WARRANT FOR SPECIAL TOWN MEETING . Wednesday, December 9, 1936

To the Constables of the Town of Weymouth in said County,


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali- fied to vote in Town Affairs to meet in the hall of the Weymouth High School on:


Wednesday, the Ninth day of December, 1936


at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely:


Article 1. By Direction of the Selectmen: To see what sum of money the town will vote to appropriate and transfer either from surplus revenue or existing appropriations for the purpose of the fire department or take any other action in relation thereto.


Article 2. By the Direction of the Selectmen: To see if the town will vote to appropriate and transfer from surplus revenue or existing apropriations twelve thousand dollars for all the purposes of the Federal Relief Administration as voted by the town under Article 2 of the annual Town Meeting of 1936 or take any other action in relation thereto.


Article 3. By the Direction of the Selectmen: To see if the town will vote to exempt the Water Department from the provisions of the rider to Article 1. of the annual Town Meeting of 1936 which is as follows: "Provided further that all salaries of elected officials shall remain at the same figure as last year except as hereinbefore otherwise set forth, and that no Department shall spend a sum in excess of that expended in the last fiscal year for salaries or clerical hire except in the Town Accountant's and the Town Clerk's Departments and by the Trustees of the Tufts Library and such salary changes as are set forth in the School Committee's budget as filed with the Town Accountant" or take any other action in relation thereto.


You are directed to serve this warrant by posting a copy thereof. attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before the time for holding said meeting.


Hereof fail not, make due return of this warrant with your doings, to the Town Clerk of said Town on or before the ninth day of December, 1936.

SPECIAL TOWN MEETING December 9, 1936


Pursuant to the within warrant a special Town Meeting of the inhabi- tants of the Town of Weymouth, represented by its duly elected and qualified town meeting members, was held at the hall of the Weymouth High School, East Weymouth, on Wednesday, December 9, 1936. The meeting was called to order at seven forty-five o'clock in the evening by Daniel L. O'Donnell, Annual Moderator presiding. 155 town meeting mem- bers names being checked by police stationed at the doors for that purpose.


The Town Clerk read the warrant for the meeting. Prayer was offered by Rev. Stanley Marple, pastor of the First Congregational Church, Weymouth Heights.


The following were sworn as Town Meeting Members :-

Article 1. Marshall F. Spear moved: That the sum of $1,500. be transferred from the appropriation made for a reserve fund at the annual Town Meeting in March, 1936, to the Fire Department, for all purposes of that department. This motion was unanimously carried.


Article 2. John W. Field, sec'y of the appropriation committee moved: That the sum of $12,000. is hereby transferred from that portion of the appropriation made for public welfare under Article 1, Item 27 of the annual Town Meeting of 1936 that might be expended as one fund after November first of the current year, to the committee created under Article 2 of the annual Town Meeting of 1936, for the purposes stated in that article, to be expended in 1937.


Mr. Everett E. Callahan moved as an amendment: That the sum of twelve thousand dollars be transferred from welfare funds now available, and, further moved: that this sum plus all sums now under the juris- diction of the W.P.A. committee, be expended under the supervision of the Board of Selectmen to carry on W.P.A. activities until the next annual

Town Meeting, said board being authorized to appoint an administrator, who may or may not be one of its own members, whose compensation shall be set by the Selectmen. This amendment was voted. The motion of the appropriation committee as amended was so voted.


Article 3. John W. Field, sec'y of the appropriation committee moved: That the sum of $200. is hereby appropriated from the revenue of the Water Department for the purpose of hiring temporary additional help in the Water Department. This motion was so voted.


Mr. Marshall F. Spear moved to reconsider Article 2. So voted.


As some of the Town Meeting Members did not understand the motion of the appropriation committee as amended by Mr. Callahan's motion, the Moderator explained the motion and amendment. He stated that the amendment of Mr. Callahan took away from the committee appointed at the annual Town Meeting of 1936 to supervise the W.P.A. activities and placed it in the hands of the Selectmen.


The amendment was again put before the meeting and it was so voted.


The motion of the appropriation committee as amended was so voted.


The motion as amended is as follows:


That the sum of $12,000. is hereby transferred from that portion of the appropriation made for public welfare under Article 1, Item 27 of the annual Town Meeting of 1936 that might be expended as one fund after November first of the current year, that this sum plus all sums now under the jurisdiction of the W.P.A. committee, be expended under the super- vision of the Board of Selectmen to carry on W.P.A. activities until the next annual Town Meeting, said board being authorized to appoint an ad- ministrator, who may or may not be one of its own members, whose com- pensation shall be set by the Selectmen.
