REPORT OF THE BOARD OF SELECTMEN


The Board of Selectman would like to mention a few of the accomplishments which directly affect the townspeople.


In 1951 the tax rate was $50.00; in 1952 it was $47.00 and in 1953 it was reduced to $44.00 per thousand. The tax rate is based primarily on the amount of the appropriations voted at Town Meeting. We earnestly urge the attendance of all tax- payers who are entitled to vote, to attend these meetings. It is your civic duty to exercise this priviledge.


During 1953 $10,000. was paid on the Fire Station note, thus liquidating the loan which was due to run four more years. The finances of the Town have been substantial and have car- ried us through without the necessity of borrowing money in anticipation of revenue.


We wish to express our thanks for the co-operation extended to us by all Town Departments during the past year.

During the year 1953, all of the property that had been taken by the Town for non-payment of taxes was either redeemed or sold at auction. This included 24 parcels taken by the Town from 1934 to 1949. The real estate is now on the valuation books and bringing in revenue.


One parcel of 8 acres was held by the Town. The Select- men, after establishing the bounds and determining its availa- bility, decided to hold this land in case Mendon, in the future, should need a site for a Town Dump.

Much credit is due our Town Dog Officer, Raymond Miller for his efforts in collecting delinquent dog licenses in 1953.


We have a new County Dog Officer this year who is urging the Assessors to make a more complete canvass of dogs in this town.


He will this coming year visit and inspect all kennels and will no doubt take further action in more prompt payment of licenses.


All dogs three months old or more must be licensed at the Town Clerk's office on or before April 1, 1954. The Dog License Refund is added to the General School Fund of our Town.

Parents, within forty days after the birth of a child, and every householder, within forty days after a birth in his house, shall cause notice thereof to be given to the clerk of the town where such child is born*

REASONS WHY BIRTHS SHOULD BE RECORDED


To establish identity.


To prove nationality.


To prove legitimacy.


To show when the child has the right to enter school.


To show when the child has the right to seek employment under the child labor law.


To establish the right of inheritance to property.


To establish liability to military duty, as well as exemption therefrom.


To establish age and citizenship in order to vote.


To qualify to hold title to, and to buy or sell real estate.

To establish the right to hold public office.


To prove the age at which the marriage contract may be entered into.


To prove age to determine validity of a contract entered into by an alleged minor.


To prove age for Old Age Assistance.


To prove age so as to have the right to take Civil Service Examinations.


Parents be sure to record the birth of your child with given name in full.


Your co-operation to the end that all births may be properly recorded will be greatly appreciated.


Parents will please return the supplemental birth report sent them by the Clerk, even though they have received one from the Clerk of the town in which the child was born. The corrections are not forwarded to the Mendon Town Clerk.


Blanks for the return of all Vital records can be obtained from the Town Clerk.

REPORT OF THE TREE WARDEN AND MOTH SUPERINTENDENT


This year the Town appropriated $750. for tree work due to an ice storm on January 11, 1953. The storm cost $250. leaving a balance of $500. to take care of trees that had to be removed or trimmed. This included the trees destroyed by the tornado on June 9th on Bellingham Street.


Later, the State Department of Conservation ordered us to remove and destroy nine elm trees which were found to have the Dutch Elm disease. It was, therefore, necessary to get a transfer from the Finance Committee of $202.25 to cover this extra expense. The total cost of tree work amounted to $952.25.


There are more elm trees which must be removed in 1954 as they are being destroyed by the Dutch Elm Disease.


The State authorities for Insect Pest Control have recom- mended that a total of $1,000. be appropriated in 1954 for spraying for moths and elm beetle, instead of the customary $200. and $500. respectively.

REPORT OF THE HIGHWAY SURVEYOR


To the Board of Selectmen :


Gentlemen :


I submit the following report of work done on the Town roads during 1953:


Chapter 81


There were 15,637 gallons of tar and asphalt applied to various roads under this Chapter. Twenty-five hundred feet of West Hill Road was hard surfaced with tar and asphalt. Thayer Road was finished with hard surface also. Shoulders were cut back on George Street for a considerable distance, thus leaving ample room for snow removal and a better view of the corner. Five Hundred feet of Bellingham Street was rebuilt and should- ers cut back for better snow removal. Northbridge Street and Hartford Avenue were also cut back for snow removal purposes. Blackstone Street drainage was completed to the end of the air- port field. Brush was cut on all Chapter 81 roads.


Chapter 90 Maintenance


A total of 14,297 gallons of tar and asphalt were applied to various roads. A new drain was installed on North Avenue near Powers Road to prevent the water from flowing across the street. This will relieve a spot which has been bad during the Winter months.
