Voted, Article 28, to receive the report of the Ways and Means Committee and adopt their recommendation that the matter be referred to the Park Commissioners and that they report to the Town at a later date as to the advisability of the Town under- taking the care of all plots of land at intersecting streets and the estimated annual expense.

Voted, Articles 45, 46, 47, to accept and adopt the report of the Ways and Means Committee, referring the matter of placing street lights as petitioned for in these Articles to the Board of Selectmen.
Voted, Article 48, to accept and adopt the report of the Ways and Means Committee as amended as follows :
That the following be fixed as the particulars of the bonds to be issued by the Town for the purposes set forth in the votes under Articles 13, 15 and 16, which relate to the following appropriations :
$1,000 for construction of vault in Town Hall.
6,000 for construction of sidewalks.
1,000 for street construction.
2,500 for improvement of Jackson park.
1,600 for Highway Department equipment.
1,300 for new equipment for Hadley school.
There shall be ten bonds for $1,000 each, six bonds for $500 each and one bond for $400.
The five hundred dollar bonds shall be numbered I to 6 and the four hundred dollar bond shall be numbered 7, and the remaining ten bonds shall be numbered 8 to 17. They shall be dated during the current year, and shall bear interest payable semi-annually at a rate not exceeding 4 per cent per annum.
Bonds No. I and No. 8 shall be payable one year from their date; bonds No. 2 and No. 9, two years from their date ; bonds No. 3 and 10, three years from their date ; bonds No. 4 and No. 11, four years from their date; bonds No. 5 and 12, five years from their date ; bonds No. 6 and 13, six years from their date; bonds No. 7 and No. 14, seven years from their date, and the remaining three bonds shall be payable one year each thereafter in their numerical order.
Said bonds shall bear the Town seal, shall be signed by the Town Treasurer and countersigned by the Selectmen ; they shall be authenticated by the First National Bank of Boston and shall be subject to registration at the holder's option on presentation

to the Town Treasurer for cancellation of the coupons and appropriate endorsement. Principal and interest shall be pay- able at the office of the Town Treasurer or at such Boston Trust Company or bank as the Town Treasurer and Selectmen shall designate.
Said bonds shall bear on their face, the words, "Swampscott Miscellaneous Loan - 1913." All other particulars as to form, issuance and sale of said bonds shall be determined by the Town Treasurer and Selectmen, but said bonds shall not be sold for less than par and interest. (Unanimous. )
Voted, Article 48, to accept and adopt the report of the Ways and Means Committee as amended as follows :
That the following be fixed as the particulars of the bonds to be issued by the Town for the purposes set forth in the votes under Articles 15, 30 and 35, which relate to the appropriation of $3,900 under Article 15 and $3,600 under Article 30, for the payment of land taken for the purposes of a public park known as the Phillips Park, and to the appropriation of $3,000 under Article 35, for the payment of land acquired for the purposes of a Town Hall, known as the Morris land.

There shall be eleven bonds for $100 each, numbered I to II. They shall be dated during the current year and shall bear interest payable semi-annually at a rate not exceeding 4 per cent per annum. Bond No. I shall mature one year from the date thereof, and one bond shall mature each succeeding year in its numerical order for the period of eleven years.
Said bonds shall bear the Town Seal and shall be signed by the Town Treasurer and countersigned by the Water and and Sewerage Board. They shall be authenicated by the First National Bank, Boston, Mass.

To either of the Constables of the Town of Swampscott in said County, GREETING:
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to assemble in the Town Hall, in said Swampscott, on Monday, the twenty-first day of April, at 8 P. M. then and there to act on the following articles, viz. :
ARTICLE I. To see if the Town will construct a sewer in Ontario street and appropriate money for the same, as petitioned for by Frank H. Bradford and others.
ART. 2. To see if the Town will construct a sewer in Rock- land street from a point 250 feet from Greenwood avenue to the sewer in Greenwood avenue and appropriate money for the same, as petitioned for by N. R. Martin and others.
ART. 3. To see if the Town will construct a sewer in Red- ington street, in the section between Mapledale avenue and the junction of Devens road and appropriate money for the same, as petitioned for by Charles S. Goodridge and others.
ART. 4. ART. 16. To hear the proposition of Mr. Harry Lombard relative to the presentation to the Town of a Drinking Fountain upon certain conditions and act thereon, as recommended by the Board of Selectmen.

ART. 20. To see if the Town will instruct their Sewer Com- missioners to withdraw their request or petition before the State Board of Health, seeking permission to establish a sewerage outfall at or near Ram Island, off the shore of Beach Bluff, as petitioned for by Amos R. Little and others.
ART. 21. To see if the Town will appropriate the sum of $3,200 for the purpose of refunding to the Treasury the cost of completing the sewers in Greenwood avenue, Mapledale avenue and Beach avenue, as recommended by the Board of Assessors.
ART. 22 To see if the Town will authorize the Board of Selectmen to enter into a contract with the Lynn Gas & Electric Co., for lighting the Town for a period not to exceed five years, and to cancel the existing contract, as recommended by the Board of Selectmen.
ART. 23. To appropriate and raise by borrowing or other- wise such sum or sums of money as may be necessary for all or any of the purposes mentioned in the foregoing articles.

Report of Ways and Means Committee.
ARTICLE I. This is one of the short lengths of sewer that will have to run into the Lynn Sewerage System. Reciprocal

arrangements have been made with the Lynn Sewer Depart- ment and no difficulty will be encountered in this direction. In order, however, to lay a sewer in this street so as to connect with the Lynn System, it will be necessary, in the opinion of the en- gineers, to change the level of the street. This would involve the question of land damages. The Water and Sewerage Board do not advise the construction of this sewer until waivers of dam- ages can be obtained from all the abutters. Accordingly we recommend that the subject matter of this article be indefinitely postponed.
ART. 2. This short section of sewer is largely ledge and the conditions are such that sewer accommodations are very much needed by the abutters. The Water and Sewerage Board advise the construction of this sewer and estimate that the expense will be about $1,100. We recommend that the town appropriate the sum of $1, 100 for the construction of a sewer in Rockland street and that the money be raised by a bond issue.
ART. 3. As there seems to be a pressing need for this sewer and as it is recommended by the Sewer Board, we recommend that $2, 100 be appropriated for the construction of a sewer in Redington street, between Mapledale avenue and Devens road, and the money be raised by a bond issue.
ART. 4. After consultation with the Sewerage and Water Board, we find the general system to be adopted in providing sewer drainage for this end of the town has not been definitely agreed upon and the matter is now before the Town. We recom- mend that this matter be postponed until such time as a definite plan for the disposal of this sewerage be adopted.
ART. 5. We recommend that $600 be appropriated for the construction of a sewer from Hillside avenue to Roy street, and the money be raised by bond issue.
ART. 6. This section of sewer would have to extend about Soo feet, and as there seems to be no pressing need for the con- struction of a sewer through this street at this time and the Sewerage Board do not recommend its construction, we recom- mend that action on this article be indefinitely postponed.
ART. 7. This piece of sewer seems to be needed and is recom- mended by the Sewerage Board. We therefore recommend the

construction of a sewer in Melvin avenue, as petitioned for, and the appropriation of $500 for the same, to be raised by a bond issue.
ART. 8. Your committee finds upon consulation with the Water and Sewerage Board that the sewer in King street would have to cross private property, and as the Town has no rights of way and as no estimate of the cost of obtaining such rights of way or of construction of the sewer have been obtained, we recommend that the question of a sewer in King street be referred to the Water and Sewerage Board, and they be requested to report at some future meeting as to the probable cost.
ART. 9. Conditions in Huron street are similar to those in Ontario street, and the same statements made there, apply to this case. We recommend that the question of a sewer in Huron street be indefinitely postponed.
ART. 10. According to the provisions of the act creating the Board of Survey, which has been accepted by the Town, no water pipes can be laid by the Town in any street until the street has been approved and accepted by the Board of Survey. We are informed that Banks terrace has not been accepted ; therefore no work of this character can be done at this time. We recommend that the subject matter of this article be indefinitely postponed.
ART. II. We recommend that the pay of the permanent men of the Fire Department be raised to $20 per week to date from May Ist, 1913.
ART. 12. The Fish House at Blaney Beach has not been shingled since its erection and the roof is in bad condition. We recommend the appropriation of three hundred (300) dollars for the purpose of re-shingling the Fish House at Blaney Beach.
ART. 14. Your Committee believes that while this represents a considerable initial expenditure it is in the line of an eventual economy for the Town. This outfit is planned to replace five horses and considerable other equipment and should be consid- erably cheaper to maintain than the present outfits, besides being more effectual, in that it will be able to reach a fire quicker. We recommend that the Town appropriate the sum of $8,500 for the

purchase of a combination hose and pumping outfit, the money to be raised by a bond issue, and that the fire engineers and Select- men be authorized to make the purchase, and dispose of five horses to be displaced by the purchase of this apparatus.
ART. 15. We recommend that the Town appropriate the sum of $3,000 from the Overlay account of 1911 and credit the same to the Overlay account of 1913 for the purpose of discounts and abatements.
ART. 16. Your Committee has considered the proposition of Mr. Lombard, and while we appreciate his public spirit in making such offer we feel that the fountain as suggested would not fill any great want and would involve the Town in a permanent annual expense for which the Town as a whole would not derive any corresponding benefit. We recommend that the subject mat- ter of this article be indefinitely postponed.
ART. 17. Your Committee on Ways and Means has con- sidered the request of the Committee on Brooks for an additional appropriation of $1,000. We are convinced that the City of Lynn should be made to stop discharging sewage into Stacey Brook and also that if a small sum will enable us to definitely ascertain what will be the best method of handling the sewerage and brook questions, the appropriation should be made. We recommend that the Town appropriate the sum of $1,000 for this purpose.
ART. 18. The amount asked for by the schoolhouse construc- tion committee is for the purpose of settling the outstanding claims of the contractors engaged on the Hadley School. These claims are the result of extra work and supplies necessitated by the lack of cooperation between the different contractors on the building and are the only remaining bills on this construction. We recommend that the Town appropriate the sum of $1, 150 to satisfy the claims of the contractors on the Hadley School construction, according to Article 18.
ART. 19. We recommend that the Town appropriate the sum of $1,000 for the purpose of developing additional lots in the cemetery, and that the money be taken from the cemetery lots investment fund.
ART. 21. We recommend that the Town appropriate the sum of $3,200 for the purpose of refunding to the treasury the cost

of completing the sewers in Greenwood avenue, Mapledale avenue and Beach avenue, and that the money be raised by a bond issue.
ART. 22. We recommend that the subject matter of this article be postponed until after such time as the Board of Select- men shall be enabled to arrange with the Lynn Gas & Electric Company for a practical demonstration on our streets of the proposed new street lamps.
