ART. 4. To see if the Town will lay a water pipe in Banks terrace, and appropriate money for the same as petitioned for by James L. Taylor and others.
ART. 5. To see if the Town will authorize its Sewer and Water Board to lay water pipes from Orient street, otherwise known as Puritan road, in a street laid out between the estate of Maria L. Phillips and the James L. Little estate at Little's Point, in said street, to the line of land owned by John Mason Little, as shown on a plan filed with the Board of Survey, dated May 6, 1913, by Charles W. Gay, surveyor, the said James L. Little estate to pay the interest on the cost of laying the same until such time as the water rates shall equal the interest, as recommended by the Board of Water and Sewer Commissioners.
ART. 6. To appropriate and raise by borrowing or other- wise such sum or sums of money as may be necessary for all or any of the purposes mentioned in the foregoing articles.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depots, Post Offices and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.

Return on the Warrant.
Pursuant to the within Warrant to me directed I have notified the legal voters of Swampscott by posting attested copies of said Warrant at the Town Hall, Post Offices, Depots and five public and conspicuous places in Swampscott, on Wednesday, May 28, 1913, the posting of said notices being at least seven days before the time of said meeting.

Special Town Meeting, June 6, 1913.
In accordance with the foregoing Warrant the voters of the Town assembled at the Town Hall on Friday evening, June 6, 1913.
The meeting was called to order at eight o'clock by Daniel F. Knowlton, Moderator, there being a sufficient number present to transact the business of the meeting.
The Warrant calling the meeting and return thereon was read by the Town Clerk.
Report of Committee on Ways and Means, Special Town Meeting, June 6, 1913.
ARTICLE I. The building on Pine street now used by the Grand Army is in poor condition generally and before long the Town will have to provide other accommodations for the Grand Army and allied organizations. In view of this any expense incurred on account of the old building seems almost wasted, but on the other hand the Town has no plans for other accommoda- tions at present and something must be done soon if the present building is to be kept in usable condition. The Board of Select- men have gone over the matter and advise the expenditure of $500 for painting and repairs. After careful consideration, your Committee feels that no other course is open at this time than to repair the present building. Accordingly we recom- mend that the Town appropriate the sum of $500 for the pur- pose of painting and repairing the G. A. R. building on Pine street.
ART. 2. The present street lighting contract has two years more to run and the Lynn Gas & Electric Co. wish to cancel this contract and make a new one for a term of five years. In

other words to extend their contract three years more. The terms of the proposed contract involve giving the Town more powerful lamps and new fixtures at the same price as now paid under the present contract. This change seems to be for the best interests of the Town. Your Committee recommends that the Selectmen be authorized to make a new contract for street lighting according to the provisions of this Article, at an annual cost not to exceed that now paid, providing satisfactory terms can be agreed upon.
ART. 3. Owing to the stringency of the money market at the present time it has been found impossible to dispose of the bonds authorized at the annual meeting at the usual rate of 4 per cent.
We recommend that the bonds voted to be issued by the Town under article forty-eight of the Warrant for the Annual meeting of February 17, 1913, and under article twenty-three of the Warrant for the special meeting of April 21, 1913, for the various purposes stated in said votes (said issue of bonds amounting in the aggregate to the sum of forty-one thousand dollars) shall when issued, bear interest at the rate of four and one-half per cent in place of interest at the rate of four per cent, as stipulated in the original vote, authorizing said issues of bonds.
ART. 4. We recommend that the Town appropriate the sum of $1,000 for the purpose of laying a waterpipe in Banks terrace, the work not to be undertaken, however, until a written contract has been obtained by the Water and Sewerage Board, guarantee- ing the Town 6 per cent interest on the cost of construction until such time as the water rates from this service shall equal such interest.
ART. 5. This article is not properly in the warrant. The petition asking for its insertion in the warrant bore but three signatures. Two of these are those of members of the Water and Sewerage Board, but this Board has stated to your Committee that they signed the petition as individuals, not as a Board, and further that they do not at this time recommend the laying of a water pipe as asked for.

Additional Report of Ways and Means Committee.
ART. 6. That the following be fixed as the particulars of the bonds to be issued under the votes taken under Articles 4 and 5, appropriating $3,000 for water mains in Banks terrace and in a street laid out in the James L. Little estate. There shall be six (6) bonds of $500 each, dated during the current year and num- bered one to six inclusive. Bond number one (1) shall mature one year after its date and one bond shall mature each year thereafter in their numerical order. The bonds shall bear the Town seal, be signed by the Treasurer of the Town and Counter- signed by the Water and Sewerage Board ; shall be authenticated by some Bank or Trust Co., and shall bear interest at the rate of 42 per cent per annum payable semi-annually ; shall be subject to registration at the holder's option on presentation to the Town Treasurer for cancellation of the coupons and appropriate endorsement. The principal and interest shall be payable at the Town Treasurer's office or at such Boston Bank or Trust Co. as the Town Treasurer shall designate. Each of said bonds shall bear on the face thereof the words "Swampscott Additional Water Loan, Act of 1912." Said bonds shall be sold under the direction of the Town Treasurer and Water and Sewerage Board. All other particulars as to form, issuance and sale of said Bonds shall be determined by the Town Treasurer and Water and Sewerage Board, but shall not be sold for less than par and interest.

Voted, Article 3, to accept the report of the Ways and Means Committee and adopt their recommendations as follows : We recommend that the bonds voted to be issued by the Town under Article 48 of the Warrant for the Annual Meeting of February 17, 1913, and under Article 23 of the Warrant for the special meet- ing of April 21, 1913, for the various purposes stated in said votes (said issue of bonds amounting in the aggregate to the sum of $41,000) shall, when issued, bear interest at the rate of 4 per cent, as stipulated in the original vote authorizing said issues of bonds. Voted, to accept and adopt a resolution offered by Elgar H. Townsend instructing the Board of Selectmen to answer in writ- ing at an adjournment of this meeting, questions regarding the contract relative to the laying of the dust in the streets of the Town.
James F. Caton, Chairman of the Selectmen, read a reply, which by vote of the meeting, was accepted.
Mr. Townsend raised a point of order, " That the questions had not been answered."

In accordance with the foregoing Warrant the voters of the Town assembled at the Town Hall and were called to order at one o'clock P. M., September 23, 1913, by Elias G. Hodgkins, Selectman and Presiding Election Officer.

Voted, on motion of Charles F. Hathaway to keep polls open until 8. 30 o'clock.
The polls were closed at 8.30 o'clock P. M. and 374 Repub- lican, 36 Progressive and 17 Democratic ballots had been cast, the ballot box register was 429, both check lists agreeing with the number of ballots cast, 427.

ESSEX, SS.
To either of the Constables of the Town of Swampscott in said County, GREETING :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to assemble in the Town Hall, in said Swampscott, on Friday, the tenth day of October, at 8 P. M., then and there to act on the following articles, viz. :
ARTICLE I. To see if the Town will appropriate the sum of $11,008.38 and issue bonds for the same, for the purpose of refunding the treasury the amount paid from the General Fund in settlement of the I. W. Chick claim against the Town for land on Redington street taken for school purposes, as recom- mended by the Board of · Selectmen.
ART. 2. To see if the Town will appropriate the sum of $1,000 for the use of the Engineering Department, as recom- mended by the Board of Selectmen.
ART. 3. To see if the Town will appropriate the sum of $500 for the purpose of cleaning the brooks, work to be done by the Highway Department, under the supervision of the Board of Health, as recommended by the Board of Selectmen.
ART. 4. To see if the Town will lay pipes on Crosman avenue and appropriate money for the same, as recommended by the Water and Sewerage Board.
ART. 5. To see if the Town will vote to lay water pipes in the entrance driveway leading to Puritan Road from Galloupe's Point and a common roadway around said point to replace those at present in use, as recommended by the Water and Sewerage Board.
ART. 6. To see if the Town will authorize the Water and Sewerage Board to transfer sufficient funds from the balance of

the appropriation for the sewer in Melvin avenue and Redington street, which are completed, and from the receipts from sewer assessments, to defray the cost of the Roy street and Rockland street sewer in excess of the amount heretofore appropriated therefor, amounting to $326.26.
ART. 7. To see if the Town will authorize the Water and Sewerage Board to transfer the sum of $148.64 from the bal- ance of the appropriation for the water main of the James L. Little estate at Phillips Beach avenue, which is completed, to defray the cost of the water main in Bay View avenue, in excess of the amount heretofore appropriated therefor.
ART. 8. To see if the Town will vote to extend the water main in Harrison avenue, West, approximately 150 feet, and appropriate money for the same, as recommended by the Water and Sewerage Board.
ART. 9. To see if the Town will vote to extend the water main in Walker road from Mountwood road to Paradise road and appropriate money for the same, as recommended by the Water and Sewerage Board.
ART. 10. To see if the Town will vote to appropriate the sum of $1,500 for the purpose of procuring plans of a sewerage system for the easterly section of the town and for the enlarge- ment of the present station. Said plans, with a report, to be submitted to the Town for action at the Annual Meeting, as recommended by the Sewerage Committee.
ART. II. To appropriate and raise by borrowing or other- wise such sum or sums of money as may be necessary for all or any of the purposes mentioned in the foregoing articles.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depots, Post Offices and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.

Pursuant to the within Warrant to me directed I have notified the legal voters of Swampscott by posting attested copies of said Warrant at the Town Hall, Post Offices, Depots and five public and conspicuous places in Swampscott, on Wednesday, Oct. I, 1913, the posting of said notices being at least seven days before the time of said meeting.
