WARRANT FOR A SPECIAL TOWN MEETING.


COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, SS. To the Constables of the Town of Weymouth, in said County. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections therein, to meet at the Odd Fellows Opera House in East Weymouth on Wednesday, the 14th day of January instant, at seven o'clock and forty-five min- utes in the evening, then and there to act on the following arti- cles, namely :


ARTICLE 1. To choose a Moderator.


ARTICLE 2. To see if the town will instruct its Board of Water Commissioners, in its name and behalf to petition the Legislature of this Commonwealth, to authorize the town to issue notes, bonds, or scrip, for the purposes mentioned in Section 4, Chapter 174, of the Acts of the year 1881, to an amount not exceeding fifty thousand ($50,000) dollars, in addition to the amounts here- tofore authorized for water loans.


ARTICLE 3. To see if the town will authorize the Trustees of Tufts Library, in its name and behalf, to execute and deliver a lease or leases of the stores in the Library Building for such rent and upon such conditions as said Trustees may deem expe- dient ; except that the term for which any lease is given shall not extend beyond January 1, 1908.


And you are directed to serve this warrant by posting copies thereof, attested by you in writing, in two public places in each voting precinct in said town seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk of said town, at or before the time of holding said meeting.

SPECIAL TOWN MEETING.


Pursuant to the foregoing warrant, a legal meeting of the in- habitants of the Town of Weymouth qualified to vote in elections was held in Odd Fellows Opera House, East Weymouth, on Wednesday, January 14, 1903, at 7.45 o'clock, P. M., the meet- ing being called to order and the warrant read by the Town Clerk.


ARTICLE 1. Hon. Louis A. Cook was elected Moderator by ballot, the check-list being used in the election.


Voted, To lay Article 2 on the table.


ARTICLE 3. Voted, That the Town authorizes the Trustees of Tufts Library, in its name and behalf, to execute and deliver a lease or leases of the stores in the library building for such rent and upon such conditions as said trustees may deem expedient, except that the term for which any lease is given shall not extend beyond January 1, 1908.


Voted, To take Article 2 from the table.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections therein, to meet at the polling places in their respective voting precincts, to wit : In pre- cincts numbered One, Three, Five, and Six, in the halls of the Fire Engine Houses located in those precincts respectively ; in pre- cinct numbered Two, at Odd Fellows Opera House, and in precinct numbered Four, at the Hose House at Nash's Corner, on Monday, the second day of March next, at six o'clock in the forenoon, then and there to bring in to the Wardens of their several precincts, their votes on one ballot for the following named town officers, to wit :


Town Clerk, Town Treasurer, five Selectmen, five Overseers of the Poor, five Assessors, Collector of Taxes, three Auditors, two School Committee for three years, one Park Commissioner for three years, three Trustees of Tufts Library for three years, one Water Commissioner for three years, one Commissioner for the Sinking Fund of the High School Loan Bonds for three years, one Tree Warden for one year, and ten Constables, and also to vote on the same ballot, "Yes" or "No" upon the question "Shall licenses be granted for the sale of intoxicating liquors in this town"?


The polls will be opened at six o'clock in the forenoon, and may be closed at one o'clock in the afternoon.

You are further required to notify and warn said inhabitants, qualified to vote as aforesaid, to meet at Odd Fellows Opera House, East Weymouth, on Monday the ninth day of March next, at 7 o'clock in the evening, then and there to act on the following articles, namely :


ARTICLE 1. To choose a Moderator for said meeting.


ART. 2. To choose all necessary town officers other than those elected by ballot, viz. : Public Weighers, Surveyors of Wood, Lumber and Bark, two or more Fence Viewers, two or more Field Drivers and one Pound Keeper.


ART. 3. To hear and act upon the report of the several boards of town officers, and of any committees appointed at any former meeting, and to choose any committees the town may think proper.


ART. 4. To see what sum of money the town will vote to raise and appropriate for the support of public schools.


ART. 5. To see what sum of money the town will vote to raise and appropriate for the transportation of pupils to and from school.


ART. 6. At the request of the School Committee, to see if the town will vote to raise and appropriate $1,000 for the establish- ment of an evening school for the town, in Ward 2, as required under Sec. 11, Chap. 42, of the Revised Laws.


ART. 7. To see what sum of money the town will vote to raise and appropriate for the repair of highways, townways and bridges, and for the removal of snow.


ART. 8. To see what sum of money the town will vote to raise and appropriate for the support of the poor.


ART. 9. To see what sum of money the town will vote to raise and appropriate for the relief of disabled soldiers and sea- men, and the families of disabled soldiers and seanen, under Chap. 79 of the Revised Laws, Sections 18, 19.


ART. 10. To see what sum of money the town will vote to appropriate for the payment of State and Military Aid under the provisions of Chap. 79 of the Revised Laws, Sections 3-11, and for burials, as provided in Sections 20, 21, and to determine how much of the same shall be raised by taxation.


ART. 11. To see what sum of money the town will vote to raise and appropriate for the support of the fire department.

ART. 27. To see if the inhabitants will authorize the Town Treasurer to borrow such sums of money in anticipation of taxes as will be found necessary to meet the current expenses of the year.


ART. 28. To see if the town will authorize and direct the Selectmen to have all buildings within the Postal Carrier Delivery District plotted and numbered, and raise and appropriate a suffi- cient sum of money therefor; or act in any manner in relation to the same.


ART. 29. To see what sum of money the town will vote to raise and appropriate toward the Sinking Fund for the payment at maturity of the High School bonds.


ART. 30. On petition of M. A. Carter and eleven others, to see if the town will take such action that, in case of setting any new poles or resetting old ones previously located, the company doing the same shall not be required to use hard pine poles, as their life is short and it is difficult to determine as to their safe condition.


ART. 31. To see if the town will vote to appropriate from the revenue of the Water Works for the current year the sum of $26,720, to be expended for the following purposes, viz. : $18,520 for interest on the Weymouth Water Loan Bonds becoming due the ensuing year, $6,500 for Superintendent's salary, maintenance of Works and Pumping Station, and $1,700 for current expenses, Commissioners' and office expenses.


ART. 32. To see if the town will vote to appropriate, and direct to be paid to the Trustees of the Sinking Fund, out of the income of the water rents for the current year, the sum of $9,260, to be set apart and invested as a Sinking Fund for the payment at maturity of the principle of the Weymouth Water Loan Bonds.


ART. 33. To see if the town will vote to appropriate the sum of $3,000, if available, for the purpose of extending the main water pipe line.


ART. 34. To see what sum of money the town will vote to raise and appropriate for hydrants, and for the water rent and care of drinking fountains.


ART. 35. To see what action the town will take in regard to

accounts on the Water Works' books to the amount of $720.92, which parties claim are paid for which they have no receipts.


ART. 36. To see what disposition the town will make of the Deficiency Account of the Water Works.


ART. 37. By request of the Park Commissioners, to see if the town will vote to raise and appropriate the sum of $50 for the care and maintenance of town parks for the ensuing year.


ART. 38. By request of J. C. Howe, to see if the town will vote to provide a suitable place to hold town meetings in the future by removing the Town House to some suitable place, and raise and appropriate a sufficient amount of money, for that purpose, or act in any manner in relation to the same.


ART. 39. On petition of Wilmot Cleverly and others, to see if the town will vote that an electric light be placed on Green street, opposite Shaw street.


ART. 40. To see if the town will authorize the Selectmen to commence suit for the recovery of any money due the town.


ART. 41. To see if the town will authorize its Selectmen to sell any buildings, with or without the land upon which the same may be located, or any vacant lots of land which it now owns.


ART. 42. To see what sums of money the town will vote to raise and appropriate, or will appropriate, to provide for any deficiencies in the appropriations of the current financial year, or for any overdrafts already made.


ART. 43. To determine in what manner taxes shall be collected the ensuing year, and to fix the rate of interest upon all taxes remaining unpaid after the time fixed for payment.


ART. 44. To see what sum of money the town will vote to raise and appropriate for the preservation of shade trees.


ART. 45. To see if the town will vote to raise and appropriate $5,500 for the payment of a note of that amount becoming due May 1, 1903.


ART. 46. To see if the town will accept the list of jurors as submitted by-the Selectmen.


ART. 47. On petition of Louis A. Cook and others, to see if the town will raise and appropriate $300 for the purpose of work- ing Holbrook road, or act in any way in relation to the same.
