III. No trolling spoons, spinning baits or other appli- ances having more than one hook, and no set lines, nets, or traps of any description shall be allowed in said waters.
IV. The taking of fish shall be confined to naturally or artificially baited hook and line, and no one person shall fish with more than one hook and line at the same time.
V. No person shall take fish from said pond for the pur- . pose of selling the same.

VI. No person shall be allowed to take more than ten pounds of fish in any one day.
VII. Any person wilfully violating any of these rules ,
and regulations shall be liable for such violation under the laws of the Commonwealth, and any person failing to com- ply with these rules shall forfeit said permit and the right of renewal for a term not less than one year.
VIII. No permits-cither in writing or otherwise-shall be granted by the Fish Committee to any person who is not known to be a "bona fide" inhabitant of the town of Wake- field.
IX. Nothing in these rules and regulations, or in any permit granted under the same, shall be construed as giving any rights which are not in conformity to law.

OF
THE BOARD OF HEALTH,
The Board of Health elected for the year have to con- gratulate the town upon its exemption during the past twelve months from the outbreak or invasion of any epidemic or any noticeable prevalence of disease. The death-rate in the thousand is higher than it ought to be, but it is to be in part accounted for by the demise of several persons of advanced age. Small-pox, which was in the early part of the present winter, declared by the National Board of Health to be epi- demic, and which has prevailed in several of the cities and large manufacturing towns in this State, with scattered cases in our own vicinity, has fortunately not visited us to date. The close proximity of its approach to us on three sides, the presence of a large manufacturing population in our midst, and our close communication with other cities made its pres- ence in this town so probable an event that the Board felt it- self not only warranted in taking, but bound to take, all necessary steps to isolate and care for any cases that might appear, and accordingly provided for hospital accommoda- tions, nurses, etc., though fortunately without having to em- ploy them and without expense to the town.
Although not deeming the danger of an epidemic such as to adopt the provisions of law, and to call upon the Board of Selectmen to issue the legal order for general vaccination, the Board considered it wise to publicly warn the town of

the existing dangers from small-pox, and to call attention to the Laws of the State and the Regulations of the Board, and to advise general vaccination and revaccination, through the local papers. There is reason to believe that this has re- ceived general attention, and that the community is very fairly protected by vaccination. The Board thinks it well in this connection to call the attention of the citizens to the requirements of law which provide that every child shall be vaccinated at two years of age, and that owners and super- intendents of manufactories shall employ only those duly vaccinated.
The only contagious disease which has been duly notified to the Board and has received its attention, viz. : scarlet fe- ver, has, in the cases reported, fortunately occurred in such exceptionally cautious, intelligent and public spirited fami- lies that the duties of the Board have been reduced to merc form, and made the responsibility of the Board a pleasure, instead of, as is often the case, a disagreeable and irksome duty. The prompt and cheerful co-operation of the wealthy and intelligent in measures taken by the health of- ' ficer for the public protection when those measures restrict and control even their personal movements is the greatest . aid that sound sanitary government can receive. The prompt request of the late Judge Colt of the Supreme Court to be taken to the small-pox hospital when seized with the disease, and his earnest compliance with every requirement of the health authorities, was such an aid as those authorities having the difficult and thankless work of health officials to perform, warmly appreciate.
The Board has been called to view and consider eight re- ported nuisances during the year, consisting of offensive slaughter-houses, improper drains, privy vaults and sewer- age, but in no case has a resort to legal stress been requisite, the citizen in every case being quick to remedy the evil pointed out when such remedy was possible.
This latter statement leads to a matter brought before the

Board by a petition of many citizens praying that efficient measures might be taken to remove the unhealthy influences connected with the water course running from the pond in the grounds of Mr. James H. Carter, through the valley be- tween Crescent street and Main street, to the pond near the Centre depot. Although undoubtedly the Board possesses the requisite authority under law to take such steps as it might deem best to remove any injurious influence upon healthı incident to this stream, it has been thought best to bring the matter before the town at its annual meeting with plans and estimates, and ask definite action.
The insufficient character of, or almost entire want of sew- erage in our town, is beginning to assert itself. The soil of the centre part of the town being largely a stiff clay, the cellars of dwellings are with great difficulty drained, and there is but one public drain, that through the Main street, with which private drains can be connected. Into this one drain several drains conveying more or less excrementitious matter run, as the only channel the town has furnished for such removal; and this, originally small and poorly con- structed for its present uses, must be rapidly closing up, while it presents certain undesirable conditions as regards health. That some consideration must soon be given this evil. there can be no doubt. The Board while it congratu- lates the town upon its general good health during the past year, records its convictions that to secure its continuance a speedy and earnest consideration must be given to its sanitary problems. The total expenses of the Board for the year have been less than ten dollars.
