ART. 6. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the taxes of the present municipal year to an amount not exceeding in' the aggregate ten thousand dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of the present municipal year.


Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning Jan. 1, 1915, to an amount not exceeding in the aggregate Ten Thousand Dollars, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the taxes of said municipal year.


ART. 7. To determine in what manner the taxes shall ,be collected for the ensuing year, also determine what percentage shall be allowed the Col -- lector for the ensuing year.


Voted, That the taxes be paid in accordance with the pro- visions of Chapter 688, Section 71 of the Acts of 1913 as amended by Chapter 824 of the Acts of 1913, viz. :- "Taxes

shall be paid not later than the 15th day of October of each year, and on all taxes remaining unpaid after the first day of November interest shall be paid at the rate of six per cent per annum from the 15th day of October until such taxes are paid." It was also voted that the Collector receive one and one-quarter per cent on all taxes collected by him.


ART. 8. To see if the town will authorize the Collector to use all such means in the collection of taxes as the Treasurer might if elected to that office.


Voted, That the Collector be instructed to use all the means and processes provided by law for the collection of all taxes remaining unpaid after the first day of December, 1915. .


ART. 9. To see what compensation the town will allow the members of the Fire Department for the ensuing year.


Voted, That the members of the Fire Department be paid the sum of Fourteen dollars per year and Fifty cents per hour while at work at fires.


ART. 10. To see how much per hour the town will allow for work on the highways for the year ensuing, or do or act anything relating thereto.


Voted, That the price per hour for labor on the highways for the ensuing year be left to the discretion of the Superin- tendent of Streets.


ART. 11. To see if the town will accept the following named sums as perpetual trust funds for the care of lots in Vine Lake Cemetery the interest thereof or so much as may be necessary to be used for said care, viz. : For care of the John B. Coombs lot

ART. 12. To see what action the town will take to raise and appropriate two hundred and fifty dollars for the George Washington Memorial Building, Washington, D. C.

ART. 13. To see if the town will put in three lights on High Street near the Walpole line.


Voted, That the town put in three lights on High Street, and that if the appropriation be not sufficient to pay for the cost thereof that the deficiency be taken from the reserve fund.


ART. 14. To see if the town will put in two additional lights on Adams Street near the junction.


Voted, That the town put in two additional lights on Adams Street, near the Junction, and that if the appropria- tion be not sufficient to pay the cost thereof that the deficiency be taken from the reserve fund.


ART. 15. To see if the town will instruct the Selectmen to change the hours of lighting the street lights or do or act relating thereto.


Voted, That the Selectmen be and. they are instructed to contract with the Edison Electric Illuminating Company to light the streets every night until one o'clock A. M., and the sum of $150.00 is hereby granted and appropriated in addi- tion to the appropriation granted under Article 5.


ART. 16. To see if the town will extend the sewer on Main Street in an easterly direction as far as the grade will allow, in accordance with the survey on file in the Selectmen's office.


Voted, That the Selectmen obtain plans and estimates of the cost of proposed sewer and report at some future meeting.


ART. 17. To see if the town will increase the salaries of the Selectmen as follows : Chairman of the board, $250.00; other members of the board to receive $150.00 ; also to increase the salary of the Town Treasurer to $250.00.


Voted, That a committee be appointed by the Moderator to adjust the salaries and compensation of all town officers and report at the next annual meeting.


The committee appointed consisted of Fred J. Laverty, Frank A. Day, Lewis K. Conant.


ART. 18. To see if the town will appoint a committee to inquire into and report the advisability of purchasing the plant of the Medfield Water Co., and the expense thereof and report at some future meeting.

ART. 19. To see what action the town will take in regard to a survey of the town, grant and appropriate money therefor, or do or act anything re- lating thereto.

ART. 20. To see if the town will vote to elect a board of three Park Commissioners, to serve without compensation, and to take effect at next annual meeting.


Voted, That the town elect a Board of Park Commission- ers to serve for one, two and three years respectively, to com- mence with the year 1916 and that thereafter one member shall be elected each year to serve for three years.


ART. 21. To see if the town will extend the present heating arrangement in the Town House so as to heat the hall with steam, or do or act anything relating thereto.


Voted to dismiss the article.


ART. 22. To hear and act on the reports of any committees appointed at previous meetings.

SPECIAL MEETING.


MARCH 29, 1915.


Pursuant to a warrant issued by the Selectmen, the in- habitants of the Town of Medfield, duly warned and notified in the manner prescribed by law, met at the Town Hall in said Medfield, Monday evening, March 29, 1915.


The meeting was called to order by the Moderator at 7.30 o'clock and the following action was taken upon the several articles contained in the warrant.


ARTICLE 1. To see if the town will grant and appropriate an additional sum of money for the protection of life and property.


Voted, That the sum of $400.00 be granted and appro- priated in addition to the amount granted at the last annual meeting.


ART. 2. To see if the town will vote to elect at the next annual meeting three constables instead of five; said constables to receive a stated compen- sation, the amount to be fixed by the committee chosen at the last annual meeting to adjust the salaries of all town officers.


Voted, That the number of constables to be elected at the next annual meeting be reduced from five to three and that the compensation therefor be referred to the committee ap- pointed at the last annual meeting to recommend adjustment of salaries of all town officers.


ART. 3. To hear and act on the report of the Selectmen in relation to the extension of the sewer on East Main Street ; grant and appropriate money therefor, if necessary, or do or act anything relating thereto.

Voted, That the sum of $1,500.00 be granted and appro- priated for the extension of the sewer on East Main Street, and that the Treasurer be and hereby is authorized, with the approval of the Selectmen to give notes of the town therefor as follows: one note for $500.00 payable in one year; one note for $500 payable in two years, and one note, not to exceed $500.00, payable in three years from date of issue.


ART. 4. To see if the town will grant and appropriate the sum of $200 for the purpose of purchasing a chemical apparatus for the Fire Department.


Voted, That the sum of Two Hundred Dollars be granted and appropriated for the purchase of a 40 gallon Chemical Fire Engine.


ART. 5. To see if the town will appoint a committee to inquire as to the advisability and cost of an auto truck for the Fire Department, and report at some future meeting.


Voted, That the Selectmen appoint a committee of three to ascertain cost and report at some future meeting. The following named persons were nominated for a committee : Granville C. Mitchell, Fred J. Laverty, Fred A. Smith.


ART. 6. To see if the town will grant and appropriate money in conjunc- tion with the State and County for the purpose of regrading and improving East Main Street, as far as the town line.


Voted, That the sum of $1,000.000 be granted and appro- priated for the regrading and improving of East Main Street, as far as the town line; and for this purpose $500 dollars shall be taken from the current tax levy and the Treasurer is authorized, with the approval of the Selectmen, to borrow money and give a note of the town for $500 payable in one year from date of issue.


ART. 7. To hear and act on reports of any committees appointed at pre- vious meetings.


The report of the Valuation Committee was read, accepted and placed on file, and the thanks of the town extended to the committee.

On motion of Mr. Geo. W. Hardy an informal vote was taken and the following resolution adopted.


"In consideration of the many favors extended to the" "people of this town, in gratuitously furnishing carriages" "for funerals and other occasions, the citizens of Medfield" "here assembled tender to Mr. Willard Harwood a vote of" "thanks for his sympathetic kindness and request that a" "copy of this vote be transmitted to him by the Selectmen" "in appreciation of the valued service rendered by him."


All the articles having been acted upon the meeting was dissolved.

REPORT OF ENGINEERS.


RECORD OF FIRES FOR THE YEAR 1915.


March 7, brush and wood fire on the land of Percy Wil- liams near railroad ; Walpole also responded.


March 9, brush and wood fire in South End on the land of A. H. Smith and John Chapman. About ten acres burned over.


March 12, brush and fire on Willard Harwood's land land which was discovered in time to prevent a serious fire.


March 14, fire alarm at 12.25 for fire at Pfaff Estate. Damage slight.


March 19, a fire alarm at 12.25 P. M. for brush fire in the rear of Henry Young's on Brook Street running parallel with Main Street to Fred Smith's; at one time the fire en- dangered the gasolene pumping station under the water tower. About 25 acres burned over.


March 20, three still alarms for brush fires, two on Park Street and one near Walpole line on the land of A. H. Smith.


March 23, a still alarm for grass fire on Adams Street at 5.00 P. M., north of Sweeney's house.


March 28, fire alarm at 2.30 P. M. Brush and wood owned by Childs and Weiker.


March 28. Fire alarm at 4.50 P. M. Wood and brush on Coltman's land, about 40 acres, burned over and much damage on logs.


March 30, a still alarm at 3.30 P. M. for chimney fire at Ernest Cooks, South End.


March 30, fire alarm at 8.20 on house occupied by Joe. Marchionett. Damage slight.


April 12, brush and wood fire set by railroad on land of Mr. Parkhurst and Thos. Rourke at 1 P. M.

April 13, brush and wood fire in Rocky Wood on Harwood and Hamant's, about 40 acres burned over and also some cut wood. Alarm called at 10.15 A. M.


April 14, still alarm for chimney fire in the building oc- cupied by Abell and Wilkins. Dry goods and barber shop at 10.45 A. M.


April 20, called to Walpole at 2.00 P. M. to assist in ex- tinguishing brush fire.


April 21, called again to Walpole at 12.15 A. M. and re- turned at 6 A. M.


April 21, at 9.45 A. M. an alarm for brush fire and woods starting near Green Street and sweeping over two or three hundred acres endangered Childs estate and not stopping until reaching the main road southwest of David Meany's, a very severe fire and doing a vast amount of damage. It re- quired all the help that we could muster in with all of our apparatus.


The fire at Walpole springing up again required our com- bined force of men to prevent it from getting into Medfield but with the assistance of Dover we succeeded in extinguish- ing it about 6.00 P. M.


April 22, a grass fire on Mason Estate this side of Medfield Junction. Some damage to small pine trees.


April 25, an alarm at 7.30 A. M. for a fire at Otto Richter's. A small outbuilding destroyed; carelessness was the cause.


May 24, fire alarm at 3.35 P. M. Fire in vacant house known as the Gerald house at Medfield Junction. The house was completely destroyed and conditions look like incendiary.


July 3, a still alarm at 6.30 P. M. for a chimney fire in the house occupied by Mrs. Beckwith. No damage.


July 6, an alarm of fire called at 4.30 P. M. for fire in one of Harwood's buildings in the wood yard and was de- stroyed by fire caused by children playing with matches.


Sept. 14, an alarm of fire at 11.00 P. M. in the dwelling house occupied by Agnes Banks. Damage about $100.00.


Sept. 21, an alarm at 11.15 P. M. for fire in building owned by E. V. Mitchell on North Street and occupied by

Nov. 10, an alarm for brush and woods at noon, 12.00 P. M., beyond Shepherd's near Walpole line. About 100 acres burned over.


Nov. 11, at 11.30, fire alarm. House occupied by Mayo Dow on Frairy Street. It was subdued by our chemical engine. Damage slight.
