ANNUAL TOWN MEETING.


Pursuant to the foregoing warrent, the annual meeting of the inhabitants of the Town of Weymouth was held at the Town Hall in said town on Monday, March 8, 1909, at 9.15 o'clock in the forenoon, the meeting being called to order, and the warrant read (except the several articles) by the Town Clerk.


Voted, On motion of Hon. Louis A. Cook, that the reading of the several articles of the warrant be omitted.


Article 1. Hon. Louis A. Cook was elected by ballot as Moderator and the oath was administered to him by the Town Clerk.


A motion was made that the meeting be adjourned until the evening, but was not carried, the result of the vote being Yes, 83, No, 135.


A motion was made to reconsider the above vote, but that was not carried.


Previous to taking the above votes, the Moderator appointed Rev. Harry Kimball and Nelson W. Gardner, as tellers and administered the oath to them.


Art. 2. Voted that the Moderator appoint as a committee of five, one from each Ward to nominate all offcers not required to be elected by ballot .. The following were appointed :

Voted, That the committee on Flag Staff for the Pratt School have further time.


Art. 4. It was voted by a majority of the legal voters present and voting, that the Town Treasurer be and is hereby authorized and directed, with the approval of a majority of the Board of Selectmen, to borrow during the municipal year beginning January 1, 1909, in anticipation of the collection of taxes, the sum of one hundred and sixty thousand dollars (such sum of money as may be necessary for the current expenses of the town, but not exceeding the total tax levy for said year), giving the notes of the town therefor, payable within one year from the time the loan is made. All debts incurred under the authority of this vote shall be paid from the taxes of the present municipal year.

Art. 5. Voted, To designate the First National Bank of South Weymouth, the First National Bank of Boston, and the National Shawmut Bank of Boston, Mass., as legal depositories for the funds of fhe town, and the First National Safe Deposit Company of Boston, Mass., as a legal depository for the securities of the town.


Art. 6 and 7. Voted, To raise and appropriate the sum of $60,500, and further appropriate one-half the dog tax and all receipts from non-resident pupils for the support of public schools and for the transportation of pupils.


Voted, To take up Article 3.


Voted, To accept the report of the School Committee.


Art. 8. Voted, To raise and appropriate the sum of $12,000. And to further appropriate the Street Railway and Excise Taxes for the repair of highways, townways and bridges, and for the removal of snow. And of this amount $2,000 be for the removal of snow, $500 for the care and maintenance of bridges, and the subject matter of Articles 56 and 57, 70 and 71, 75 and 83, be referred to the Superintendent of Streets.


Voted, To adjourn until 12.30 o'clock.


At 12.30 o'clock the meeting was again called to order.


Voted, That during the remainder of the meeting, no person speak more than once on the same subject, and then not for more than five minutes. (Yes 94, No 26).


Art. 9. Voted, To raise and appropriate the sum of $10,000 and appropriate the sum of $2,000 for the support of the poor.


Art. 10. Voted, To raise and appropriate the sum of $4,000 for the relief of disabled soldiers and seamen and the families of disabled soldiers and seamen under the Chap. 79 of the Revised Laws.


Art. 11. Voted, To raise and appropriate the sum of $600 and to appropriate the sum of $11,400 for the payment of State and Military aid, under the provisions of Chapter 79 of the Revised Laws.


Art. 12. Voted, To raise and appropriate the sum of $6,700 for the support of the Fire Department.


Voted, To reconsider the vote whereby it was voted that no person speak but once on any subject, and not for more than five minutes.

Art. 14. Voted, To raise and appropriate the sum of $2,300, and further appropriate one-half the Dog Tax, the income from the Susan Hunt Stetson and Augustus J. Richards funds, and the rentals of the Library building for the Tufts Library.


Art. 15. Voted, To raise and appropriate the sum of $500 for the maintenance of a reading room at the Fogg Library.


Art. 16. Voted, To raise and appropriate the sum of $1000 for the abatement and remittance of taxes.

Selectmen, Overseers of the Poor and Board of Health, $2,400; Assessors, $1,500; Clerk hire, $200; Town Clerk, $125; Town Treasurer, $450; Audi- tors, $150 ; Sealer of Weights and Measures, $200 ; Tree Warden, $100; Town Accountant, $800.


Art. 22. Voted, To raise and appropriate the sum of $700 for election expenses.


Art. 23. Voted, To raise and approprite the sum of $400 for Memorial Day.


Art. 24. Voted, To raise and appropriate the sum of $800 for the rent and care of town offices.


Art. 25. Voted, To appropriate the unexpended balance of last year for the care of the Town House, and the Selectmen be instructed to cause the steam in the pipe to be returned to the boiler, and to make such other repairs as may be necessary, pro- vided it does not exceed the appropriation and rentals for hall.

Art. 26. Voted, To appropriate from the revenue of the water works for the current year the sum of $28,540, to be expended for the following purposes, viz. : $19,340 for interest on the Weymouth Water loan bonds becoming due the ensuing year ; $7,500 for Superintendent's salary, maintenance of works, and pumping station ; $1,700 for current expenses, Commissioner's and office expenses.


Art. 27. Voted, To appropriate and direct to be paid to the Trustees of the Sinking Fund out of the income of the water rents for the current year the sum of $9,000, to be set apart and in- vested as a sinking fund for the payment at maturity of the Wey- mouth water loan bonds.


Art. 28. Voted, To appropriate the sum of $5,000 for the purpose of making further construction of the Water Works.


Art. 29. Voted, That the article in relation to water meters be indefinitely postponed.


Art. 30. Voted, To raise and appropriate the sum of $5,000 for hydrants and the water rents and care of drinking fountains.


Art. 31. Voted, To appropriate the sum of $6,500 for the purpose of extending the water main on Columbian and Forest Streets.


Art. 32. Voted, That the article in relation to selling the Bicknell School House and Lot be indefinitely posponed.


Art. 33. Voted, That the new school building on Lake street be called the James Humphrey School.


Art. 34. Voted, The article in relation to the claim of Thomas F. Brady, a motion was made, but passed in the negative.


Art. 35. Voted, To turn into the treasury the unexpended balance on Commercial Square drain appropriation, 91 cents, and that for remodelling the ward 4 hose house, 16 cents.


Art. 36. Voted, That the article in relation to accepting Sec. 37, Chapter 199, Revised Laws, be indefinitely postponed.


Art. 37. Moved, To raise and appropriate the sum of $1200 for the purpose of building a lock-up in ward 1, according to a plan presented with this motion to be expended under the direc- tion of the following committee :

Art. 54. Voted, To accept the provisions of Sec. 22, Chapter 25, Revised Laws in relation to watering public streets as amended by Chapter 452 of the acts of 1908.


Art. 38. Voted, To raise and appropriate the sum of $1,000 for street watering to be expended under the direction of the Selectmen.


Art. 39. Voted, To raise and appropriate the snm of $50.00 for the care and maintenance of Town parks.


A motion was made that the Selectmen be requested to call the next annual and all special town meetings in the evening, but it was passed in the negative. (Yes 75, No 115).


A motion was then made to reconsider the above vote, and that was also passed in the negative.


Art. 40. Voted, That the subject matter of this article be referred to the Trustees of Tufts Library to be carried out by them, from money already appropriated if advisable.


Art. 41. Voted, That the articles in relation to leasing the Franklin School Building be indefinitely postponed.


Art. 42. Voted, To raise and appropriate the sum of $3,000 for the suppression of the Gipsy and brown tail moths.


Art. 43. Voted, To raise and appropriate the sum of $300 to be expended in the interest of public health.


Art. 44. Voted, To raise and appropriate the sum sf $8,000 for electric lighting, and that out of this appropriation and such accumulation of rebates as may be had the Electric Light Com- mittee may, if necessary, provide and install lights to meet the requirements of articles 62-3-4-5-6-7-8-9, 72-3-4-8-9, 80-1-2.


Voted, That the following persons serve on the above com- mittee :

Art. 45. Voted, To raise and appropriate the sum of $2,000 toward the Sinking Fund, for the payment at maturity of the Ward Two School House bonds.

Voted, That all taxes shall become due and payable on or before the 10th day of October next, and that the Collector. be instructed to collect forthwith, according to law, all taxes re- maining unpaid after that date, with interest at the rate of six per cent per annum, and the salary of the Collector be six mills on the dollar.


Art. 47. Voted, To lay on the table the subject matter of this article, in relation to acceptance of the Acts in relation to Forest fires.


Art. 48. Voted, To raise and appropriate the sum of $800 for the care and preservation of shade trees, to be expended under the direction of the Tree Warden.

Art. 77. Voted, To assume the payment of judgment of the court against the petitioner in the case of S. J. Cass, Marjie J. Mace and C. H. Mace on a writ of replevin against the said Charles H. Lovell when serving as field driver in the year 1902, for restraining the horses of said plaintiffs upon defendant's premises.


Art. 84. Voted, To raise and appropriate the sum of $50.00 to be expended in the working of Loud Avenue.


Art. 85. Voted, That the matter of graveling Laurel Street be referred to the Superintendent of Streets.


Voted, That the thanks of the Town be extended to the Hon. Louis A. Cook, the Moderator of this our annual town meeting, for the very able manner in which he has served the town this day.
