Report of Selectmen
REPORT OF SELECTMEN
To the Citizens of Scituate:
In submitting the report of your Board of Selectmen, we are sure all will be gratified by the excellent financial condition of our Town. Complete details of our financial condition will be found in the report of the Town Accountant.
The matter of more adequate housing facilities for Town Officers, as stated in previous reports, is still receiv- ing the careful consideration of your Board. A new safe was purchased for the Assessors' Department, and we are recommending one for the Accounting Department. In addition, we require a fireproof vault, which we are also recommending. The vault is very essential, as it is our duty to protect the documents of the Town, many of which could not be replaced.
Due to the large area which our Town covers, the steady influx of summer visitors, and the large number of vacant houses in winter, our Police and Fire Departments are of vital importance.
The Fire Department is working towards the linking up and centralizing of its present system. If the citizens at the coming business meeting endorse the proposed fire alarm system, a progressive step will have been made.
The Police Department is handling the matter of traffic and winter protection capably. Parking regulations adopted by this Board and carried out by the Police Depart- ment, are made in a spirit of cooperation in order that our residents and visitors may be amply protected.
A Planning Board is being sponsored by your Board at the Annual Meeting. We feel that this Board can be of great use to the Town in surveying the present situation in reference to the needs and requirements of the various departments. By working in conjunction with the citizens, carefully studying and deliberating on our problems, con- structive work should be forthcoming.

We have acted in all matters with the ultimate benefit of our Town in view. We wish to thank the Scituate Cham- ber of Commerce for their cooperation with the Board on various matters. We also wish to thank the citizens of the Town, whose cooperation with Town Officials has been of material benefit.

REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF SCITUATE
FROM JANUARY 1 TO DECEMBER 31, 1927
Made in Accordance with the Provisions of Chapter 44, General Laws

I submit herewith my report of an audit of the accounts of the Town of Scituate for the fiscal year ending December 31, 1927, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

As directed by you, I have made an audit of the books and accounts of the Town of Scituate for the fiscal year end- ing December 31, 1927, and submit the following report thereon:
The financial transactions of the Town, as recorded on the books of the several departments receiving money for the Town, or committing bills for collection, were examined and checked for the period covered by the audit.
The treasurer's cash book was added; the receipts were analyzed and checked with the records in the several de- partments collecting money for the Town and with the other sources from which money is paid into the Town treasury; and the disbursements were compared with the warrants authorizing them.

State Auditor's Report
The cash on hand January 16, 1928, was verified and the bank balance was reconciled with statements furnished by Rockland Trust Company and Merchants National Bank of Boston.
Appended to this report is a table showing the recon- ciliation of the treasurer's cash.
The accounts of the collector of taxes were examined and checked in detail. The commitment books were footed and reconciled, the recorded collections were checked with the treasurer's cash book, and the abatements were checked to the assessors' records of abatements granted.
The outstanding tax accounts were listed and proved, being further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the Town.
The cash in the hands of the collector was verified by an actual count. In reconciling the collector's cash balance, a cash overage, amounting to $199.96 was found, which is probably due to the collection of some taxes which have not been entered in the cash book or posted to the com- mitment book.
Appended to this report are tables showing a reconcilia- tion of the collector's cash and summaries of the tax accounts.
The accountant's ledger was examined and analyzed. The appropriation accounts were checked with the town clerk's records of appropriations and transfers voted by the Town, and the recorded charges against them were checked with the warrants authorizing the payments. The transfers from the reserve account were checked with the records of the advisory committee.
The town clerk's records of licenses issued for dogs and for hunting and fishing were examined, and the payments to the county and the state treasurers, respectively, were verified.
The records of licenses and permits issued by the select- men and the board of health were examined, and the re- ceipts were compared with the payments to the treasurer as shown on the treasurer's books.
The accounts of the sealer of weights and measures and

of the moth department, as well as the records of receipts of the school department, were examined and compared with the payments to the treasurer. In checking the records of the sealer of weights and measures, it was noted that there were outstanding fees for years prior to 1927. It is recom- mended that an attempt be made to collect these outstanding accounts.
The surety bonds given by the treasurer, the tax col- lector, and the town clerk were examined and found to be in proper form.
The savings bank books in the custody of the selectmen and board of public welfare, representing the investments of the several trust funds, were examined and found to be as recorded on the books.
Tables showing the condition of the funds, together with a balance sheet showing the financial condition of the town as of December 31, 1927, are appended to this report.
For the cooperation received and the courtesies extended by the several town officials while engaged in the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
