To the Weymouth Water Board :-


GENTLEMEN,- I respectfully submit the following for the year ending December 31st, 1894.


Thirty-two new springs have been needed in the Deane pump and five in the Blake.


The blow-off pipe from boiler No. 2 has been renewed. Each boiler has needed one new flue.


I have let on the high service for fire purposes eighteen times and pumped five times, also pumped eight times for fires in the high service system on the following dates :


Jan. 1. Feb. 13, 14, 21, 24. March 2, 17. April 2, 3, 16, 20, 28. May 2, 7, 12. June 8. July 6, 21. Aug. 6, 22. Sept. 27, 28. Oct. 15, 18. Dec. 6, 20.


The following tables show the amount of water pumped, coal consumed etc.

NORFOLK, SS. To either of the Constables of the Town of Wey_ mouth in said County, GREETING ;


In the name of said Commonwealth, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections, to meet at the Town House in said Town, on Thursday, the twenty-fifth day of January, instant, at 2.30 o'clock in the afternoon, then and there, upon the petition of Benjamin S. Lovell, James Humphrey, Z. L. Bicknell, Charles W. Hastings, Edward B. Nevin, Elbridge Nash, Augustus J. Richards, Henry A. Richards, John B. Rhines, and John J. Loud, legal voters in said town, to act upon the first three articles hereinafter stated, namely :


ARTICLE 1. To choose a Moderator for said meeting. .


ART. 2. To see if the Town will authorize and instruct its treasurer to prepare and issue from time to time, as the proceeds may be needed, coupon bonds of the town to be denominated on their face "Weymouth Water Loan," payable in thirty years from the first day of May of the year in which they are respect- ively issued, with interest at the rate of four per centum, payable semi-annually, to an amount not exceeding fifty thousand dollars, for the purposes expressed, and in accordance with the authority granted to the town by chapter 222, of the Acts of the Legislature passed at its last session, entitled "An Act to authorize the Town of Weymouth to make an additional Water Loan," and will pre- scribe the manner and terms of such issue.


ART. 3. To see if the Town will adopt the report made at the last annual March meeting of the town by its committee, persons appointed at the annual March meeting held in the year 1892,

"'for the purpose of making an investigation of the system of management of the town officers in every department, and of the salaries paid town officers, and to report when, in their judgment and for the best interests of the town, any change may be made which will result in increased benefit to the town, and a reduction of the expenses." Also to see if the town will take any other action in regard to the subject of said report, or in regard to fix- ing the number of persons of which each of its boards of town officers shall respectively consist.


ART. 3. By request of the School Committee, "To see what sum of money the Town will appropriate for the purpose of put- ting a new heating apparatus into the Hunt school building and to see if the town will instruct the treasurer to borrow said sum." And also to act on the following articles :


ART. 5. To see if the Town will instruct its board of Select- men to present in its name and behalf a petition to the Massachu- setts Highway Commission, representing that, in the opinion of said town, the common convenience and necessity require that the Commonwealth acquire as a State highway the road across the southwesterly portion of said Weymouth, and extending from the southerly line of Abington to the easterly line of Holbrook, and known as Ann street, and also to procure suitable plans and pro- files of said road.


ART. 6. To see if the Town will vote to name the street run- ning from Pleasant street to Torrey street-which was accepted by the Town at the last annual March meeting-Tower avenue.


And you are directed to serve this Warrant by posting attested copies thereof, in three public places in each ward in said town, seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this Warrant, with your doings thereon, to the Town Clerk, at or before the time of said meeting.

SPECIAL TOWN MEETING, JAN. 25, 1894.


Pursuant to the foregoing Warrant, a legal meeting of the in- habitants of the town of Weymouth was held at the Town Hall, in said town on Thursday, Jan. 25, 1894, at half past two o'clock, P. M., the meeting being called to order and the warrant read by the Town Clerk.


ARTICLE 1. Louis A. Cook was elected Moderator by ballot, the check list being used in said election.


Voted, That the town hereby authorizes an increase of its water loan debt for the purposes stated in section four, of Chapter One Hundred and Seventy-four, of the Acts of the Legislature, passed in the year of our Lord, One Thousand Eight Hundred and Eighty-One, to an amount not exceeding fifty thousand dol- lars, by virtue of and in accordance with the provisions of

Chapter Two Hundred and Twenty-Two, of the Acts of the Legislature, passed in the year One Thousand Eight Hundred and Ninety-Three, entitled "An Act to authorize the town of Weymouth to make an additional water loan," and that its treasurer is hereby instructed to cause to be made fifty coupon bonds of this town,-each for the sum of one thousand dollars as principal, payable in thirty years from the first day of May in the year in which, respectively, they shall be issued, and bearing that date, with interest payable semi-annually at the rate of four per centum, per annum, to be denominated on its face, "Wey- mouth Water Loan," and each bond to be sealed with its corpor- ate seal, and to be signed in its behalf, by its treasurer and countersigned by the chairman of its board of selectmen; and that said treasurer is hereby instructed to issue said bonds in such amounts as the board of Water Commissioners for this town shall by vote, from time to time request; and that all of these bonds before issue shall be approved by said board of Water Commissioners, and signed by the clerk of said Com- missioners in attestation of such approval. Also that such bonds may be sold, or any portion of them, by the treasurer of the town, with the approval of its board of Water Commissioners, either at public or private sale, or pledged by him with like approval, as collateral for money borrowed for the purposes authorized by said Chapter 222 of the Acts of the Legislature passed in the year 1893; and that said treasurer shall hold the moneys received from the sale, or pledge, of said bonds subject to the appropriation thereof already made, or which may be made, by vote of the town, for the purposes herein above named.


The result of the above vote being, YEA 103; No, 2.


Previous to the taking of the above vote, the Moderator ap- pointed Z. L. Bicknell and Francis A. Bicknell as tellers, and they were sworn by the Town Clerk.


ART. 3. An examination of the town records showing that the report mentioned in this article having already been adopted at the annual March meeting last past, a motion was made to reconsider the vote whereby the town voted to adopt said report, but [it was not carried, one hundred voters not voting in the

affirmative, as required by the By-Laws of the town; the result of the vote being, Yes, 87; No, 12.


Voted. That the Board of Selectmen be instructed to call a special town meeting for the purpose of reconsidering or rescind- ing the vote of the town passed at its last annual March meeting, by which it adopted the report of a committee of fifteen persons, relating to the number of persons of which the Boards of Select- men, of Assessors, of Overseers of the Poor, and of the School Committee shall consist, and to the salaries to be paid to those boards, and also to other matters.


ART. 4. Voted : That the article in relation to a new heating apparatus for the Hunt School be laid on the table until the next annual March meeting.


ART. 5. Voted : That the Board of Selectmen be instructed to present, in the name and behalf of the town, a petition to the Massachusetts Highway Commission, representing that, in the opinion of said town, the common convenience and necessity require that the commonwealth acquire as a State highway the road across the southwesterly portion of Weymouth, and extend- ing from the southerly line of Abington to the easterly line of Holbrook, and known as Ann Street, and being that part of the road which runs from "Harwood's Corner" in Abington to Franklin Street in Holbrook, which lies in Weymouth, and to join with the towns of Abington and Holbrook in asking said Com- mission to make said road a State highway; and also that they procure and present with such petition suitable plans and profiles of the portion of said road lying in this town. Provided, that it shall involve no expenditure of money by the town.


(The result of this vote was : Yes, 45; No, 0,)


ART. 6. Voted, That the name of the street running from Pleasant Street to Torrey Street, accepted by the town at the last annual March meeting, be called Tower Avenue.

NORFOLK, SS. To either of the Constables of the Town of Wey- mouth in said County, GREETING :


In the name of said Commonwealth, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections, to meet at the Hall of the Engine House, in Precinct Two, in said Weymouth, on Friday, the second day of February next, at 7.45 P. M., then and there, to act on the fol- lowing articles, namely :


ARTICLE 1. To choose a Moderator for said meeting.


ART. 2. In accordance with a vote of the Town at a Special Town Meeting held on the twenty-fifth day of Jan., instant, in- structing the board of Selectmen to call a meeting for that pur- pose, to see if the Town will reconsider or rescind the vote of the Town passed at its last annual March meeting, by which it adopted the report of a committee of fifteen persons relating to the number of persons of which the boards of Selectmen, of As- sessors, of Overseers of the Poor and of School Committee shall consist, and to the salaries to be paid to these boards, and also to other matters. Also, to see if the Town will take any action in respect to fixing the number of persons who shall constitute the several boards of town officers who are elected by ballot under the Australian system of voting, as established in this town.


And you are directed to serve this Warrant by posting attested copies thereof, in three public places in each ward in said town, seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this Warrant, with your doings thereon, to the Town Clerk, at or before the time of said meeting.

Pursuant to the foregoing warrant a legal meeting of the inhab- itants of the town of Weymouth, was held at the hall of the en- gine house in Precinct Two, in said town, on Friday, Feb. 2, 1894, at 7.45 p. m., the meeting being called to order and the warrant read by the town clerk.


ARTICLE 1. Louis A. Cook was elected Moderator by ballot, the check list being used in said election.


The Moderator appointed Nathan D. Canterbury and Francis A. Bicknell as tellers, and they were sworn by the town clerk.


Voted, That owing to the limited capacity of this hall, to ad- journ to the Opera House, East Weymouth, until five minutes past eight o'clock this evening.


At 8.05 o'clock, p. m., the meeting was again called to order at the Opera House, East Weymouth, by the Moderator.
