RECOMMENDATIONS AND REMARKS
It is respectfully recommended that an article calling for the installing of a police signal system, consisting of red lights placed at points of vantage, at North Scituate, Minot and the Harbor, be inserted in the Town warrant. These lights might be operated from the various fire stations and we feel that the results to be obtained would more than jus- tify the expenditure.
There would appear to be urgent need of reflectors, to be placed at some of the curves and blind corners or danger- ous intersections to serve as a warning to motorists approach- ing these points. I have particularly in mind the inter- sections of Stockbridge Road and The Country Way, also Hatherly Road and Bailey's Causeway. . These two points

would require two reflectors each, which can be purchased for approximately fifty dollars apiece.
Uniformity in traffic signs, size, color, etc., should be adopted. All such signs should be designated by and made up under the supervision of the Selectmen and conform to existing by-laws or traffic regulations. Stanchions should be provided, wherever practical, supplanting the wooden bases now in use.
Each succeeding year seems to bring more demands for police protection especially in the regulation of traffic, and I feel considering the area to be policed, the limited number of men available for details, that the officers of the depart- ment have achieved results which deserve commendation from the citizens they serve, and I personally take this oc- casion to publicly commend them for their loyalty and de- votion to their various tasks.
We are pleased at all times to entertain constructive criticism.
Information which may assist the department in its work is always welcome and confidences given are too deeply appreciated to be violated.
In conclusion I wish to extend my thanks to your hon- orable Board and to the citizens for their valuable coopera- tion and assistance tendered us throughout the year.

SCITUATE FIRE DEPARTMENT BOARD OF ENGINEERS
North Scituate, Mass.
To the Honorable Board of Selectmen.
Gentlemen: The Board of Engineers was organized at a meeting held July 11, 1927, with the following officers: Chief, Archie W. Torrey; Assistant Chief, Maurice O'Hern; Second Assistant, Louis E. Cole; Clerk, Albert F. Turner; Third Assistant, Philip L. Schuyler.
For the year 1927 there were 91 alarms of fire. They are recorded as follows: grass or brush, 51; house or building, 17; chimney, 15; automobile, 3; garage, 2; and out of town calls, 3. Fortunately we had no serious fires during the year, the greatest loss being a house at Hatherly Beach.
Our chimney fires are quite numerous and expensive. Many could be prevented if the townspeople would cooperate with us and keep them free from soot and creosote. A package or two of "Imp" powder for this purpose will greatly remedy conditions. .
The engineers requested the Board of Selectmen to shingle, paint and repair the Fire Stations, also to make al- terations at Station Number 3, which they have done in a very satisfactory manner. A new heater has been installed in Station Number 1 with provision made to heat a tenement which we hope to add in the future.
Through the courtesy of Chief William F. Daley of the Brockton Fire Department, we twice secured the services of Deputy Chief John A. Murphy, a very capable and com- petent drill master, and from whom many useful and valu- able structions were received.
Our system of relief for the paid men was so uncertain

and irregular, we thought it best to establish a permanent relief man, consequently it was unanimously voted to en- gage a man for this position and the plan is working very successfully.
We have purchased and put into service 1500 feet of double jacket hose for our pumps, and this year we hope to add 2000 feet more.
As a matter of investment and saving of money for the Town, we recommend the addition of a tenement to Station Number 1 and the purchase of a piece of property at Green- bush for a fire station, whereby the Town will receive better protection at no more expense, and the fire station problems will be solved for twenty-five years to come.
Having made a survey of the Glades property, we ad- vise the installation of a salt water suction line for our pumps to couple to, which will allow us to reach any of the buildings on this estate; also recommend a plan to provide a reservoir in the brook at the West End, thus giving these property owners much better fire protection.
Owing to the overload which we are obliged to carry on the Ford fire truck that is stationed at North Scituate, we find that we are severely handicapped in making headway on the road, so we recommend the purchase of a piece of apparatus comprising a two-ton truck with a two-hundred gallon tank and pump, a capacity of 1200 feet, 21/2-inch hose, and 100 feet of ladders. We believe this piece will prove invaluable for North Scituate, Minot and the West End, for forest or building fires.
The weakest feature of your Fire Department at pres- ent is the incomplete, inefficient and expensive system which you employ to notify your call firemen. Therefore, under advisement of the New England Insurance Exchange, we recommend and strongly urge an extension of the Fire Alarm System, believing it is the next step for the Town to take for the better protection of $10,000,000 of wooden structure. Having looked into this subject very thoroughly, we feel that the Town should give this matter their undivided at- tention and consideration.

Building and garage laws are much needed in a Town the type of ours, also the use of fire resisting roof covering as a protective measure and should be adopted by the Town. Respectfully submitted,

REPORT OF FOREST WARDEN
To the Citizens of Scituate:
Preparation for the year's work was made by pur- chasing six five-gallon pump cans, a goodly supply of chemicals, three hundred feet of forest hose, one dozen of brooms, and repairing the forest truck.
Greater care should be used in the burning of rubbish. Never start a fire in the open on a windy day and always be sure you have plenty of help as the occasion requires, for your neighbor's welfare is to be considered, even though you may be careless of your own. Bear in mind a permit to build fires in the open is required. They cost you nothing, but to burn without a permit makes you liable to arrest. I recommend an appropriation of $2,200 for the department the coming year.
