WARRANT FOR TOWN MEETING.


APRIL 1, 1889.


WORCESTER, SS.


To either of the Constables of the Town of Southbridge, in the County of Worcester, GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Southbridge, aforesaid, qualified to vote in elections and town affairs, to meet in the Dresser opera house, in said Southpridge, on Monday, the first day of April next, at nine of the clock in the forenoon, then and there to act on the following articles :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To choose all necessary town officers for the en- suing year, viz : Clerk, Treasurer, Selectmen, Overseers of the Poor, Board of Health, Assessors, School Committee, Library Committee, Cemetery Committee, Auditors of Accounts, Sink- ing Fund Commissioner, one or more Highway Surveyors and Constables.


ART. 3, To vote by ballot "Yes" or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town ?" ,


ART. 4. To hear the report of the Auditors of Accounts, Treasurer, Clerk, Selectmen, Overseers of the Poor, Fire Engi- neers, School Committee, Library Committee, Board of Health and Cemetery Committee, and act thereon.


ART. 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges the ensuing year, or act thereon.

ART. 6. To see if the town will authorize the Collector to use the means for collecting the taxes which the Town Treas- urer, when appointed Collector, may use, or act thereon.


ART. 7. To see if the town will allow a discount on taxes paid within a certain period, or act thereon.


ART. 8. To see if the town will authorize the Treasurer to borrow money in anticipation of taxes, or act thereon.


ART. 9 To see if the town will accept the list of jurors as posted and presented by the Selectmen, or act thereon.


ART. IO. To see if the town will vote to pay the engine men for the ensuing year, or act thereon.


ART. II. To see if the town will raise and appropriate money for the observance of Memorial Day, or act thereon.


ART. 12. To see if the town will raise and appropriate money to pay the Water Supply Company for the use of hydrants and drinking fountains for the ensuing year, or act thereon.


ART. 13. To see if the town will vote to fix the compen- sation of town officers, laborers and teams for the ensuing year, or act thereon.


ART. 14. To hear the report of the committee appointed to revise the by-laws, or act thereon.


ART. 15. To see if the town will purchase horses for the Fire Department, or act thereon.


ART. 16. To see if the town will vote to employ police officers, or act thereon.


ART. 17. To see if the town will raise and appropriate money for the support of the militia.


ART. 18. To see if the town will vote to establish an electric light at the corner of Dean and Crystal streets, or act thereon.


ART. 19. To see if the town will take any measures to prosecute, at the expense of the town, violations of the law re- lating to the manufacture and sale of intoxicating liquors, drunk- enness and common drunkards the ensuing year, raise and ap- propriate money therefor, or act thereon.


ART. 20. To see if the town will instruct the Assessors to publish their valuation list in the town reports, or act thereon.

ART. 21. To see if the town will build a concrete side- walk on the westerly side of Pleasant street from Main street to land of L. W. Curtis, and appropriate money therefor, or act thereon.


ART. 22. To see if the town will build a sidewalk on the south side of Dresser street from land of Geo. W. Wells to Marcy street extension and appropriate money therefor, or act thereon.


ART. 23. To see if the town will join with two or more other towns in Worcester County in requiring the County Commissioners to establish, at the expense of the County, at a convenient place or places therein other than the jail or house of correction, a truant school or schools for the confinement, discipline and instruction of minor children convicted under the provisions of Sections 10 and 12 of Chapter 48 of the Public Statutes, and to make suitable provision for the government and control and for the appointment of proper teachers and offi- cers therefor, or act in any manner relating thereto.


ART. 24. To see if the town will build a reservoir for water supply as a protection against fire on South street near the residence of J. T. McKinstry.


ART. 25. To see if the town will place three or more lamp . posts and lanterns on Highland street.


ART. 26. To see if the town will authorize their Treasurer to trasfer to unappropriated funds the following sums of money : $1190.50 from liquor license fund, $211.28 from North street walk, $10.49 from Crane street repairs, $72.98 from Central street sidewalk and $2.35 from town barn pur- chase ; also from unappropriated funds $5.06 to Lens and Crystal street repairs.


ART. 27. To see if the town will vote to elect additional Highway Surveyors, or act thereon.


ART. 28. To see if the town will vote to establish an Electric Fire Alarm system, raise and appropriate money there- for, or act thereon.


And you are directed to serve this warrant by publishing an attested copy thereof twice in the "Southbridge Journal" and "Southbridge Herald," the first publication being not less than nine days next preceding the day of the meeting,-or by posting up such attested copies in four conspicuous public

places within the town, at least nine days, including Sundays,- before the day of holding said meeting. The polls will be open at 9 o'clock a. m. and close at 3 o'clock p. m.
