Article 2. The Committee on the Installation of Toilets in the basement of the Town Hall was given verbally by A. M. Taft. Voted to continue committee for one year.
Article 3. Read.
Motion to return to Article 2. Mr. William Taft ver- bally reported for the Committee on the Town Farm. He reported that the work was in progress and that the com- mittee be continued for another year. This was voted.

REPORT OF THE FINANCE COMMITTEE

March 1st, 1932.
The present financial condition of the Town of Oxford requires the most careful and serious consideration by all the voters. At the present time there is but very little cash in the treasury. It is the usual custom to borrow in the spring of each year a sum of money large enough to pay current expenses of the Town until taxes become due in the fall. This year, due to the large amount of uncollected taxes, it is quite probable that the Town will be unable to negotiate the usual tax anticipation loan. If such is the case, the only possible way to pay current salaries, wages and material purchases is by the enforced collection of taxes due the Town.
Because of these facts it is evident that the most rigid economy must be maintained in the conduct of all the Town's affairs. The Finance Committee has met with all Officials, Committees and Department heads and all bud- gets for the current year have been carefully scrutinized and all items not absolutely essential for the proper func- tioning of the Departments have been eliminated. Salaries and wages must be cut wherever possible and purchases of materials reduced to the extreme minimum, also the hourly wage for trucks must be reduced from last year's level to conform to the present lower wage scale. Then finally, every Department must so administer its affairs that the department appropriations will not be exceeded and that there will be no outstanding bills to be added to the budget of 1933. In this connection, we would advise the Town De- partments that according to Massachusetts General Laws, no town department shall incur liability in excess of the appropriation made for the use of such department.

The various Officials and Committees have co-operated
with us to the fullest extent so that the recommended ap- propriations given below show a material reduction over the cost of previous years. It should be understood, how- ever, that even with this entire list adopted by the Voters and the amounts recommended for the articles in the war- rant be voted, the tax rate for the present year will proba- bly be in excess of $40.00.

The school appropriation was the cause of much dis- cussion with the following taking part, Dr. R. S. Fletcher, Alfred M. Taft, Edwin N. Bartlett, William A. Doyle, John L. Rhodes.
Article 4. Voted; That the Town authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of revenue of the financial year beginning January 1, 1932, in addition to the amount previously authorized and to issue a note or notes of the Town therefor payable within one year, any debt or debts incurred under authority of this vote to be paid from the revenue of said financial year. Yes 119. No 0. Tellers were Ira G. Ellis and Arthur C. Taft.
Article 5. Voted; That the Town co-operate with the State under Chapter 81 of the General Laws in regard to the maintenance and repair of the highways of the Town.
Article 6. Voted; That the Town increase the salary of its Collector of Taxes from five-eights of one percent of his collections to three-quarters of one percent of his col- lections, said increase to be retroactive to and include the year 1931.

Article 7. Voted; That the Town fix the salaries of the Board of Assessors as follows: Chairman, $275.00, the other two members $250.00 each and clerk $100.00.
Article 8. Voted; That the Town raise and appro- priate the sum $1,785.47 in order to pay outstanding bills of previous years as follows: Selectmen $161.00, Collector of Taxes $163.70, Memorial Hall $3.20, Huguenot Hall $26.00, Police $64.40, Tree Warden $11.70, Health $143.44, Streets $32.00, Bridges $32.49, Public Welfare $954.13, Soldiers' Relief $29.50, Schools $20.29, Ind. Industrial Schools $121.92 and Library $21.70.
Article 9. Voted; That the Town authorize the Se- lectmen to abate the sidewalk assessment of $208.39 against the Methodist Episcopal Church Society.
Article 10. Voted; That the Town establish a Road Machinery Account, to which shall be credited all receipts received for the use or rental of road machinery, the pro- ceeds to be appropriated as voted by the Town for road machinery purposes.
Article 11. Voted; That the Town raise and appro- priate the sum of Five Hundred Dollars ($500.00) for pur- poses of repairing and operating road machinery, same to be known as a maintenance fund.
Article 12. Voted; That the Town co-operate with the State and County in making repairs to the Rochdale Maca- dam Road and appropriate the sum of Five Hundred Dol- lars; the State and County each to contribute alike. The original motion on the above article was for $2,500.00 and was lost. The amendment was for $500.00 and was carried.
Article 13. Voted; That the Town appropriate the sum of $2,500.00 to co-operate with the State and County for the purpose of building a section of Macadam Road on

Charlton Street westerly from the end of the present Maca- dam Road to the Charlton-Oxford Town Line, the State and County each to contribute alike; $500.00 to be raised in 1932, and to issue two notes of $1,000.00 each, one payable one year from the date of issue, and the other payable two years from the date of issue. Article 14. Voted; That the Town instruct the Se- lectmen to lay out a section of road two hundred feet long from Maple Avenue extension, North Oxford, northward along an old discontinued road.

THE COMMONWEALTH OF MASSACHUSETTS
Worcester, ss.
To either of the Constables of the Town of Oxford in the County of Worcester, GREETING:
In the name of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town af- fairs, to meet at the Memorial Hall in said Oxford on Wed- nesday, the twentieth day of April next, at eight o'clock in the evening, then and there to act on the following arti- cles :
Article 1. To see if the Town will vote to raise and appropriate the sum of $30,000.00 for the purpose of pay- ing Town of Oxford notes No. 240 and 243 issued in antici- pation of revenue of 1931, which notes are still outstanding and the revenue to meet such notes still unpaid, or take any action relative thereto.
Article 2. To see if the Town will vote to authorize the assessors to use the free cash in the treasury to meet the appropriations made in the year 1932 to an amount not exceeding $30,000.00 or such sum not to exceed $30,000.00 as may be collected in 1932 on account of the taxes of 1931 and prior years not otherwise pledged, or act thereon.
Article 3. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to refund Town of Oxford note No. 245 issued in anticipation of the

revenue of the year 1931, in accordance with the provisions of Section 17, Chapter 44, General Laws, any debt so in- curred to be paid from the revenue of the year 1931, or act thereon.
Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen, to with- draw any or all of its trust funds deposited in various bank- ing institutions, the money thus secured to be used for the purchase of Town of Oxford Revenue Loans, payable with- in one year from the date of issue from the revenue of 1932, or act thereon.
Article 5. To see if the Town will vote to rescind the vote passed under Article 7 at the annual Town Meeting, March 2, 1931, which was as follows: "Voted: To raise and appropriate the sum of Five Thousand Dollars ($5,- 000.00) to co-operate with the State and County for the purpose of building a section of macadam road on Charlton Street westerly from the end of the present macadam road to the Charlton-Oxford Town Line; the State and County each to contribute a like amount, and One Thousand Dol- lars ($1,000.00) of said amount to be raised by tax levy of 1931 and two notes of the Town of Two Thousand Dol- lars ($2,000.00) each to be issued, one payable in 1932 and the other in 1933", or act thereon.
Article 6. To see if the Town will vote to rescind the vote passed under Article 13 at the annual Town Meeting, March 7, 1932, which was as follows: "Voted: To raise and appropriate the sum of $2,500.00, to co-operate with the State and County for the purpose of building a section of Macadam Road on Charlton Street westerly from the end of the present Macadam Road to the Charlton-Oxford Town Line, the State and County each to contribute alike; Five Hundred dollars ($500.00) to be raised in the 1932 Tax Levy and two notes of the Town of One Thousand Dollars

($1,000.00) each to be issued, one payable one year from the date of issue and the other payable two years from the date of issue.", or act thereon.
Article 7. To see if the Town will vote to authorize the Selectmen to discontinue certain Street Lights in ac- cordance with a plan submitted by the Finance Com- mittee, or act thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof at the Post-Office on the Plains at Oxford and at the Post-office in North Oxford in said Town, seven days at least before the time of holding said meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

Meeting called to order by the Moderator, Homer S. Joslin, at 8 P. M., with Town Clerk M. Harold Harrington. There were 150 voters present. Arthur C. Taft and Philip W. Joslin were appointed by the Moderator to act as tellers.
Article 1. Approved by the Finance Committee. Vot- ed: That there be raised and appropriated the sum of $30,- 000.00 for the purpose of paying revenue notes No. 240 and 243 issued in anticipation of revenue of 1931.
Article 2. Approved by the Finance Committee. Vot- ed: That the Town authorize the assessors to use the free cash in the treasury to meet the appropriations made in the year 1932 to an amount not exceeding $30,000.00 or such sum not to exceed $30,000.00 as may be collected in 1932 on account of the taxes of 1931 and prior years not otherwise pledged. Vot- ed: To rescind the vote passed under Article 13 at the an- nual Town Meeting, March 7, 1932, which was as follows: Voted: To raise and appropriate the sum of $2,500.00 to co-operate with the State and County for the purpose of building a section of macadam road on Charlton street westerly from the end of the present macadam road to the Charlton-Oxford Town Line, the State and County each to contribute alike; Five Hundred Dollars ($500.00) to be raised on the 1932 Tax Levy and two notes of the Town of One Thousand Dollars ($1,000.00) each to be issued, one payable one year from the date of issue and the other pay- able two years from the date of issue.

In the name of the Commonwealth you are hereby re- quired to notify and warn the inhabitants of said town who are qualified to vote in Primaries to meet in Memorial Hall at Oxford, in Precinct No. 1, and in Huguenot Hall at North Oxford, in Precinct No. 2, Tuesday, the twenty-sixth day of April, 1932, at 6:30 o'clock P.
