WARRANT FOR SPECIAL TOWN MEETING WEDNESDAY, MAY 21, 1947, 7.45 P.M.
NORFOLK, ss.
To any of the Constables of the Town of Weymouth in said County, GREETING :-
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali- fied to vote in Town affairs to meet in the hall of the Weymouth High School on
WEDNESDAY, THE TWENTY-FIRST DAY OF MAY, 1947
at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :-
ARTICLE 1. (By direction of Selectmen). To see what action the Town will take on veterans housing.
ARTICLE 2. (At the request of School Committee). To see what sum of money the Town will vote to raise and appropriate for the use of the School Committee for the purpose of increasing the salaries of women teachers, as required by the favorable action of the voters at the Town Election held on March 10, 1947, in accepting the provisions of Section 40 of Chapter 71 of the General Laws, as amended, relative to equal pay for men and women teachers, said increase to be effective retroactive to April 1, 1947, or take any other action in relation thereto.
ARTICLE 3. (On petition of Cornelius M. Ahern and others). To see if the Town will vote to accept the provisions of Chapter 156, Section 111B of the Acts of 1945 granting sick leave to laborers of Weymouth Street Department, or take any other action in relation thereto.

ARTICLE 4. (By direction of Selectmen). To see if the Town will appoint a committee of three, one to be chosen by the Selectmen and two by the Moderator, one of whom shall be a master electrician, to study the consolidation of the personnel and duties of the Wire Inspection Depart- ment, the Police Signal System and the Fire Alarm System with the pur- pose in mind of creating one department under one head.
ARTICLE 5. (By direction of Selectmen). To see if the Town will vote to revise Zoning By-Laws as follows:
Sec. 11, Paragraph 8 (d) to read as follows:
Delete present provision and substitute the following:
The stripping of loam to a depth of less than four inches on the surface after such removal, except for re-use on the same property or except deposits within the area of a street the layout of which has been previously approved by the Board of Survey, but in no case shall loam be removed from the Town.
Sec. 11, Paragraph 9 (d) to read as follows:
Delete present provision and substitute the following:
The removal of sand, gravel or stone. In authorizing such uses the Board of Zoning Appeals shall impose such conditions as will tend to protect the neighborhood and town against detriment or injury, es- pecially with regard to the methods of handling or transporting such material and the re-establishment of suitable ground levels, grades and top-soil after the operation of such uses is discontinued. Said Board shall require a bond to ensure compliance with the terms of the permit. A sand or gravel pit or quarry existing at the time of the adoption of this provision and not abandoned may be continued pro- viding production does not exceed three (3) cubic yards in any fiscal year except under permit issued by said Board under conditions as aforsaid.
Sec. 11, Paragraph 9 (k) to read as follows:
A non-conforming temporary building or use incidental to the de- velopment of a neighborhood or to the use of a sand or gravel pit or quarry, a permit for which may be issued for an initial period of not more than one year, provided the application therefore is accompanied by a bond satisfactory to the Board of Zoning Appeals and provided the Board of Zoning Appeals shall rule that such building or use is not seriously detrimental or injurious to the neighborhood. Such permits may be renewed under like conditions for successive periods of not more than one year each.
Sec. 11, Paragraph (L) to read as follows:
An office or studio for use by a dentist, doctor, engineer, architect, artist, photographer, music teacher, writer, lawyer, broker, agent, dress- maker, milliner, hairdresser, public stenographer, or similar accessory use not of a wholesale or retail nature, which in the opinion of the Board of Zoning Appeals is not objectionable, obnoxious or injurious to the best interest of the town;
Provided, the above accessory use shall not involve the employ- ment of more than three persons including the applicant;
Provided further, that such proposed use does not necessitate struc- tural changes in the building and that the premises remain residential in appearance;
Provided further, that residents within a radius of at least two hundred feet (200 feet) of the proposed accessory use but in no case less than the twenty (20) nearest families to said accessory use shall be notified and given opportunity to voice their objections at a public hearing as provided by Section VII, Paragraph 3 of this Zoning By-Law.

Provided further, that an applicant for such accessory use must be a resident of the dwelling involved and a permit for accessory use shall be void upon the removal of the applicant from the premises.
ARTICLE 6. (By direction of Selectmen). To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of relocating, constructing, draining, surfacing, widening, straightening or otherwise improving a way leading from approximately 193 Broad Street to King Avenue and known as "an extension of King Avenue to Broad Street" as laid out and accepted by the Town Meeting of the year 1890, or thereafter, and to accept any deeds or easements necessary thereto, or take any other action in relation thereto.
ARTICLE 7. (On petition of George B. Marden and others). 1. To see if the Town will appropriate the sum of fifteen hundred dollars ($1,500.00 to be expended by the Park Department for the employment of one or more qualified Life Savers during the bathing season; and
2. To see if the Town will appropriate the sum of one thousand dollars ($1,000.00) for the employment of a special police officer, and two hundred and fifty dollars ($250.00) for expenses of a properly equipped boat, said officer to patrol the waterfront of Weymouth for the protection of property. The duties of this special officer shall be designated by the Police Depart- ment; and
3. To see what sum shall be transferred from the Harbormaster's budget to the Park and Police Department budgets for the above duties.
ARTICLE 8. (At request of School Committee). To see if the Town will vote to authorize the School Committee to expend from their annual appropriation a sum sufficient to purchase two motor vehicles or take any other action in relation thereto.
ARTICLE 9. (By direction of Selectmen). To see if the Town will reconsider the vote taken at the 1947 Annual Town Meeting under Article 76, whereby it was voted "that the sum of $2500.00 be appropriated from the surplus for the improvement of the alewife fishery provided that the State will pay a sum of $5000.00 for this project," and then to see if the Town will vote to raise and appropriate the sum of $2500.00 to be used in conjunction with the sum of $3500.00 appropriated by the State for the purpose of improving the alewife fishery in the Town of Weymouth.
ARTICLE 10. (By direction of Selectmen). That the Town instruct the Board of Assessors to furnish the Board of Selectmen with a list of all assessed valuations of real estate for publication in the Annual Town Re- port for the year 1947.
ARTICLE 11. (By direction of Selectmen). To see if the Town will vote so instruct the Water Commissioners to grant fishing licenses to fish from the shores of the Weymouth Great Pond.
ARTICLE 12. (At request of Moth Department). That the sum of $2,000.00 be raised and appropriated for the purchase of a blower-type sprayer (for dispensing D.D.T. solutions) for the Moth Department.
ARTICLE 13. (By direction of Selectmen). To see if the Town will vote to suspend all by-laws relative to construction of streets and sidewalks before starting construction of new houses; such suspensions to become definite and final when and if proof is given the Selectmen that at least $75,000.00 in new valuation has been constructed on any one street. When such proof has been established, the Town shall construct said street as far as said houses have been completed.

ARTICLE 14. (By direction of Selectmen). To see if the Town will instruct the Water Commissioners to relinquish all land owned by them on the westerly side of Thicket Street to a depth of 200 feet and fur- ther that the Selectmen be instructed to sell said property in lots of 75 feet by 200 feet to Veterans of World War II for the sum of $200.00 per lot, and further that the amount of $199.00 be refunded to each veteran when proof is given the Selectmen that he Is residing in a house con- structed on one of said lots.
ARTICLE 15. (At request of Appropriation Committee.) To see what action the Town will take on Section 626 of the Town By-Laws read- ing as follows: "If a person is employed by the Town and receives as salary and compensation for such employment, a sum in excess of two thousand dollars ($2000.00) he shall not receive any other compensation or salary from the Town derived from any other office, position or employ- ment by the Town."
ARTICLE 16. (At request of Sewer Commissioners). To see if the Town will act to clarify that part of its vote taken under Article 85 of the 1947 Annual Town Meeting concerning remuneration of its Sewer Com- missioners.
ARTICLE 17. (By direction of Selectmen). To see what action the Town will take in connection with improving traffic conditions at Liberty Square.
You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town Affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for the twenty-first day of May, to meet in adjourned session at the hall of the Weymouth High School on

at seven o'clock and forty-five minutes in the evening, then and there to act upon such of the foregoing articles as shall not have been acted upon on May 21, 1947, or action upon which may at said meeting of May 21, 1947, have been deferred until said adjourned session.
You are directed to serve this Warrant by posting a copy thereof, at- tested by you in writing, in each of two public places in voting precincts in said Town, seven days at least before the time for holding the first meeting called for in this Warrant.

May 21, 1947
Pursuant to a warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by its duly elected and qualified Town Meeting Members was held in the hall of the Wey- mouth High School, East Weymouth, Wednesday, May 21st, 1947.

The meeting was called to order at 7:55 o'clock in the evening by Mr. Daniel L. O'Donnell, Annual Moderator.
The attested copy of the warrant was read by Town Clerk Chester L. Boyle.
MR. GEORGE E. LANE MOVED:
That we suspend with the reading of the articles in the warrant. UNAMINOUSLY VOTED.
Prayer was offered by Rev. Patrick H. Walsh, Pastor of St. Francis Xavier Church of South Weymouth.
Town Meeting Members not having been previously sworn in to the duties of their office were duly sworn in at this time by the Moderator.
MR. GEORGE E. LANE FOR THE APPROPRIATION COMMITTEE MOVED:
ARTICLE 1. No action.
MR. LEAHY MOVED THE FOLLOWING SUBSTITUTE MOTION:
That the Town will vote to borrow the sum of $450,000.00 in accordance with the terms of Section 10 of Chapter 372 of the Acts of 1946 and ap- propriate this sum for the purpose of the construction of housing for Veterans of World War II, to be expended under the direction and authority of a Board of Five to be appointed by the Moderator, all in accordance with the provisions of said Chapter 372 of the Acts of 1946

and that the Town will transfer to said Board for their use conformably to the provisions of the aforesaid act that portion of the property known as the "Town Infirmary Land" bounded and described as follows:
The land in said Weymouth being a portion of land on Essex Street, on which is situated the Town Infirmary, bounded and described as fol- lows: Northerly by the rear line of various lots situated between said Town Infirmary land and Roosevelt Road; Westerly by the division line between said Town land and land of the Boston Edison Company; Southerly by the southeasterly boundary line of said town land; Northeasterly by Essex Street; Northwesterly by the remaining portion of said town land by a line substantially parallel with and 240 feet northwesterly from said southerly boundary of town land; and Easterly by said remaining town land by a straight line substantially parallel with and 480 feet easterly from said westerly boundary of said town land; containing about 19 acres more or less and all as shown on a sketch entitled: "Sketch of Lots in Weymouth, Mass. for Veterans Housing Committee," made by Russell H. Whiting, Town Engineer, Dated January 9, 1947 to which sketch reference is hereby made.

MR. GEORGE E. LANE FOR THE APPROPRIATION COMMITTEE MOVED :
ARTICLE 2. That the sum of $26,035.00 be raised and appropriated to the School Department for the purpose of increasing salaries of women teachers as required by favorable action of the voters at the Town election held on March 10, 1947 in accepting the provision of Section 40 of Chapter 71 of the General Laws as amended relative to equal pay for men and women teachers, such increase to be effective retroactive to April 1, 1947. $26,035.00 SO VOTED.
MR. GEORGE E. LANE FOR THE APPROPRIATION COMMITTEE MOVED:
ARTICLE 3. That the Annual Moderator appoint a committee of three to study the question of sick leave for all Town Departments and report to the Board of Selectmen by January 1, 1948.
MR. CORNELIUS M. AHERN MOVED THE FOLLOWING SUBSTITUTE MOTION :
That the Town vote to accept the provisions of Chapter 156, Section 111B of the Acts of 1945 granting sick leave to laborers of all Departments of the Town of Weymouth.
