In accordance with the provisions of Section 32 of Chapter 40, the by-law adopted by the Town of Swampscott under Article 67 was published in the Lynn Item and Telegram, June 13, 14 and 15, 1940. Attest:

To either of the Constables of the Town of Swampscott, Greeting:
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Primaries to meet in their respective pre- cincts in said Swampscott on Tuesday, the Seventeenth Day of September 1940, at 8 o'clock A.M., for the following purposes:
To bring in their votes to the Primary Officers for the Nomina- tion of Candidates of Political Parties for the following offices:
Governor; Lieutenant Governor; Secretary of the Common- wealth; Treasurer and Receiver-General; Auditor of the Common- wealth; Attorney General; Senator in Congress; for this Common- wealth.
Representative in Congress for 6th Congressional District. Councillor for 5th Councillor District.
Senator for 1st Essex Senatorial District.
Three Representatives in General Court for 13th Essex Repre- sentative District.
Clerk of Courts for Essex County.
Register of Deeds for Essex County, Southern District.
County Commissioners (2) for Essex County.
And for the Election of the following officers:
15 Delegates to the State Convention of the Republican Party.
4 Delegates to the State Convention of the Democratic Party. All the above candidates are to be voted for upon one ballot. The polls will be open from 8 A.M. to 8 P.M.
And you are directed to serve this warrant by posting an attested copy thereof at the Town Hall, the Post Office, and at least two public and conspicuous places in each precinct in the town, and at or in the immediate vicinity of each railroad station in the town not less than seven days before the day appointed for said meeting.
Hereof fail not, and make return of this Warrant, with your doings thereon at the time and place of said meeting.

Pursuant to the within Warrant to me directed, I have notified the legal voters of Swampscott, by posting attested copies of said warrant at the Town Hall, Post Offices, at least two public and con- spicuous places in each precinct in the Town, and at or in the imme- diate vicinity of each railroad station in Swampscott on Saturday, September 7, 1940, the posting of said notices being seven days before the time of said meeting.

Presidential Electors; Governor; Lieutenant Governor; Secre- tary; Treasurer; Auditor; Attorney General; Senator in Congress; Representative in Congress; Councillor; Senator; Representatives in General Court (3); Clerk of Courts; Register of Deeds; County Com- missioners (2).
To vote Yes or No on the following questions:
To obtain a full expression of opinion, voters should vote on all three of the following questions :-
(a) If a voter desires to permit the sale in this town of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions.
(b) If he desires to permit the sale herein of wines and malt beverages only to be drunk on and off the premises where sold, he will vote "No" on question one, "Yes" on question two and "No" on question three.
(c) If he desires to permit the sale herein of all alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on questions one and two and "Yes" on question three.
(d) If he desires to permit the sale herein of wines and malt beverages to be drunk on and off the premises where sold and in addition other alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on question one and "Yes" on questions two and three.

(e) If he desires to prohibit the sale herein of any and all alcoholic beverages whether to be drunk on or off the premises where sold, he will vote "No" on all three questions.
1. Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whisky, rum, gin, malt beverages, wines and all other alcoholic beverages) ?
2. Shall licenses be granted in this town for the sale therein of wines and malt beverages (wines and beer, ale and all other malt beverages) ?
3. Shall licenses be granted in this town for the sale therein of all alcoholic beverages in packages, so called, not to be drunk on the premises ?
Question of Public Policy-"Shall the Senator from this district be instructed to vote for legislation providing for ten-dollar weekly payments to each recipient of old age assistance ?"
Question of Public Policy-"Shall the Senator from this district be instructed to vote for the establishment of a lottery conducted by the Commonwealth which shall be known as the Old Age Assist- ance Sweepstakes and shall not be held oftener than once a month. The gross revenue from the same shall be divided as follows: 50% of the gross receipt shall be paid out as prizes. 25% of the gross receipt to be paid into the Old Age Assistance Fund, and not more than 25% for expenses and Administration. Any remainder to be paid into the general fund of the State."
The polls will be open from 6 A.M. to 8 P.M.
