To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purchase of War Bonds or other bonds, that are legal investments for savings banks for the post-war rehabilitation fund, in accordance with the provisions of Chapter 5 of the Acts of 1943, agreeable to the petition of the Finance Committee.


Art. 41. To see if the Town will vote to raise and appropriate the sum of $250,000.00 to be raised by bond issue for the purpose of con- structing an adequate connection with the Metropolitan District Water Supply and to make such changes in the present system as may be nec- essary to furnish all of the Town with sufficient water, or to see what action the Town will take in the matter, agreeable to the petition of Albert C. Day and others.


Art. 42. To see if the Town will vote that the Board of Selectmen, the Finance Committee and the Town Accountant, or either of these boards, committees or officials, shall furnish to Town Meeting Members, or a Town Meeting Member, upon demand, and not later then seven days after the receipt of such demand in writing, a detailed copy of any and all budgets submitted by any and all departments, committees and officials of the town, also special articles so called, on which budgets or articles an appropriation or appropriations of money are sought from any Annual or Special Town Meeting, or to see what action the Town will take in the matter, agreeable to the petition of Harold W. Art. 51. mining if more economical methods of operation are possible; to have made in conjunction with said study an investigation and report for the purpose of classification of positions and the standardization of wages and salaries of all Town departments, exclusive of the school system; said study and investigation to be made under the direction of the Plan- ning Board by a recognized firm of professional consultants in the field of public administration; said Planning Board to submit the result of said study and investigation together with such recommendations as may be deemed advisable at a Town Meeting not later than the Annual Meet- ing of 1946, or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.


Art. 53. To see what sums of money the Town will vote to raise and appropriate for Town Charges for the year 1945.


The polls will open at 12 o'clock, noon, and will close at 8 o'clock P. M., and you are hereby directed to serve this Warrant by posting at- tested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as provided by the By-laws at least four days before.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

Report of the Finance Committee TO THE ANNUAL TOWN MEETING MARCH 5, 1945


To the Representative Town Meeting and Citizens of the Town of Saugus


The Finance Committee herewith submits its report on the Town Budget for the Year 1945:


The Committee in preparing its recommendations for the various departments, accounts and special articles, has been confronted with one of the most difficult years ever had. Realizing that costs, even to postage stamps, have increased considerably and that some degree of efficiency is to be maintained, we have made all possible attempts to hold budgets to the barest necessities and in a few instances have included items which will offer to the Town as a whole more satisfactory and efficient services. Cognizant of the fact that practically all departments and employees have requested increases in salaries, the Committee feels that while in most cases increases are deserved and in some cases long overdue, the Town in its present position could ill-afford to increase wages for all em- ployees. If requested increases were granted, approximately $45,000.00 would be added to the budget. While in sympathy with the request gen- erally, we feel that the employees must be satisfied to continue under the present arrangement of cost-of-living adjustments whereby a flat 10% with a $200.00 ceiling is added to the annual wages paid.


Your Finance Committee has included an item of $15,000.00 to be added to the $25,000.00 appropriated in 1944 for the purchase of bonds as a part of our post-war rehabilitation program. We feel this to be advisable inasmuch as the period ahead may, and doubtless will, call for some program similar to the pre-war days. This will doubtless entail large outlays by the Town in the equipment and material lines and we feel that the Town will reap the benefit at that time if some steps are taken at present to relieve the cost of work in post-war days.

Article 53


Items 16-29. Public Works and Allied Divisions:


Item 16 as set up will include all operating expense of the Public Works and includes light, heat, telephone, postage, etc. Formerly listed separately under each division this merely groups the expense items.


Item 16A. This is a new account to be known as the Road Machinery Account and includes the major new items we feel necessary for proper operation and service. Included for purchase are:

Purchase of a badly needed truck for the Ash and Refuse Division will allow the reduction of trips to the dumping areas by using a larger truck and will allow the work to be done by a three-man crew instead of four as the proposed truck is a rear loader.


The purchase of a testing outfit for the Water Department will allow the work to be done locally and will tend to a faster return of the meters now under repair. These total practically 20% of the total meters in the Town. This would increase our revenue when meters are used in all homes.


The proposed tractor will have a bull-dozer blade for street work, service in covering the dumping areas and through the purchase of the snow plow blade will be used for plowing the streets in winter. At pres- ent we are forced to rent a similar piece of equipment.


Item 18. This work must soon be done on a five-day basis rather than four due to increased coverage of the town.


Item 19. Added to the available funds left from 1944, there is suffi- 1 cient allowance for work in repairing a bad leak in East Saugus and placing locks on manhole covers. We are at present pumping through our station more than 1,000,000 gallons daily from less than 300 sewer users while our water use from Lynn is about 750,000 gallons daily for approx- imately 3,800 users. Because of wage conditions, this is included as a town charge this year rather than a special article.


Item 20. In the Highways and Bridges account sufficient funds are included for a new surface drain on Lincoln Avenue from Bristow Street to Lawndale Avenue. Considerable damage and many law suits have re- sulted from the present deplorable conditions. Two usual special articles covering resurfacing and grading, oiling and sanding streets are in- cluded for the same reason as on Item 19.


Item 22. This is an unusually large amount due to the severity of the winter and the fact that considerable money has been expended in repairs and rentals.


Item 29. The increase on this item is due to the charging of the time of the Sewer Foreman to this item, also the return to work of an honorably discharged service man.


Item 30. Increases in the Police budget are due to the addition of a regular patrolman, the requested purchase of two new prowl cars and the purchase of uniforms for the men at a cost of $600.00. The two cars should be replaced while they still have a comparatively high turn-in value. Repairs on the present cars in 1944 were approximately $1,000.00.


Item 33. This item includes the sum of $3,100.00 for the purchase of a new chassis for the present GMC, which is almost incapable of doing the work and carrying the load required of it. If the new chassis is pur- chased it is the suggestion of the Finance Committee that the GMC chassis be turned over to the Tree Warden's Department, at present without a suitable truck. It is the suggestion of the Committee that our present force of callmen be reduced from 20 to 10 men as the perform- ance and attendance record of some of the men indicates that all 20 men are not necessary. There is also included the sum of $640.00 for uniforms for the men.


Items 44-46. Increases are included here due to increased costs in accordance with Federal and State regulations.
