Article 26. To see if the town will instruct its several Boards having expenditures of town moneys in their charge, to give prefer- ence to registered voters of the Town of Wakefield, or what they will do about it .- William H. Landers and others.

REPORT OF TOWN CLERK


Article 27. To see if the town will vote to raise and appropriate the sum of $100 for the purpose of re-establishing the Trust Fund of $100 left by the late Ezra Eaton, and accepted by the town at the March meeting, 1857, the interest accruing therefrom to be expended in perpetual care of the burial lot of the said Ezra Eaton, or what they will do about it .- Board of Selectmen.


On Motion of Finance Committee.


That the town raise and appropriate the sum of $100 to re- establish the Trust Fund of the late Ezra Eaton as called for in Article 27 and that said fund be placed in the custody of the Town Treasurer for investment with the approval of the Selectmen.


Motion of M. E. Clemons to indefinitely postpone was lost, and motion of Finance Committee was then voted.


Article 28. To see if the town will authorize the Fish and Game Warden to put in a fish screen at the outlet of Lake Quannapowitt, subject to the approval of the Massachusetts Fish and Game Commis- sioners, and appropriate a sufficient sum of money to do the work, or what they will do about the matter .- Jacob C. Hartshorne and others.

That the town raise and appropriate the sum of $25 for the purpose outlined in Article 28.

That the time of installation be left to the discretion of the Fish and Game Warden.

Article 29. To see if the town will put in a suitable wall on both sides of the outlet of Lake Quannapowitt, running from the low water gauge-stone, about 25 feet, to the highway culvert, and raise and ap- propriate a sufficient sum of money to do the work, or what they will do in the premises .- Jacob C. Hartshorne and others.

Voted: That the subject matter of this article be indefinitely postponed.


Article 30. To see if the town will vote to raise and appropriate the sum of $75 to pay for clerical services, for preparing copy of the 1915 valuation book, under the supervision of the Board of Assessors, the same to be published as a part of the next annual town report .-- Harry A. Simonds and others.

Article 31. To see if the town will vote to increase the pay of laborers in all departments to a minimum wage of $2.50 per day, or what they will do about it .- Henry A. Taylor and others.

Meeting called to order by Moderator Eaton at eight o'clock P.M., Article 16 being in order.


Motion by Mr. McMaster.


That the town become a part or enter the Metropolitan Water District and authorize the Board of Selectmen to make in the name of the town application to the Metropolitan Water and Sewerage Board to admit the Town of Wakefield into the Metropolitan Water District and furnish the town with water.


Motion by C. A. Dean.


That the vote on this question be taken at 9.30 unless sooner reached.


Substitute Motion by J. C. Hartshorne.


That the vote on the water question be taken at a special town meeting and that the Australian system of balloting be used.


Substitute Motion by Hartshorne was put to vote and lost.


Motion by Dean was carried.


The seating capacity of the floor being inadequate the Moderator requested the persons occupying the front gallery to take seats on the side which was done, and the front gallery occupied by voters. There still remained, however, about 150 voters standing around the sides of the hall.


Disucssion on the McMaster Motion followed until 9.30 and was principally by Messrs. Cosman, McMaster, M. Low, E. H. Morton, F. H. Hackett, C. A. Dean and Hervey J. Skinner.


At the hour of 9.30 Mr. Skinner not having finished his remarks.

Voted: That the time of debate be extended to the hour of 9.45.


At 9.45 the vote on motion by McMaster was taken and declared not carried.

Voted: That the printed report of Committee on By-Laws relat- ing to new Building Laws, Section 1 to 52 both inclusive, be adopted. Voted: That Article IX to XVII both inclusive and Article XIX. of the town By-Laws be repealed.


Article 32. To see if the town will vote to authorize the em- ployment of an additional policeman, to the extent made necessary by reason of the operation of the law giving the regular policemen one day off in every fifteen, and raise and appropriate a sufficient sum of money therefor, or what they will do about it .- Board of Selectmen.

Article 33. To see if the town will vote to raise and appropriate. the sum of $300 for the purpose of removing the old Paul Revere bell from the belfry of the High School Building to the belfrey of the Town Hall Building, and attach thereto a striking lever, and install electric lights over the dials of said clock .- Forrest A. Seavey and. others.


Motion by Finance Committee to indefinitely postpone was lost.


Mr. A. H. Thayer offered a motion authorizing the Selectmen to carry out the matter of the article and that the town raise and appropriate $300 therefor.


Mr. Round offered an amendment raising the amount to $500.

Voted: That the subject matter of Article 33 be referred to the Board of Selectmen, they to report at some future meeting.

Voted: That hereafter all Boards having the expenditure of town moneys, who employ mechanics or laborers, shall give preference to such mechanics or laborers who are citizens of Wakefield.


Article 34. To see what action the town will take, if any, with regard to the planting of shade trees, and to raise and appropriate at least $150 for this purpose in order that the town might enter

Voted: That the town raise and appropriate the sum of $350 to be used toward defraying the expenses incurred by the H. M. Warren Post 12, G. A. R., in their observance of May 30th, next, as Memorial Day.


Article 37. To see if the town will raise and appropriate the sum of $50 for Memorial Day purposes, for the use of the United Spanish War Veterans, or what they will do about it .- William F. Barrett and others.

Voted: That the town raise and appropriate the sum of $50 to be used towards defraying the expenses incurred by the United Span- ish War Veterans in their observance of May 30th, next, as Memorial Day.


Article 38. To see if the town will vote to authorize the Munici- pal Light Board to use the street lighting system as an auxiliary no- school signal .- Arthur H. Boardman.

Article 39. To see if the town will vote to construct a sewer in Park avenue, Dell avenue and Stedman street, connecting with the sewer in Converse street, through private land or otherwise, and . raise and appropriate a sum of money therefor, or what they will do about it .- Selden W. Voted: That the town construct the sewer as asked for in Article 39 and appropriate the sum of $5140.60 therefor, and that the Town Accountant transfer the unexpended balance of $1140.60 of the Upper Gould Street and Byron Street sewers to this account.


Article 40. To see if the town will vote to issue bonds, notes or scrip to provide funds to build such extensions of the public sewer

Voted: That for the purpose of providing for the payment for the extension of Sewers as authorized by vote of the town under Article 39 of the Warrant for the town meeting of March 8, 1915, the Treasurer be and is hereby authorized with the approval of the Selectmen, to issue bonds or notes of the town of the aggregate sum of $4,000; said bonds or notes to be payable $1,000 annually in each of the years 1916 to 1919, both inclusive; all of said bonds or notes to be dated May 6, 1915, and bear interest payable semi- annually ; all particulars as to form, issuance and sale of said bonds or notes to be determined by the Treasurer, with the approval of the Selectmen.
