Engineers
Following this report you will find the report of the Town Engineer. This department is constantly busy with grades, plans and profiles. This department takes care of all engineering on the Assessors' plans which include all property involving changes of lines. Also the preparation of streets for acceptance, which includes proposed construction, grades, lines cost and the release of abutting property that entails considerable night work. We regret that our Town Engineer for the past several years, Mr. John Dyer, has left the employ of the town. Mr. Dyer was a competent and conscientious employee. We will miss him.

Sewer Division
Work has progressed on the Pearson Street sewer but because of need of men for drainage work it was necessary to use this small crew of temporary workers on the extra construction. The Highway Division must furnish a shovel operator and truck driver for this sewer work. Pearson Street sewer main should be completed this year and additional construction as recommended by the Board of Health. A permanent crew should be set up for this work, not only for new construction, but the maintenance of our present lines and sewer station.
General
For 1946 I recommend, and have inserted in our budget, sufficient estimates for the purchase of additional equipment or replacement of old equipment. I also request that additional permanent men be employed by the department so that we can co-operate with the citizens in their many requests through the Board of Selectmen and the Public Works Department. We need more workers in each division of the Public Works. Men for Highway so that drains can be properly maintained and new construction accomplished. Men for the Water Division in order that work that has been neglected for years may be done. Men for the Collection of Ashes. In a comparison with other towns and cities the size of Saugus we stand alone in attempting to collect ashes and rubbish with one crew and truck. At least a shovel operator and a truck driver for our sewer construction work so that the Highway Division will not have its work disrupted daily.
The only reason for asking for these additional men and more equipment is so that this department can operate efficiently and not only do the daily maintenance work of the several divisions but perform the many extra tasks requested by the citizens of Saugus. The increased valuations have already brought demands for drainage construction and road work throughout the town.
May I again express my appreciation of all the departments that have co-operated with us during the year and of the employees of this department. Through my contacts with officials of other cities and towns I know that the personnel of the Public Works Department and its allied divisions is smaller in number than many individual depart- ments they have and that our men perform more work in comparison.

Report of the Cemetery Commissioners
January 17, 1946.
The following report is respectfully submitted by the Cemetery Com- missioners for the taxpayers' consideration. The Commissioners, with the complete co-operation of the superintendent and employees in our department, have completed the year 1945 with a sincere satisfaction that the program instituted and the work performed has been in accord- ance with the highest degree of efficiency that the taxpayers of Saugus have a right to expect. In submitting our report to the citizens of our

town this year, we do so with the following suggestion, that our depart- ment is ready at all times to explain our program in detail to any in- terested taxpayer.
The figures submitted immediately following cover a ten-year period. We have not gone into a great deal of detail in explaining these figures as the same are available at the Town Hall. These figures are submitted in total for the period.
Total receipts from January, 1935, to December 31, 1945, were
$144,878.72
During the same period our budget expenditures were 134,003.83
Showing receipts over expenditures $10,874.89
There may be some slight change in these figures over the actual; however, we believe these figures are reasonably accurate.
During 1943 the question of investing Cemetery Trust Funds was discussed in some length. As a result of this constructive discussion, the Town Treasurer invested out of these funds in Government Bonds $70,000.00
The interest on the bonds is considerably higher than what could be obtained from any other source in which these funds could be invested safely. This leaves a balance in the Savings Bank Account of approximately $53,353.00
In order that there may be no misunderstanding the figures men- tioned in connection with Cemetery Trust Funds are covering a period prior to the statement outlined above.
The Cemetery Commissioners have outlined a somewhat expansive program for the year 1946. The general budget is approximately the same as in 1945. With the fullest co-operation of the Town Meeting and the Finance Committee during the year 1945, after careful consideration and analysis of the budget submitted at the Annual Town Meeting in 1945 funds were provided for in accordance with our request. During the year we found it impossible to obtain some of the materials and equipment which was very much needed. As a result our department returned to the town $1,068.44.
The program for 1946 calls for four special articles which we shall discuss briefly as follows:
There is a request for an appropriation of $6,800.00 for the purpose of filling and grading to level land which was acquired by the town a short while ago. After filling and grading, this land will be allowed to stand for a year in order to properly settle. During 1947 it is the inten- tion of the Commissioners to complete the project, making this land available for burial purposes early in 1948. This additional work during the year 1947 will call for an appropriation of approximately $3,000.00, making the total expenditure $9,800.00. The estimated income from this property, based on present prices for lots, will be approximately $95,- 000.00, showing a very profitable investment to the town over a period of eight or nine years. It should be stated at this time that rates at the Riverside Cemetery are consistent with most municipally operated cem- eteries and usually the rates are lower. The original purchase price of the property above and cost of its development for burial purposes was $9,701.00. This land is known as the M and Catholic Sections. It should be noted that this work was performed during the W.P.A. period. The figures submitted below are the returns to the town on the property as of December 31, 1945:

This certainly justified the purchase and development of this land and surely substantiates the Commissioners' request for additional funds to complete this work.
During the year 1943, at the Annual Town Meeting session, the Commissioners at that time requested, through a special article, the sum of $6,000.00 to develop a Veterans' Lot. Through Town Meeting ac- tion that sum was appropriated. For some reason or another, very little progress was made in connection with the project.
It was a request at the Annual Town Meeting of 1945 for an addi- tional $6,000.00. The Chairman of the Commissioners at that time re- quested that that article be indefinitely postponed until such a time as a careful analysis of this project could be made. During the year 1945, with funds which were available from the original appropriation, the Commissioners proceeded to carry the project forth. Adequate drainage system was installed in this lot and it is the intention of the Commis- sioners to complete this project during the year 1946 with funds which we anticipate will be appropriated at the Annual Town Meeting. Upon completion there will be available for burial purposes 350 lots, in which any veteran having honorably served his country in time of war may be buried.
In conclusion, the Commissioners and the Cemetery Department wish to express their sincere appreciation to the many who have co-operated with our department during the year 1945.

During the year 1945 the Fire Department responded to 545 alarms and calls for fires and other duties. There were 120 box alarms; 425 telephone calls. Sixty of these box alarms were false or needless.
The apparatus traveled a total of 2,843 miles in responding to calls. Engine No. 1 traveled 44 miles; Engine No. 2, 343 miles; Engine No. 3, 723 miles; Engine No. 4, 1,244 miles; Ladder No. 1, 489 miles. The Chief's car traveled 11,849 miles in responding to alarms of fire and in the performance of other duties.
The assessed valuation of buildings, autos, trucks, the insurance on buildings, automobiles and their contents, etc., was as nearly as possible ascertained as follows:

During the year 18,550 feet of 21/2 inch hose, 5,100 feet of 11/2 inch hose, 90,300 feet of 34 inch hose was used to extinguish fires, a total of 113,950 feet of hose. Of the above used hose, 78,500 feet was used at brush, dump and woods fires. There were 621 feet of ladders used and 21 tanks of oxygen and other first aid equipment used.
The Fire Apparatus: Engine No. 2 is in good condition; Engine No. 3, the 1,000-gallon Mack pumper, is in good condition; Engine No. 4,

the hose tender, has a new Mack chassis; the Ladder is in fair condition, but being 15 years old it should be replaced with a new Junior Aerial Ladder Truck. The Chief's car is in fair condition.
The Fire Department has done excellent work in keeping the fire loss down to such a minimum, approximately $21,483.00, with the valued amount of property involved in fires being nearly $174,000.00. It should be noted that the department has to protect a large territory, nearly 111/2 square miles, with a minimum number of men to man the apparatus and to extinguish fires.
We recommend that the program calling for the installation of new hydrants every year be continued as there are several places in the town where hydrants are few and far between.
In conclusion we wish to thank the Honorable Board of Selectmen, Superintendent of the Public Works, Carl Chapman; Chief of Police John T. Stuart, all Town Officials and the Citizens of Saugus, who by their co-operation have aided this department in maintaining a high degree of efficiency.
