The meeting was called to order at 8.05 o'clock by Moderator, Daniel F. Knowlton.


The Warrant and return thereon was read by the Town Clerk. There were more than one hundred voters present.


Report of Committee on Ways and Means, October 10, 1913.


ARTICLE I. The amount of money to be paid I. W. Chick for land taken by the Town for the Hadley School site has been agreed upon and the sum ($11,008.38) has been paid from the Town treasury. As this represents a part of the expense of the schoolhouse construction it is not proper that the payment should be made from the current tax levy, but should be extended over a number of years.

The purpose of this article is to authorize the issuance of Town notes in payment of this claim. We recommend that the Town appropriate the sum of $11,008.38 for the purpose of refunding to the Town treasury the amount paid from the general fund in settlement of the I. W. Chick claim against the Town for land taken for school purposes, and that there be issued notes of the Town therefor to the amount of $11,000, the balance of $8.38 to be taken from the current tax levy.


ART. 2. There has been an unusually large expense in the Engineering Department, in connection with the plans for the widening of Humphrey street and the extension of Pine street through and under the B. & M. tracks to Essex avenue. The Board of Selectmen estimate that the sum of $1,000 more is required for the work of this Department for the current year. We recommend that this sum be appropriated for the Engineering Department, the same to be raised by the issuance of notes of the Town.


ART. 3. No money has been expended by the Town during the past two or three years for the purpose of cleaning out brooks. In some cases they have become clogged up and threaten to become a menace to health. We recommend that the Town appropriate the sum of $500 for the purpose of clean- ing the brooks, the work to be done by the Highway Depart- ment, under the supervision of the Board of Health, said sum to be raised by the issuance of notes of the Town.


ART. 4. We recommend that the Town authorize the exten- sion of water pipes in Crosman avenue and appropriate therefor the sum of $1,000 to be raised by bonds or notes of the Town, but that no work be done until there shall have been obtained a written guarantee of 6 per cent interest on the cost of construc- tion, until such time as the water rates shall equal such interest.


ART. 5. There is at present a small water pipe in use in a part of the section mentioned in this article. This pipe is inadequate for the service now demanded and is not large enough to provide sufficient water in case of fire. It is proposed to replace this with a larger pipe and at the same time extend the service a short distance to accommodate additional houses. We are informed that those interested have agreed to guarantee the Town the interest at the usual rate of 6 percent on the cost of this work.

We recommend that the Town authorize laying water pipes in the entrance driveway leading to Puritan road from Galloupe's Point and a common roadway around said point, according to Article 5, and appropriate the sum of $3,200 therefor, to be raised by bonds or notes of the Town, but that no work be done until there shall have been obtained a written guarantee of 6 per cent interest on the cost, until such time as the water rates from this section shall equal such interest.


ART. 6. The Water and Sewerage Board report unexpended balances from the appropriations for sewers in Melvin avenue and Redington street as follows :

The Board wishes to use this amount, together with $400, to make up the overdraft on the construction of sewers in Roy and Rockland streets. We recommend that the Town authorize the transfer of the unexpended balance of $10.73 from the appro- priations for the sewers in Melvin avenue and Redington street, together with $400 to be raised by the issuance of notes of the Town to defray the cost of the Roy and Rockland street sewers in excess of the amount heretofore appropriated therefor.


ART. 7. As is generally understood, it is impossible to esti- mate exactly the cost of construction in any particular piece of water or sewer work. Sometimes the work will cost more than the estimate and sometimes less. The Water and Sewerage Board report the following unexpended balances on water appro- priations :

This money has been borrowed on bonds of the Water Depart- ment, but according to the By-Laws must be turned over to the general funds of the Town at the end of the year. It would seem that if it is borrowed in this way by the Water Depart-

ment it should be expended for the Department rather than for general current expenses of the Town, and your Committee is in favor of using it for other work of the Water Department. We recommend that the Town authorize the transfer of the bal- ance mentioned ($1,412.32) and that the Water and Sewerage Board be empowered to expend this sum for other work of the Water Department that the Town may authorize, and that the sum of $148.64 be transferred to defray the cost of the water main in Bay View avenue.


ART. 8. This work will require but a short section of pipe and the Water and Sewerage Board estimate that it will cost $150 and state that the parties interested are willing to pay the usual interest of 6 per cent. We recommend the extension of the water main in Harrison avenue West, approximately 150 feet, and that the Town authorize the transfer of $150 from the unex- pended balance remaining from water appropriations ; provided, however, that no work shall be done until there shall have been obtained a written guarantee of 6 per cent on the cost, until such time as the water rates shall equal such interest.


ART. IO. The extension here proposed is but for a short section and is desired by the Water and Sewerage Board to con- nect the Walker road system with the water main in Paradise road. It will do away with a dead end in Walker road, and at the same time afford better protection in case of fire. In case of accident to the mains farther down, it would enable this section to be still supplied with water. We recommend that the Town vote to extend the water main in Walker road from Mountwood road to Paradise road and authorize therefor the transfer of $1,000 from the unexpended balances remaining from appropriations.


ART. 10. The question of sewage disposal for the easterly section of the Town has been agitated for a long time. With each recurring year the needs and demands for sewerage in this section are increasing, and some method must soon be devised to properly meet the situation. Considerable money has already been spent, engineers have been consulted and several plans have been brought forward, but so far no plan has been found that appears desirable to the Town as a whole.


When this work is undertaken it will involve the expenditure of a large sum of money, and it behooves the Town to look into the matter with the greatest care and thoroughness.

The Sewerage Committee appointed at the special meeting of June 6, 1913, to make a study of the subject, appears to have gone into the matter carefully, and they now propose to have the Town Engineer make a thorough survey of the eastern end of the Town, and when this shall have been done, to obtain the services of a recognized, competent, sanitary engineer to advise as to the best methods to be pursued. The Sewerage Committee should be able, with the appropriation asked for in this article, to present at the annual Town Meeting of 1914, a definite and feasible plan for the consideration of the Town. The proposed plan of the Sewerage Committee has the approval of your Com- mittee on Ways and Means, and we recommend that the Town appropriate the sum of $1,500 (to be raised by the issuance of notes of the Town) for the purpose of procuring plans of a sewerage system for the easterly section of the Town and for the enlargement of the present sewer station, said plans, with a report, to be submitted to the Town for action at the Annual Town Meeting of 1914.


We recommend that for the purposes set forth in the vote under articles 2, 3, 4, 5, 6 and 10, which relate to the appropri- ation of $1,000 for the Engineering Department, $500 for cleaning brooks, $1,000 for water pipes at Crosman avenue, $3, 200 for replacing water pipes at Galloupe's Point, $421.26 for completing sewers in Roy and Rockland streets, and $1,500 for procuring plans for a sewerage system, there be issued town bonds or notes for the sum of $7,600, and that the following be fixed as the particulars thereof :


There shall be eight bonds or notes, seven for the sum of $1,000 each, numbered one to seven, and one for the sum of $600, numbered eight. They shall be dated during the current year, and shall bear interest payable semi-annually at a rate not exceeding 42 per cent per annum. Bond or note numbered one shall mature one year from the date thereof, and one bond or note shall mature each succeeding year in its numerical order. Said bonds or notes shall bear the Town seal, shall be signed by the Town Treasurer and countersigned by the Selectmen, shall be authenticated by the Bureau of Statistics of the Common- wealth of Massachusetts, or by some bank or trust company ; shall be subject to registration at the holder's option on presen- tation to the Town Treasurer for appropriate endorsement. The principal and interest shall be payable at the office of the Town Treasurer or at such bank or trust company as the Town Treasurer and Selectmen shall designate. Said bonds or notes

shall bear on their face the words "Swampscott Miscellaneous Loan, 1913."


All other particulars as to form, issuance and sale of said bonds or notes shall be determined by the Town Treasurer and Selectmen, but said bonds or notes shall not be sold for less than par and interest.

In accordance with the foregoing Warrant the voters of the Town assembled at the Town Hall and were called to order at six o'clock A. M. Tuesday, November 4, 1913, by James F. Caton, Chairman of the Selectmen, presiding election officer.


The Warrant calling the meeting and the return thereon was read by the Town Clerk.


John A Cullen, (Dem.) William R. Patten (Rep.) and Harold C. Snow (Prog.) were qualified as Ballot Clerks, John A. Cullen to serve at the Ballot Box. The ballots were then delivered to the Clerks, they receipting therefor.


At 6.03 o'clock A. M. the polls were declared open, remain- ing open until 4.30 o'clock P. M., 1, 122 ballots being cast, both check lists agreeing. The ballot box register read 1, 121.
