Warrant for Town Meeting. APRIL 5, 1897.


WORCESTER, SS.


To either of the Constables of the Town of Southbridge, in the County of Worcester, GREETING :


In the name of the Commonwealth of Massachusetts you are hereby requested to notify the inhabitants of the Town of Southbridge, aforesaid, qualified to vote in elections and town affairs, to meet in the Town Hall in said Southbridge, on Mon- day, the fifth day of April, 1897, at 9 o'clock in the forenoon, to act on the following articles :


ARTICLE 1. To choose a Moderator to preside at said meeting.


ART. 2. To choose all necessary town officers for the ensuing year, viz : Clerk, Treasurer, Selectmen, Overseers of the Poor, Board of Health, Assessors, School Committee, Audit- ors of Accounts, Cemetery Committee, Library Committee, a Sinking Fund Commissioner and Constables.


ART. 3. To vote by ballot " Yes or No " in answer to the question "Shall license be granted for the sale of intoxicating liquors in this town."


ART. 4. To hear the reports of the Auditors of Accounts, Treasurer, Clerk, Selectmen, Library Committee, and act thereon.


ART. 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges, the ensuing year, or act thereon.


ART. 6. To see if the town will allow a discount on taxes paid within a certain period, or act thereon.

ART. 7. To see if the town will authorize the Treasurer to borrow such sums of money in anticipation of taxes, as will be found necessary to meet the current expenses of the year, or act thereon.


ART. 8. To see if the town will accept the list of Jurors as posted and presented by the Selectmen, or act thereon.


ART. 9. To see if the town will vote to pay the engine men for the ensuing year, or act thereon.


ART. 10. To see if the town will raise and appropriate money for the observance of Memorial Day, or act thereon.


ART. 11. To see if the town will vote to pay an Electri- cian for the ensuing year, or act thereon.


ART. 12. To see if the town will fix the compensation of town officers, laborers and teams for the ensuing year, or act thereon.


ART. 13. To see if the town will raise and appropriate money for the support of the militia, or act thereon.


ART. 14. To see if the town will vote to raise and appro- priate the sum of $300 (three hundred dollars) for Police Duty, or act thereon.


ART. 15. To see if the town will raise and appropriate money to pay the Water Supply Co. for use of hydrants and drinking fountain for the ensuing year, or act thereon.


ART. 16. To see if the town will raise and appropriate money for Street Lights, or act thereon.


ART. 17. To see if the town will vote to authorize the Selectmen to sell the Town Pound, when in their judgment it would be for the interest of the town to do so, and locate a Town Pound on the Town Farm, or act thereon.


ART. 18. To see what action the town will take in regard to building a system of sewers on Hamilton, Hook, Pine, Marcy and Edwards streets, raise and appropriate money therefor or act anything regarding the same.

ART. 19. To see if the town will vote to finish the strip of sidewalk on Elm street abutting the properties of Mrs. S. C. Hartwell and Sylvester Dresser, raise and appropriate money therefor or act thereon.


ART. 20. To see if the town will vote to lay out a town way beginning at the westerly line of the easterly section of Dresser street, thence over land of Ellen J. Bartholomew to the easterly end of the westerly section of Dresser street, raise and appropriate money therefor or act thereon.


ART. 21. To see if the town will vote to accept the street running from Chapin street to Wells court to be called Forest avenue, or act thereon.


ART. 22. To see if the town will vote to purchase two headstones for Revolutionary Soldiers, Lemuel Clark and William Simpson, raise and appropriate money or act thereon.


ART. 23. To see if the town will vote to appropriate a sum of money for the proper celebration of Fourth of July, or act thereon.


ART. 24. To see what action the town will take in regard to erecting a new school building, raise and appropriate money therefor or act anything regarding the same.


ART. 25. To see what action the town will take in regard to building a new armory, raise and appropriate money therefor or act anything regarding the same.


ART. 26. To see if the town will vote to build a concrete sidewalk, stone curbing, on the southerly side of Hamilton street between Pine street and Cross street, raise and appropri- ate money therefor or act thereon.


ART. 27. To see if the town will vote to build a concrete sidewalk, stone curbing, on the west side of Everett street from Summer street to private way known as Spring street, raise and appropriate money therefor or act thereon.

ART. 28. To see if the town will vote to construct a gravel sidewalk on the west side of Benefit street, from North street to Lens street, raise and appropriate money therefor or act thereon.


ART. 29. To see if the town will authorize the Treasurer to transfer to unappropriated funds the following amounts : Banquet hall, $19.68; Elm street sidewalk, 2.58; Fire alarm boxes, 5.75; Hose carriages, 1.99; New Engine house, 8.41 ; Retaining wall, 370.12; Special highways, .07; Toboggan hill sidewalk, .05, or act thereon.


ART. 30. To see what action if any the town will take relative to having the Town Clerk's office kept in the Select- men's room in town hall building or act thereon.


ART. 31. To see what action, if any, the town will take relative to collecting the amount due from the collector of 1884 taxes, or act thereon.


ART. 32. To see if the town will vote to prosecute at the expense of the town, violations of the laws relating to the sale of intoxicating liquors, drunkenness and common drunkards, or act thereon.


ART. 33. To see if the town will vote to discontinue the electric arc light on Woodlawn street at Hillside Park, or act thereon.


ART. 34. To see if the town will vote to establish an electric arc light on corner of Hamilton, Crane and Cross streets, raise and appropriate money therefor or act thereon.


ART. 35. To see if the town will vote to establish an electric are light on Charlton City Road near residence of Joseph Peloquin, raise and appropriate money therefor or act thereon.


ART. 36. To see if the town will vote to establish an elec- trie are light on Morris street, above railroad bridge, raise and appropriate money therefor or act thereon.

ART. 37. To see if the town will vote to establish four incandescent electric lights on South street leading to Shuttle- ville. between the four corners (near Dr. Gauthier's) and the house of Manning Plimpton, raise and appropriate money there- for or act thereon.


And you are directed to serve this Warrant by publishing an attested copy thereof twice in the Southbridge Journal. Herald and Press, the first publication being not less than nine days next preceding the day of the meeting,-or by posting up such attested copies in four conspicuous public places within the town, at least nine days, including Sundays, -before the day of holding said meeting. The polls will be open at 9 o'clock A. M., and close at 3 o'clock P. M.


Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place hereinbefore named.
