REPORT OF THE SCHOOL COMMITTEE.
To the Citizens of Weymouth :
The past year has been one of rising costs in nearly every particular. In some respects this has been met by extreme economy in the use of supplies and in the care not to buy much in advance, using up old stock. The salary budget ever increases, and must be expected to expand along with the growth in registration.
At no time has it been possible to obtain more than a par- tial supply of coal, and this at greatly increased prices over last year. In only one instance has coal been available at less than the current retail rates. That the school appropria- tion has not been completely exhausted is due to the fact that little coal could be purchased for future stock.
Much has been done in the way of painting and repairs, so that the opening of school in September found all the build- ings except those in Wards 4 and 5 in excellent condition. The recent severe weather, which is unprecedented, was passed through with much less damage than might be expected.
During the coming year necessary painting should be done at the High and Shaw schools, and sanitary conditions im- proved at the Franklin, Pond and Hollis schools in some man- ner that will be permanently satisfactory.
The Athens school has again become excessively crowded, and the fall opening will find half time in one or more grades the only recourse. Under present conditions fire escapes should be placed on this building which will afford complete and separate means of egress to the children on the upper floor. More school room is needed today in North Weymouth, but it is felt that present-day conditions forbid the request that such work be provided for by immediate new construc- tion.

Before this report is in print the new Edward B. Nevin School will be occupied, an event long anticipated by parents and scholars in South Weymouth.
The following tables show the summary of expenses during the past year, and an estimate for the coming year. The item of principal increase over last year's estimate is coal, on which past experience is of little help. The salary estimate is based upon present rates plus the automatic increases to be expected, but does not include a general raise in the sal- aries of all teachers.

REPORT OF THE SUPERINTENDENT OF SCHOOLS.
Members of the School Committee:
I herewith submit my ninth annual report, the same being the thirty-second in the series of annual reports of the super- intendents of this town.
In making a report of this description it is customary after the initial bow to indulge in certain platitudes concerning the excellent character of the work performed during the year, such a procedure being considered necessary by many to give an optimistic tone to the introduction and to place the re- cipient in the proper frame of mind to accept with composure facts and suggestions which may later be presented. De- parting from this time honored custom frankness compels me to admit that for a period of over a year we have been sub- jected to conditions which have seriously affected the general work of the schools. These conditions have not been local or peculiar to this town, but have been experienced by nearly all the towns and communities of the State.
War times and war conditions have modified the regular work of the schools in many ways. The nervous tension, the thrilling headlines of the papers, the constantly changing pan- orama of world events render commonplace the ordinary routine duties of the school-room for those children who are old enough to understand the conditions under which we live. They are filled to satiety with excitement, and just as a thrilling picture-show seen by a child in the evening will dis- turb his nervous equilibrium and destroy his powers of con- centration for the next day so the constant excitement of present conditions is bound to react on his powers of appli- cation.
