SPECIAL TOWN MEETING
December 12, 1932
Meeting called to order at 8:02 P. M. with the follow- ing Officers: Moderator Homer S. Joslin and Town Clerk M. Harold Harrington. There were 135 present in the Up- per Hall at the opening of the meeting.
Article 1. Voted to transfer from the Elections & Registrations $300.00 and from the Forest Fire Department $200.00 to the Soldiers' Relief Department.
Article 2. Voted to transfer from the Huguenot Hall Account $100.00, Hydrants Account $100.00, Health $200.00, Bridges $200.00, Rochdale Macadam Account $500.00, Old Age Assistance $300.00, Interest Account $2,500.00 to the Public Welfare Department.
Article 3. Motion to dismiss Article 3 and seconded. Remarks by Mr. Kinniery, Mr. Bartlett, and Mr. Mara. Amended to pass Article 3 was read. Yes to abolish the present method of electing the Selectmen, and No to con- tinue the present method. The vote was doubted, when de- clared lost by the Moderator. Henry A. Larned and Harry B. Tuck, were appointed tellers. Mr. William Taft made a motion to adjourn, which was seconded by William Allen. The Moderator ruled a standing vote on the amendment to abolish the present method of electing the Selectmen. Yes to abolish, 53; No, not to abolish 71. Motion to dismiss Ar- ticle 3, was carried.
Article 4. Motion to dismiss Article 4 and seconded. Remarks by Mr. Doyle and Mr. Kinniery. The motion was amended that Article 4 be passed as read. The vote on the amendment was lost.

Report of the Selectmen
The following is a brief summary of the work of your Board of Selectmen for the year ending Dec. 31, 1932.
APPOINTMENTS
A complete list of appointments made during the year will be found in another section of this report as well as the complete Jury List and those persons drawn for Jury Duty.
Our highway work, has during the past year, been done under the supervision and in co-operation with the Department of Public Works, State of Massachusetts, com- monly called Chapter 81, and has been a problem difficult to handle due to the fact that nearly all of this work was done by men unfamiliar with highway work.
Early in the season all persons desiring work were registered numbering well over two hundred, later classi- fied according to family requirements and the list selected as Class A men have furnished the labor for the Highway Department for the past season. These men with few ex- ceptions proved their willingness to work and the amount accomplished entitles them to favorable comment from this Board.
We have extended the black surfaced roads as rapidly as we deemed practical. These roads seem to meet the ap- proval of the public and we favor their further extension.
We have gone over the entire town with a view of locating places ordinarily impassable at certain seasons by reason of mud and during the season just closed have com- pleted slightly over two thousand feet of stone foundation road at a cost of from 47 to 65 cents per foot.

Reconstruction of the road known as Route No. 15 from Oxford Heights to Leicester Street at Texas Village, was completed by the State during the summer months which assisted us by the employment of a considerable number of our men who were out of work.
Continued construction of the Charlton Street project was abandoned for financial reasons.
We commend the work of our District Superintendent Mr. Seaver and recommend a continuance of the work un- der Chapter 81.
We fully appreciate the trying positions in which near- ly every Board in our Town have been placed during the past year. We have whenever called on, endeavored to co- operate with them to the extent of our ability and wish to here recognize the many courtesies received from every Board with which we have been associated.

Report of the Tax Collector

I present herewith my eighth annual report as your Collector of Taxes :
Continuation of the business depression throughout the year 1932 has made the work of the Collector more difficult than ever before.
Unemployment has prevented the desired showing in the collection of Poll and Old Age Assistance taxes, many who have paid in previous years having been aided by the welfare department.
It has been necessary to advertise real estate with the result that the Town has accumulated more tax titles during the year than in all previous years of the Town's history combined.
Your Collector appeals for your co-operation in clear- ing up the outstanding lists.
The following table shows the financial report and the list of outstanding taxes for 1930 and 1931 is appended.

INFIRMARY
There has been 17 persons cared for at the infirmary during the year. Five persons have been discharged, one died and eleven are still being cared for.
Total number of inmate weeks, 497 4-7.
The Infirmary Department delivered 609 loads of wood to outside relief.

The Welfare Board supplied labor for brush-cutting work on the highways to an amount of 2350 hours. Consid- erable help was also furnished to the Cemetery department.
The What-So-Ever club, Oxford Community Associa- tion and Oxford Red Cross have rendered valuable aid and the Welfare Board extends to them their appreciation. Credit should be given as below:

Many families who otherwise would have been re-
ferred to Board of Public Welfare have been aided by the

Report of the Town Physician
Department of Public Welfare,
Town of Oxford, Mass.
Gentlemen :
I herewith submit my report as Town Physician for the year ending Dec. 31, 1932.
During the year sixteen professional calls were made at the Home Farm and there were made twelve calls at my office for treatment from the Farm.
But one death occurred at the Farm this last year, viz : Mr. Tucker, age 73.
Owing to depression in business this past year, a large number of Out-side Poor called for aid from the De- partment of Public Welfare and these calls were responded to by the Town Physician when requested by a member of the Department.
