In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in primaries, to meet at the polling places in their respective precincts, to wit :- In Precincts One, Three, Five and Six in the fire engine houses, located in those precincts respectively ; in Precinct Two, at the Odd Fellows Opera House, and in Precinct Four at the Hose House at Nash's Corner, on Tuesday, the 25th day of September, 1917, at four o'clock P. M., for the follow- ing purposes :


To bring in their votes to the Primary Officers for the Nomination of Candidates of Political Parties for the fol- lowing offices :


Governor for this Commonwealth.


Lieutenant-Governor for this Commonwealth.


Secretary of the Commonwealth for this Commonwealth. Treasurer and Receiver General for this Commonwealth. Auditor of the Commonwealth for this Commonwealth. Attorney-General for this Commonwealth.


Councillor for the Second Councillor District ..


Senator for Norfolk-Plymouth Senatorial District.


One Representative in General Court for Fifth Norfolk Representative District.


County Commissioner for Norfolk County.


Register of Deeds (to fill vacancy) for Norfolk County.


And for the election of the following officers :

All the above candidates and officers are to be voted for upon one ballot.


The polls will be open from four to nine o'clock P. M.


And you are directed to serve this warrant by posting at- tested copies thereof seven days at least before the time of said meeting as directed by the vote of the town.


Hereof fail not and make return of this warrant with your doings thereon to the Town Clerk on or before September twentieth, 1917.

COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, SS. To the Constables of the Town of Weymouth, in said County. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in town affairs, to meet in the Odd Fellows Opera House in East Weymouth, on Friday, the twenty-eighth day of September, nineteen hun- dred and seventeen, at seven o'clock and forty-five minutes in the evening, then and there to act upon the following ar- ticles, namely :


ARTICLE 1. To choose a Moderator.


Art. 2. To see if the town will accept the report of the Selectmen upon the laying out of a town way over the private way known as Madison Avenue, from Broad Street to Madi- son Street.


Art. 3. On petition : To see if the town will authorize its Treasurer to make a confirmatory deed to Charles B. Cushing and others, Trustees of the M. C. Dizer Estate, confirming the transfer of the land formerly occupied by the Ward 2 Engine House, at the junction of Broad Street and the priv- ate way known as Madison Avenue.


Art. 4. To see if the town will vote to build a new Alms- house.


Art. 5. To see if the town will vote to raise by loan and appropriate a sufficient sum of money for the building and equipment of a new Almshouse, the same to be located on the land owned by the town of Weymouth on Essex Street, and

take all necessary action in regard to building and equip- ping such Almshouse.


Art. 6. To see if the town will authorize the trustees of the Tufts Library to execute and deliver a lease of the room or rooms now occupied by the Weymouth Post Office for a term not exceeding five years, to such parties and for such rental as the trustees may deem expedient.


And you are directed to serve this warrant by posting a copy thereof, attested by you in writing, in each of two pub- lic places in each voting precinct in said town seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk of said town at or before the time of said meeting.

SPECIAL TOWN MEETING.


Pursuant to the foregoing Warrant, a meeting of the in- habitants of the Town of Weymouth was held at the Odd Fel- lows Opera House on Friday, September 28th, 1917, at 7.45 o'clock in the evening, the meeting was called to order and the warrant was read by the Town Clerk.


ARTICLE 1. Hon. George L. Barnes was elected as Modera- tor, and the oath was administered to him by the Town Clerk.


Art. 2. Voted, To accept the report of the Selectmen up- on the laying out of a town way over the private way known as Madison Avenue, from Broad Street to Madison Street.


Art. 3. Voted, To authorize the Treasurer to make a con- firmatory deed to Charles B. Cushing and others, Trustees of the M. C. Art. 5. Voted, That the Board of Overseers of the Poor be and hereby are authorized to cause the removal of the ruins of the old Almshouse by contract or otherwise, the cost if any to be paid from the insurance.


Voted, That the town erect a new Almshouse to be located upon the land belonging to the town, known as the "Town Farm" and for this purpose and to equip and furnish the same to appropriate the sum of Forty thousand ($40,000.00) dollars and the Town Treasurer is hereby authorized to bor-

row said sum and, with the approval of the Selectmen, to is- sue serial bonds of the town therefor, of the denomination of One thousand (1,000.00) dollars each, payable two in each succeeding year from the date of issue, to bear interest at the rate not exceeding 5 per cent per annum and that the Board of Overseers of the Poor be constituted a committee to build and equip the same. All other particulars as to form, issu- ance, and sale of said bonds may be determined by the Town Treasurer.


Voted, That the money received as insurance on the old Almshouse recently burned be appropriated in addition to the money to be raised by loans for the building, equipment and furnishing the new Almshouse.


Previous to taking the vote, in which the town voted to raise by a loan the sum of $40,000.00 for the building and equipping the new Almshouse, the Moderator appointed J. Leonard Bicknell and L. Winthrop Bates as tellers to count the votes under that motion, and administered the oath to them. They reported that 127 had voted in favor of the motion and 1 against, and the Moderator declared that the motion was carried.


It having been called to the attention of the voters, that the Town was about to lose one of its most valuable citizens, Mr. Frederick C. Rivinius, who is to take up his residence in another State, and who has served the town so faithfully for a number of years as a member of the Appropriation Commit- tee, it was


Voted, That the thanks of the town be extended to him, and that the Town Clerk convey to him the action of the Town.

ing proposed amendments to the Constitution of the State.


ARTICLE OF AMENDMENT No. 1.


The General Court shall have power to provide by law for voting by qualified voters of the Commonwealth who, at the time of an election, are absent from the city or town of which they are inhabitants in the choice of any officer to be elected or upon any question submitted at such election.


ARTICLE OF AMENDMENT NO. 2.


Article XVIII. Section 1. No law shall be passed prohib- iting the free exercise of religion.


Section 2. All moneys raised by taxation in the towns and cities for the support of public schools and all moneys which may be appropriated by the commonwealth for the support of common schools shall be applied to, and expended in, no other schools than those which are conducted according to law, un- der the order and superintendence of the authorities of the town or city in which the money is expended; and no grant, appropriation or use of public money or property or loan of public credit shall be made or authorized by the common- wealth or any political division thereof for the purpose of founding, maintaining or aiding any school or institution of learning, whether under public control or otherwise, wherein any denominational doctrine is inculcated, or any other school, or any college, infirmary, hospital, institution, or edu- cational, charitable or religious undertaking which is not pub- licly owned and under the exclusive control, order and super- intendence of public officers or public agents authorized by the commonwealth or federal authority or both, except that appropriations may be made for the maintenance and support of the Soldiers' Home in Massachusetts and for free public libraries in any city or town, and to carry out legal obliga- tions, if any, already entered into; and no such grant, appro- priation or use of public money or property or loan of pub- lic credit shall be made or authorized for the purpose of founding, maintaining or aiding any church, religious denomi- nation or society.


Section 3. Nothing herein contained shall be construed to

prevent the commonwealth, or any political division thereof, from paying to, privately controlled hospitals, infirmaries, or institutions for the deaf, dumb or blind, not more than the ordinary and reasonable compensation for care or support actually rendered or furnished by such hospitals, infirmaries or institutions to such persons as may be in whole or in part unable to support or care for themselves.


Section 4. Nothing herein contained shall be construed to deprive any inmate of a publicly controlled reformatory, pen- al or charitable institution of the opportunity of religious ex- ercises therein of his own faith; but no inmate of such insti- tution shall be compelled to attend religious services or re- ceive religious instruction against his will, or, if a minor, without the consent of his parent or guardian.


Section 5. This amendment shall not take effect until the October first next succeeding its ratification and adoption by the people.


ARTICLE OF AMENDMENT No. 3.


The maintenance and distribution at reasonable rates, dur- ing time of war, public exigency, emergency or distress, of a sufficient supply of food and other common necessaries of life and the providing of shelter, are public functions, and the commonwealth and the cities and towns therein may take and may provide the same for their inhabitants in such man- ner as the general court shall determine.


The polls will be opened at fifteen minutes before six o'clock in the forenoon and closed at one o'clock in the after- noon. And you are directed to serve this warrant by posting a copy thereof attested by you in writing in each of two pub- lic places in each voting precinct in said town seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk of said town three days at least before the time of said meeting.
