TOWN MEETING, MARCH 8, 1915


Meeting called to order by Moderator Eaton at 7.40 o'clock p.m., who read the call for meeting.


On Motion of F. H. Emerson


Voted: That further reading of the warrant with the exception of the Constable's Return be dispensed with.


Constable's Return read by Moderator.


Article 1. To act upon the reports of town officers as published.


Motion by J. C. Hartshorne, That the report of the Treasurer be laid on the table and that the Selectmen be and hereby are requested to ask the Town Counsel for an opinion as to whether the several certificates of deposit representing nine-tenths of all the trust funds held by the town are legal investments under the provisions of Statutes of 1913 and that they report to the town before the final adjournment of this meeting.


Amendment by A. D. Moran.


That this motion be laid upon the table until next Monday evening at eight o'clock and that the Town Counsel render his opinion in writing at that time.


Amendment declared carried and original motion as amended was then voted.


On Motion of M. E. Clemons.


Voted: That reports of remaining town officers as published be accepted and laid upon the table.


Article 2. To choose all town officers not required to be chosen by ballot.


On Motion of W. V. Taylor.


Voted: That a committee of five be appointed to bring in a list of town officers not required to be chosen by ballot and report at an adjournment of this meeting.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1st, 1915, and to issue a note or notes therefor, payable within one

Article 6. To see if the town will raise and appropriate the sum of $236.66 to reimburse the Treasury for this amount paid in settle- ment of judgment in the so-called Bement case, as required by law .- Board of Selectmen.

Article 7. To see if the town will authorize the Selectmen to expend the sum of $6,000 in the permanent rebuilding of Highways, or what they will do about it .- Board of Selectmen.

Voted: That the Selectmen be and are hereby authorized to ex- pend the sum of $6,000 for the Macadam Construction of Highways under specifications approved by the Massachusetts Highway Com- mission.

To see if the town will raise and appropriate the sum of $6,000 for the purpose outlined in the preceding article, or to see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue the bonds, notes or scrip of the town to an amount not exceeding $6,000 to provide necessary funds for carry- ing out any action voted under the preceding article, or what they will do about it .- Board of Selectmen.

Voted: That the sum of $6,000 is hereby appropriated for the purpose mentioned in Article 7, and that to provide for the payment for the Macadam Construction of Highways, as authorized by vote of the town under Article 7 of the Warrant for the town meeting of March 8, 1915, the Treasurer be and is hereby authorized, with the approval of the Selectmen, to issue bonds or notes of the town of the aggregate sum of $6,000; said bonds or notes to be payable in one year from the date of their issue; all of said bonds or notes to be dated May 6, 1915, and bear interest payable semi-annually; all particulars as to form, issuance and sale of said bonds or notes to be determined by the Treasurer, with the approval of the Selectmen. Article 9. To see if the town will raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street, as ordered by the County Commissioners, provided, that only an amount equal to the total amount contributed for said purpose by the State, shall be ex- pended from said $2,000 .- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street, as ordered by the County Commissioners provided, that only an amount equal to the total amount contributed for said purpose by the State shall be expended from said $2,000 as asked for in Article 9.


Article 10. To see if the town will authorize the Selectmen to expend the sum of $4,000 in the permanent rebuilding of Lowell Street, or what they will do about it .- Board of Selectmen.

Article 12. To see if the town will raise and appropriate the sum of $7,800 and interest thereon, to pay for the Metropolitan Water used in the year 1914 .- Charles A. Dean and others.

To see if the town will vote to become a part of the Metropolitan Water District and authorize the Board of Select- men to make, in the name of the town, application to the Metropolitan Water and Sewerage Board to admit the Town of Wakefield into the Metropolitan Water District, and furnish the town with water, or what they will do about it .- Lauren L. Article 18. To see if the town will vote to allow the Municipal Light Board to overdraw the General Account by an amount equal to the "Guarantee Deposit Account" for gas and electric meters, and so instruct the Treasurer and Town Accountant to this effect .- Edwin C. Miller, chairman.

Parker Road (between Eustis Avenue and Bartlett Hill).

Wharton Park Place (so called).

Byron Street (between Gould Street and Jordan Avenue).


Water Street, to the Saugus line.


Wiley Street (near Mill River bridge).


Nahant Street (near residence of W. J. Bazley).

Article 21. To see if the town will raise and appropriate a sum

of money for new construction and improvement in street light system, and also raise and appropriate such additional sum or sums as as may be necessary to cover the estimated expense of installing the street lights which are voted by the town under the preceding article. -Frank J. Henkel and others.


Finance Committee offered the following motion:


That the town raise and appropriate the sum of $625 for the purpose of installing new electric street lights in accordance with the judgment of the Light Board, said $625 to be added to the deprecia- tion account.


Amendment by E. H. Morton.


That the town raise and appropriate the sum of $800 and that the additional sum of $175 be used to install two lights on Gladstone Street near residences of A. W. Eldredge and C. S. Crabiel, also light corner Harrison Avenue and Essex Street, and on Essex Street near residence of W. R. Pratt.


Amendment carried, "Yes" 93, "No" 89, and original motion as amended was then voted.


Article 22. To see if the town will vote to raise and appropriate a sufficient sum of money to extend the gas mains through Bellevue Park, or what they will do about it .- Jesse M. Dow and others.


On Motion of Finance Committee.


Voted: That the Light Commissioners be instructed to extend the gas mains through Bellevue Park in such places as in their judg- ment seems best, and the cost of the same to be taken from the de- preciation account.


On Motion of Finance Committee.


Article 23. To see if the town will vote to dispose of the whole or any part of the electric generating plant of the Light Department, and see if the town will vote to appropriate all sums received therefor to the depreciation account, or what they will do about it .- Frank J. Henkel.


On Motion of Finance Committee.


Voted: That the Light Commissioners be authorized on behalf of the town to dispose of electric generating plant of the Light De- partment as asked for in Article 23 and that all sums received therefor be appropriated to the depreciation account of the Light Department.


Article 24. To hear and act upon a report of the Committee on the revision of the town By-Laws .- John A. Meloney.


Mr. Meloney reported for the Committee that they were not prepared to report at the present time.


Voted: That the subject matter of By-Laws be laid upon table until two weeks from tonight.
