REPORT OF SUPERINTENDENT OF ALEWIVE FISHERIES


To the Honorable Board of Selectmen,


Town of Weymouth.


Gentlemen :


I hereby submit my annual report as superintendent of Alewive Fisheries for the year ending December 31, 1939.


Approximately ninety thousand (90,000) alewives were deposited in Whit- man's Pond for spawning. The first catch was made on April 21st and the last on May 25th.


The Welfare Department received four thousand two hundred (4200) as your board so voted.


The State Department took four thousand (4,000) fish and in return brought fish from other ponds here.


In closing my report, I wish to thank the members of your Board, the Weymouth Light and Power Co., the Weymouth Wool Scouring Co., Mr. Kel- ley, Superintendent of Streets, and the boys who worked with me for the help and co-operation which was so willingly given at all times.

REPORT OF SHELLFISH CONSTABLE


Weymouth, Mass., Dec. 31, 1939


Hon. Board of Selectmen, Town of Weymouth.


Gentlemen :


I herewith submit my second annual report as Shellfish Constable of the Town of Weymouth.


In general, I wish to report that the provisions of Chapter 130 Mass. as accepted by our town government in1938 have met with the approval on the part of those of our citizens who have availed thmselves of its advantages.

The clerk of your board has notified my Department that he has granted over 80 permits this year which is a large increase over 1938 which also demon- strates the popularity of this law. The enforcement on my part has been one of enlightenment (explaining the law and distributing printed copies of the same) and not one of prosecution, which has been approved by those whom I have been in contact with, i. e. found had no permit at this time who later obtained same. While I found it necessary to order non-citizens (of the com- mercial class) off our flats with the warning if I caught them again I would prosecute-has met with good results.


As your board is aware, my duties as Shellfish Constable are merged with my Harbor Master and Special Police Duties.


I trust this report will meet with the approval of your board.

REPORT OF BUILDING INSPECTOR


Honorable Board of Selectmen,


Town Hall, Weymouth, Mass.


Gentlemen :


I herewith submit the 1939 report of this office, as follows:


Building permits issued in 1939 were 193 with a value of $527,880.00 and were composed of the following: 60 dwellings with garage attached; 38 single dwellings; 6 summer dwellings; 58 garages; 13 poultry houses; 4 storage buildings; 3 service stations; 2 barns; 1 roadstand; 1 dining car; 1 store; 1 greenhouse; 1 real estate office; 1 assembly hall; 1 school addition; 1 bleacher; 1 portable building.


Compared with 1938-one hundred and sixty-two permits with a value of $384,635.00; an increase of $143,245.00 in 1939.


Alteration permits in 1939 were 203 with a value $95,713.00 compared with 1938 one hundred and ninety-two permits with a value of $208,025.00, a de- crease in 1939 of $112,312.00.


Total building operations in 1939-$623,593.00


Total building operations in 1938-$592,660.00


Increase in 1939 over 1938-$30,933.00 Receipts for permits in 1939 were $820.00


I have made fifteen elevator inspections in December, all of which were found in good condition.

REPORT OF ELECTRIC LIGHTING COMMITTEE WEYMOUTH, MASS.


December 30, 1939


To the Honorable Board of Selectmen :


The appropriation for street lighting for 1939 was $36,135.69 of which amount we are returning $259.70. This is due to the fact that all streets pro- posed for acceptance were turned down at the Town Meeting and no lights were placed at those locations.


The inadequate lighting of Columbian Square has been called to our at- tention but we feel the results there are as good as in similar locations about town.


There have been several serious accidents on Bridge Street between Fore River Bridge and Bicknell Square. Hoping that increased lighting might help this dangerous location, we have, with the advice of General Electric and Westinghouse engineers, installed five experimental 1000 C. P. sodium lights. The result has been satisfactory and we are asking in our 1940 budget for money to add five more similar lights to continue this work.


We have increased the candle power of lights on Broad Street leading out of Lincoln Square toward East Weymouth, also at several dangerous inter- sections.


We have added a few C. P. lights at several locations about town.


The total number of street lights is now 1706, of which 1543 are of 60 C. P). We are asking for $36,469.36 in our budget for 1940.

REPORT OF THE SUPERINTENDENT OF STREETS


January 5, 1940


To the Honorable Board of Selectmen :


Through failure of the State Legislature to appropriate sufficient funds to continue Chapter 90 projects in the several municipalities, no work was done on North Street at Weymouth Heights. The section of this street from the foot of King Oak Hill to East Street, was therefore left in very poor con- dition.


Although no streets were accepted this year, construction of sections of Green Street by W. P. A., Kirkland Road, White Street and May Terrace, completed distances previously accepted. Approximately 600 feet of Fogg Road was rebuilt, drains, including that from Weymouth Hospital, were relocated, and new catchbasins were installed. Widening of Essex Street, Winter Street and Forest Street, was done by W. P. A. Sea Street, from North Street to Bridge Street.Evans Street from Saunders Street to Rosemont Road, and sec- tions of Lochmere Avenue and Pine Circle were resurfaced during the year.


Surface drainage, serious and vexing, has been given careful consideration for a long time. Many new systems were constructed by the W. P. A. and

the Street Department, most important of which were on Holbrook Road, Bicknell Road, Weybossett Street, Cain Avenue, Mt. Vernon Road West, Laurel Street, Fairlawn Avenue, Federal Street, Great Pond Road and Ralph Talbot Street.


Sidewalk and curb construction for the most part was under W. P. A. jurisdiction.


So much uncertainty exists about the layouts of Forest Street, Randolph Street, White Street and Kensington Road, that articles have been inserted in the warrant for the next annual Town Meeting, to establish definite prop- erty lines on the streets mentioned.


After long and faithful service on the Street Department, James F. Mit- chell, 39 Shawmut Stret, East Weymouth, retired July 1, 1939.


The cooperation of the Board of Selectmen, the Police Department, the Fire Department and the Water Department, has been gratefully appreciated.

REPORT OF THE BOARD OF APPEAL


To the Honorable Board of Selectmen,


Gentlemen :


The Board or appeal held four formal meetings during the year 1939 and considered 19 different applications.


10 applications were granted after consideration at a regular meeting; 8 were ratified at a regular meeting being previously approved by the indi- vidual members of the Board; and 1 was granted at a regular meeting of the Board subject to the condition that the abutter file his written consent with the building inspector.


Summary: 14 applications were for a building or an addition which would be nearer to the street line, or a lot line, or to another building than is allowed by the building laws, or for a proposed addition to an old build- ing not in conformity with the building laws; and 5 asked for permission to use wood shingles.


Each application was individually and carefully considered, and the consent of the abutters required before approval in many cases.

The apparatus is in good repair with the exception of the Forest Fire Truck at Station Three which should be replaced next year. Engine Five and Ladder One of Station Five, and the White from Station Two were painted this year by the members of the department. Engine Three and the Squad will be painted during 1940.


The Staions are in good condition except for some leaks at Stations Two and Three which should be repaired; also these stations should be painted inside and out.


I wish to thank the officers and members of my Department for their co-operation; and to all those who have assisted the Department in any way, I wish to extend my sincere appreciation.


I wish also to thank the Boy Scouts for the cards they had printed and placed beside each Fire Alarm Box which, I think, has helped to reduce the number of false alarms.

We have assessed upon the polls, motor vehicle excise, water liens and estates of all persons liable to taxation, the sum of $1,331,212.34 and have committed the same to Frank W. Holbrook, Esq., the duly elected Col- lector of Taxes, with our warrants in due form of law, for the collections and payments, in accordance with the votes of the Town, and warrants of the County of Norfolk and the Commonwealth of Massachusetts.
