TOWN WARRANT


THE COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To either of the Constables of the Town of Oxford in the County of Worcester, GREETING:


In the name of The Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town af- fairs, to meet at the Memorial Hall in said Oxford on Tues- day the twenty-first day of June next, at eight o'clock in the evening, then and there to act on the following articles :


Article 1. To see if the Town will vote to raise and appropriate the sum of $181.37 to be apportioned as fol- lows: Health, $91.00; Streets, $12.64; Public Welfare, $73.50; Schools, $4.23; in order to pay outstanding bills of the year 1931, or act thereon.


Article 2. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for the Public Welfare Department, or act thereon.


Article 3. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for the Old Age Assist- ance Department, or act thereon.


Article 4. To see if the Town will vote to raise and appropriate the sum of $3,000.00 for the Soldiers' Relief Department, or act thereon.

Article 5. To see if the Town will vote to give work on the highways to citizens who are in arrears on taxes for the years 1930, 1931, including also the tax of 1932. A list to be furnished by the Tax Collector to the Selectmen, or act thereon, as petitioned for by Albert J. Moon and others.


Article 6. To see if the Town will vote to authorize and instruct the Selectmen to re-route the Acme Bus Lines, Inc., from the intersection of North Main Street and Leices- ter Street over Leicester Street to Southbridge Street at the former sub-station or act thereon, as petitioned for by Michael F. Mara and others.


Article 7. To see if the Town will vote to authorize the Board of Public Welfare to appoint an investigator for the year 1932 at a salary not to exceed Six Hundred Dollars, ($600.00) for such term, such salary to be paid from the regular appropriation for the Welfare Department, or take any action thereon, as petitioned for by James J. Kinniery and others.


Article 8. To see if the Town will vote to use the services of those receiving aid from the Public Welfare De- partment in grading the grounds at the Woodward School, or act thereon, as petitioned for by Alfred M. Chaffee and others.


Article 9. To see if the Town will rescind or amend any votes passed at the last annual Town Meeting, or act thereon, as petitioned for by Leslie J. Chaffee and others.


Article 10. To see if the Town will adjust or fix the salaries or wages of any Town officers or employees, or act thereon, as petitioned for by Leslie J. Chaffee and others.


Article 11. To see if the Town will vote to recommend to the Board of Assessors, the abatement of the 1930, and

1931 Taxes amounting to $1,037.27 and $3,682.41 respec- tively of Andrew Howarth and Son, Inc., or act thereon.


Article 12. To see if the Town will vote to raise in the 1932 Tax Levy, the sum of $5,719.68; $2,037.27 of this, amount to be credited to the Overlay of 1930 and $3,682.41 to be credited to the Overlay of 1931, or act thereon.


And you are directed to serve this Warrant, by posting up attested copies thereof at the Post-Office on the Plains at Oxford and at the Post-Office in North Oxford in said Town, seven days at least before the time of holding said meeting.

SPECIAL TOWN MEETING


June 21, 1932


Meeting called to order at 8 P. M. with the following Officers : Moderator, Homer S. Joslin and Town Clerk M. Harold Harrington. The upper hall was filled to capacity.


The Finance Committee gave the following report :

Article 1. Voted that the Town raise and appro- priate the sum of $187.37 to be apportioned as follows : Health $91.00, Streets $12.64, Public Welfare $73.50, Schools $4.23 in order to pay outstanding bills of the year 1931.


Article 2. Mr. Leslie J. Chaffee talked on this Article and moved that we take up Article 8 first. Voted to take up Article 8, after a long talk by Mr. A. M. Chaffee the follow- ing vote was taken:


Article 8. Voted to raise and appropriate the sum of $1,500.00 to be used in improving the Woodward School Grounds, the spending of the money as well as the hiring of help to be in the hands of A. M. Chaffee, except that the list of the needy shall be given Mr. Chaffee by the Welfare Board and the Selectmen for the Soldiers' Relief.


This vote was passed after a motion to dismiss the Article had been lost, and a long talk by Mr. Alfred M. Taft.


A motion by the Town Clerk that the question be put at once brought an end to the discussion and the above vote was the result.


Article 2. Voted that the Town raise and appropriate the sum of $4,000.00 for the Public Welfare Department.


Article 3. Voted that the Town raise and appropriate the sum of $2,750.00 for the Old Age Assistance Depart- ment.


Article 4. Voted that the Town raise and appropriate the sum of $2,500.00 for the Soldiers' Relief Department.


Motion by Mr. I. J. Johnson to take up Articles 11 & 12 next was voted.

At the request of Mr. A. P. Howarth, a Mr. Bartlett of Boston was permitted to speak.


Article 11. Voted to Dismiss.


Article 12. Voted to Dismiss.


Article 5. Dismissed.

Motion to dismiss Article apparently lost. After a long talk by Mr. W. W. Taft as to his duties the motion to dismiss was de- clared carried.

Article 2. To see if the Town will vote to amend the vote passed under Article 3 of the warrant for the annual Town Meeting held on March 7, 1932 by striking out $57,- 500 for School and inserting in place thereof $53,500.


Article 3. To see if the Town will vote to amend the vote passed under Article 3 of the warrant for the annual Town Meeting held on March 7, 1932 by striking out $5,650 for Street Lights and inserting in place thereof $3,300.


Article 4. To see if the Town will vote to authorize the School Committee of the Town of Oxford to close the Comins School and to discontinue school sessions therein, or take any action thereon.

To see if the Town will vote to authorize the School Committee of the Town of Oxford to transport the school children of the Rochdale district and the Comins district so-called to the Thayer school, the Woodward school and the Oxford High School so-called, in the said Town of Oxford and raise and appropriate a sufficient sum of money therefor or take any action thereon.

Meeting called to order at 8:08 P. M. with the follow- ing Officers, Moderator Homer S. Joslin and Town Clerk, M. Harold Harrington. There were 200 present in the up- per hall at the time the meeting opened.


There were no recommendations from the Finance Committee.


On Motion of Selectmen Charles N. Turner it was voted to take up Article 4 and 5 first.


Article 4. Voted: That the Town do not authorize the School Committee of the Town of Oxford to close the Comins School and to discontinue school sessions therein.


Article 5. Voted: To dismiss.


Article 1.
