Since submitting our last annual report we have been called upon to mourn the loss of our oldest member, the late William G. Strong, who died on the sixteenth day of January, nineteen hun - dred and fourteen.
The Town of Wakefield has suffered an inestimable loss by the death of so valuable a citizen, who, for many years, rendered the Finance Committee valuable services by his able advice and wise counsel.
The following vacancies occur on the Committee due to the expiration of terms, also one by death : Thomas Hickey, John Lovering, J. Parker Colbert and Nathaniel Hines.

Meeting called to order 7.37 o'clock by Moderator O'Connell, and call for meeting was read by him.
Voted: That further reading of the Warrant with the exception of the Constable's Return be dispensed with.
Constable's Return was then read.
Article 1. To see if the town will raise and appropriate for each of the several departments of the town, including an appro- priation for the Miscellaneous Fund, the Soldiers' Relief and Military Aid, sufficient money to provide for the running or said departments until the annual meeting, or what they will do about it.
Voted: That the town raise and appropriate for the months of January and February of 1914, the following amounts:

Voted: That the town appropriate the receipts of the Municipal Light Plant to March 1, 1914 to meet the disbursement of said Department.
Art. 2. To see if the town will authorize its Treasurer with the approval of the Selectmen, to borrow on or after January 5th, 1914 in anticipation of revenue of 1914, such additional sums of money as may be necessary to meet the current expenses of the town previous to its annual town meeting, giving the note or notes of the town therefor.
Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the Revenue of the financial year beginning January 1, 1914 to an amount not

exceeding in the aggregate $28,388, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the Revenue of said financial year.
Art. 3. To hear and act upon the report of the Committee appointed under Article No. 18 of the November warrant to consider the subject matter of the collection of swill.
Voted: That the Board of Health be granted until the next annual meeting to make their report.
Art. 4. To see if the town will raise and appropriate a sufficient sum of money to carry out such recommendations as the town may adopt under Article No. 3.
Voted: That the subject matter of this article be indefinitely postponed.
Voted: That this meeting be dissolved.

Meeting called to order at 7.40 o'clock p.m., by Moderator O'Connell.
The Town Clerk being absent, Assistant Town Clerk, Charles E. Walton officiated as Town Clerk.
Call for meeting was read by Moderator O'Connell.
Voted: That reading of the Warrant be dispensed with with the exception of the Constable's Return.
Constable's Return was then read.
Voted: That Articles 16, 17, 18, 19, 21, 22, 23, 24 be taken up. "Yes" 39. "No" 6.
Voted: That Articles 16, 17, 18, 19, 21, 22, 23, 24 be laid upon the table until two weeks from tonight (March 23), at eight o'clock.
Article 1. To act upon the reports of town officers as published.
Voted: That the reports of town officers as published be accepted and laid upon the table.
Art. 2. To choose all town officers not required to be chosen by ballot.
Voted: That a committee of five be appointed to bring in a list of town officers not required to be chosen by ballot and report at an adjournment of this meeting.
Art. 3. To see if the town will authorize the Treasurer with the approval of the Selectmen, to borrow during the current year beginning January 1, 1914, in anticipation of revenue for said financial year, such sums of money as may be necessary to meet the current expenses of the town, giving the note or notes of the town therefor.
Voted: That the Town Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the Revenue of the

financial year beginning January 1, 1914, to an amount not to exceed $265,000.00 including $35,422.19 previously authorized, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 4. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appro- priations for the same.

Art. 29. To see if the town will raise and appropriate the sum of five hundred and fifty-four dollars ($554) an amount equal to the surplus of the Water Department of last year, to be applied to the payment of interest on the water bonds. Charles A. Dean and others.

That the work be carried on under the plan adopted last year and the Selectmen be so instructed. That preference be given at all times to men, horses and carts of the Fire Department.
