GENTLEMEN, - I have to report the completion of the semi- annual audit of the accounts of the town of Swampscott, made pursuant to a vote of the Town in accordance with the provisions of Chapter 598, Acts of 1910, the examination being for the period extending from January 1 to August 1, 1913; and I am enclosing the report of the findings of our Chief Accountant, Mr. Edward H. Fenton, who had the audit in charge.

SIR,- I have the honor to submit a report on the semi-annual audit of the books and accounts of the Town of Swampscott, as petitioned for by the Selectmen, pursuant to a vote of the Town, in accordance with the provisions of Chapter 598 of the Acts of 1910.
An examination was made of the books and accounts of the Accountant, Treasurer, Collector, Town Clerk, Police, Sewer and Water Commissioners, Sinking Fund Commissioners, and such other departments and accounts as give information relative to the financial transactions of the Town, for the period extend- ing from January I to August 1, 1913.
ACCOUNTING DEPARTMENT. The Accountant's books were checked, footed, and compared with the Selectmen's warrants

and Treasurer's books. The accounts showing uncollected taxes and assessments were reconciled with the books of the Tax Col- lector, and a trial balance taken which proved the ledger ac- counts in balance.
TREASURER'S DEPARTMENT. The cash book was checked and footed and found to agree with the Accountant's books, proper warrants being on file for all payments made from the treasury. The Treasurer deposits in banks all Town receipts, and disburses money by check only, on authority of properly approved warrants; therefore the amount on deposit in the sev- eral banks corresponds with the cash balance as shown by the Accountant's and Treasurer's books.
