laid down in the zon- ing by-law or elsewhere, or the economic status of the Town, or tend to impair the beauty of the Town or of the district most immediately affected, or develop health or other hazards. Conditions deemed by the Selectmen as tending to protect the Town and the district, shall be imposed where needed and made a part of the permit; or to see what action the Town will take in the matter, agree- able to the petition of the Planning Board.


ART. 24. To see if the Town will vote to appropriate and raise by taxation and/or by transfer from any unexpended balance of the sum of $105,000 appropriated at the annual town meeting of 1932 under Article 22 of said meeting the sum of $5,000, for the purpose of providing original cafeteria equipment in the Saugus High School Addition Building; or to see what action the Town will take in the matter, agreeable to the petition of the School Committee.


ART. 25. To see if the Town will vote to appropriate the sum of $3,000, provided that the State and county contribute like amounts, for the reconstruction of Main and Howard Streets from the Melrose line to the Lynn Fells Parkway; or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


ART. 26. To see if the Town will vote to purchase or take by right of eminent domain for school purposes the following described land on Winter Street: Lots 3 and 4, being lots A-17 and A-18 on Plan on file in the Assessors' Office, Saugus, Mass., containing 10,000 feet and the buildings thereon, and lot 5, being lot A-19 on Plan 1013 on file in the Assessors' Office, Saugus, Mass., containing 5,000 feet and the buildings thereon, and to appropriate therefor the sum of $14,000; or to see what action the Town will take in the matter, agreeable to the peti- tion of the School Committee.

ART. 27. To see if the Town will vote to accept as a gift for playground purposes from Walter J. Taylor a parcel of land containing approximately 7000 square feet adjoining a portion of the Southwesterly boundary of Stackpole's Field Playground now owned by the Town, such conveyance to be subject to such restrictions or conditions relative to fencing the Southwesterly boundary of said Stackpole's Field Play- ground, including the parcel so conveyed to the Town, as may be set forth in the deed; or to see what action the Town will take in the matter, agreeable to the petition of the Board of Playground Commissioners.


ART. 28. To see if the Town will vote to change the Zoning By-law by amendment and/or repeal of any section or sections thereof and/or by addition thereto, so as to provide for a Board of Appeals, fix the number and term of office of the members and associate members thereof, define the powers and duties of such Board, make provisions under which such Board may make special exceptions to the terms of the Zoning By- law in accordance with general or specific rules, make pro- visions under which special permits shall be required and re- quests for such special permits be required to be acted upon by such Board, and/or otherwise amend, repeal or add to said Zoning By-law in any manner concerning the powers or duties of, and the issue of permits by, the Building Inspector, Board of Selectmen and Board of Appeals thereunder; or to see what action the Town will take in the matter, agreeable to the peti- tion of the Board of Selectmen.


ART. 29. To see if the Town will vote to change the Zoning By-laws and the Zoning Map so that the following described areas shall hereafter be zoned for business purposes :


Land at the west corner of Main Street and the Lynn Fells Parkway, shown as Lot A-13 on Plan 1025 on file at the Assessors' Office, for a distance of 150 feet on Main Street and 150 feet on the Lynn Fells Parkway, to a depth of 150 feet;


Land at the south corner of Main Street and the Lynn Fells Parkway, shown as Lots A-12 and A-56 on Plan 1025 on file in the Assessors' Office, for a distance of 150 feet

ART. 31. To see if the Town will vote to authorize the re- funding of any notes of the Town now or hereafter issued under authority of Section 4 of Chapter 44 of the General Laws as amended, such refunding to be subject to and as authorized by Section 17 of said Chapter 44; or to see what action the Town will take in the matter.


ART. 32. To see if the Town will vote to authorize the ex- tension of any loan issued or hereafter issued in anticipation of the revenue of the year 1933 subject to and as authorized by the provisions of Chapter 303 of the Acts of 1932 as amended by Chapter 3 of the Acts of 1933; or to see what action the Town will take in the matter.


The polls will open at 12 o'clock, noon, and will close at 8 o'clock P. M., and you are hereby directed to serve this WAR- RANT by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting.


HEREOF, FAIL NOT, and make due return of this WARRANT, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

The Town Meeting Members of Precinct Eight met at the Town Hall on Monday, February 19, 1934, for the purpose of filling a vacancy that exists, until the next Annual Election.


Frank F. Humphries was elected chairman, Ross E. Coon, secretary. The following were nominated: Chester B. Hicks, Oscar Couillard, Charles B. Pickering.


We hereby declare Charles B. Pickering, elected to fill vac- ancy.

February 14, 1934


The meeting was called to order by the Moderator, Honor- able Frank P. Bennett, Jr. at 8:10 P. M.


The salute to the flag was given.


The following tellers were appointed by the Moderator:

A count of the Town Meeting Members was made, 121 were found to be present.


The Moderator swore all Town Meeting Members, who had not been previously sworn in.

The Water Committee reported progress and it was voted to continue its deliberation.


The Water and Dock Commission reported progress.


The Finance Committee Report placed on file subject to the action of the meeting.

Report of the Finance Committee to the Representative Town Meeting and Citizens of The Town of Saugus


To the Citizens of Saugus:


In submitting our report for the Annual Town Meeting of 1934, we desire to call attention to the fact that you have in your power through your action on the various items in the Warrant, an opportunity to effect a substantial saving from the requested amounts.


Contrary to previous requirements, it has this year been desirable for the Finance Committee to submit its actions with respect to each budget received, and the sum total of its recom- mendation to the Emergency Finance Board for their review.
