SCHOOL COMMITTEE'S REPORT.
TO THE CITIZENS OF WAKEFIELD :
Said a prominent teacher and parent not long since in conversation upon school matters, "I never ask my boy when he comes home at night, ' what have you learned to- day,' but ' how much of a man have you become ?'"
Thus, in a single sentence, were seen in sharp contrast some of the gravest questions which any person connected with our public schools in a directory capacity is called upon to meet and determine. For what are our public schools established, what is their ultimate end or purpose ; the pur- pose determined, are there any well grounded principles by which we can be safely guided in attempting to gain the end or execute the purpose ; shall the schools be devoted to edu- cating the mind solely and leave the moral faculties to the influence of home training ; shall the dominant purpose of the school be to develop a moral character, irrespective of mental capacity ; shall the attempt be made to combine the two; if yes, what portion of time and attention shall be given to each, and what methods shall be adopted to com- pass the end ?
These and kindred questions meet teacher and committee at every turn, at morning, noon and night. They come from the theorist without experience and from the practical man without theory ; from scholars and parents in numberless forms ; from town meeting orator and politician ; from the passing daily, the dignified weekly and the more pretentious essay. They are questions of the gravest character ; they deal with the subtleties of the human mind ; they affect the

happiness of the individual and the welfare of the State, and they should be met in a broad and catholic spirit, free from prejudice and preconcerted notions, in a spirit ready to find and adopt the new in theory and practice, when it is an im- provement in purpose or method, and in a spirit equally ready to cling to the old when best, even at the risk of be- ing decried as members of the fossiliferous age. In dealing with the great trust which you have committed to us, we have endeavored to bear in mind always that the schools over which you have placed us are public, not private ; established for all the children of all the parents in the town, not de- signed for the special benefit of the few, for the accommoda- tion of any particular race, class, color or nationality ; not to train a few in any particular line of study, thought, or even of accomplishment, but for the immediate mental and moral development of the body scholastic, and the ultimate benefit of the Commonwealth. We have endeavored to bear in mind, too, that our schools are of civil origin, and are to be kept strictly free from any and all forms of sectarianism or religious intolerance ; that children of parents belonging to one denomination have all the rights and privileges and are subject to all the liabilities, restrictions and corrections of a scholar whose parents belong to any other denomination ; that no person shall be excluded from a participation in school duties, as teacher or other officer, on account of reli- gious belief, and that the inalienable equal rights of all un- der our supervision, should be respected and protected.
In determining the question of the purpose of our public schools we are aided by going at once to the source of power, the Constitution of the Commonwealth and the laws enacted under it. That chapter of the Constitution which has stood the test of generations, and which is the touch-stone to which every question concerning the relations of literature, science and art to the State has to be brought, declares that " wisdom and knowledge, as well as virtue, diffused gener- ally among the body of the people being necessary for the
