Report of an Audit of THE ACCOUNTS OF THE TOWN OF WEYMOUTH For the Period from April 5, 1933, to June 23, 1936 Made in Accordance with the Provisions of Chapter 44, General Laws September 10, 1936.
To the Board of Selectmen, Mr. Marshall F. Spear, Chairman Weymouth, Massachusetts
Gentlemen:
I submit herewith my report of an audit of the books and accounts of the town of Weymouth for the period from April 5, 1933, to June 23, 1936, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir:
In accordance with your instruction, I have made an audit of the books and accounts of the town of Weymouth for the period from April 5, 1933, the date of the previous audit, to June 23, 1936, and submit the following re- port thereon:
The financial transactions of the town, as recorded on the books and records of the several departments receiving or disbursing town funds or committing bills for collection, were examined and checked for the period of the audit.
The books and accounts in the town accountant's office were examined and checked. The recorded receipts were compared with the records of the several departments collecting money for the town and with the treasurer's books, while the payments as recorded were checked with the treasury war. rants and with the Treasurer's cash books.
The appropriations, transfers, and loans authorized, as entered in the town accountant's books, were checked to the town clerks records of town meeting votes and with the transfers from the reserve fund authorized by the Appropriation committee.
An analysis of the accountant's general and supplemental ledgers was made, a trial balance was taken off, proving the accounts to be in balance, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town as of June 23, 1936. The balance sheet indicates that the town is in very good financial condition.
Paid vouchers on file were examined and checked with the accountant's and the treasurer's books.

It was noted that members of the town boards received compensation for services in offices or positions to which they were appointed by the board of which they were members. In some instances such appointments were authorized by vote of the town, but, with a single exception, the salary of such appointees were not fixed by vote of the town, as required by Section 44, Chapter 41, General Laws, which reads as follows:
"Except as otherwise expressly provided, a town board may, if author- ized by vote of the town, appoint any member thereof to another town office or position for the term provided by law, if any, otherwise for a term not exceeding one year. The salary of any such appointee shall be fixed by vote of the town, notwithstanding the provisions of section one hundred and eight. In this section, the word 'town' shall not include city.
A number of vouchers were found for expenses incurred by town officials with no detail other than the period covered and the total amount due. All vouchers for services rendered, materials supplied, or expenses incurred should be in sufficient detail to substantiate the correctness of the charge.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and checked with the ac- countant's books, with the records in the several departments collecting money for the town, and with the other sources from which money is paid into the town treasury. The payments were checked with the selectmen's warrants authorizing disbursement of town funds and with the accountant's books.
The cash books were added and the cash balance on June 23, 1936, was verified by actual count of the cash in the office and by a reconciliation of the bank balances with statements by the banks of deposits.
It was noted that on June 23, 1936, the town balance in the commercial department of one of the depositories was in excess of sixty per cent of the capital and surplus of the bank, the maximum amount allowed by section 55, Chapter 44, General Laws. However, study of the bank balances for the entire period covered by the audit showed that, in the past, deposits in any one bank have not been in excess of the accounts allowed by law.
The paymens of account of maturing debt and interest were checked with the cancelled securities and coupons on file. The outstanding bonds and coupons were listed and reconciled with the balance in the bond and interest account as shown by a statement furnished by the bank of deposit.
The securities and savings bank books representing the investments of the several trust and investment funds in the custody of the town treasurer were personally examined.
The deeds representing the tax titles taken by the town were examined, listed, and checked with the records of the town accountant, the town treas- urer, the tax collector, and the Registry of Deeds.
The books and accounts of the tax collector were examined and checked. The taxes outstanding at the time of the previous examination were audited, and all subsequent commitments of taxes and assessments were verified and compared with the assessors' warrants for their collection. The recorded collections were compared with the payments to the treasurer, the abate- ments, as recorded, were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and approved to the ac- countant's ledger.
A further verification of the outstanding tax and assessment accounts, as well as of the outstanding tax title, departmental, and water accounts, was made by mailing notices to a number of persons whose names appeared

on the books as owing money to the town, the replies received thereto indi- cating that the outstanding accounts, as listed are correct.
The tax collector's department is to be commended for the accuracy with which the books and records have been kept. It is recommended, how- ever, that all abatements after payment, payments after abatement, collec- tions of taxes not committed, and overpayments be recorded on the col- lector's cash and commitment books, so that these records may show the complete transactions affecting any particular tax account. It is also recom- mended that the tax collector report each payment to the treasurer in de- tail, specifying the year of the tax levy and the amount of taxes, assessments, and interest.
The computation of the 1933, 1934, 1935, and 1936 tax rates by the asses- sors was checked, and it was noted that appropriations from available funds are not considered in the determination of the tax rate.
In this connection attention is called to Section 23, Chapter 59, General Laws, as amended, which requires that the Assessors raise all sums ap- propriated since the preceding tax assessment, and which further provides that deductions on account of available funds may be made by the assessors only with the written approval of the Commissioner of Corporations and Taxation. It is, therefore, essential that all appropriations voted by the town, whether they are to be raised by taxation or transferred from avail- able funds in the treasury, should be certified by the town clerk to the as- sessors, as required by Section 15A, Chapter 41, General Laws.
The town clerk's records of town meetings were examined, and all financial votes were checked to the books of the town accountant.
The town clerk's record of licenses issued on behalf of the State, county, and town were examined and checked with the payments to the State. county and town treasurers. The cash balance on June 23, 1936, was verified by actual count of the cash in the office and with a statement furnished by the bank of deposit.
The books and accounts of the water department were examined and checked. The commitments of charges due the town for sale of water were verified, the recorded collections were compared with the payments to the treasurer, the abatements were checked with the departmental record of. abatements granted, and the outstanding accounts were listed and approved with the water department's controlling accounts and with the accountant's ledger.
In addition to the departments mentioned, the books and accounts of all other departments collecting money for the town or committing bills for collection were examined and checked.
The surety bonds on file for the several town officials required by law to furnish such surety were examined and found to be in proper form.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's, the tax collector's, and the town clerk's cash, summaries of the tax. assessment, and departmental accounts, as well as schedules showing the condition and transactions of the several trust and investment funds.
