OF THE
BOARD OF SELECTMEN.
Selectmen's Report.
The itemized accounts of the board of Auditors has given in full the expenditures of appropriations of the different de- partments under our charge. We have endeavored to be economical in all departments, but contingencies constantly arise which necessitate a continual outlay of money, whereby some of the accounts are quite heavily overdrawn.
Highways.
The highways and streets are in good condition, with the exception of Hamilton street, which is in a very deplorable state and will be until the street is either block paved or mac- adamized, which should not be done until the street is sewered.
Sidewalks.
The sidewalks are growing better every year. The old brick walks are fast disappearing and concrete is taking the place. A small appropriation each year will soon clean out all the old brick walks, which have become dangerous.
Bridges.
The bridges as a whole are in good condition. River street bridge and the iron bridge at the Globe should be new planked,

also some of the bridges need painting, to protect them from the weather. Our recommendation for this account will cover these expenditures.
Fire Department.
The fire department is ably looked after, and is kept up to its standard as a first-class department, well manned and equipped and in good hands. The Chief's report will give in full the doings of this department.
War Relief.
The war relief account is growing larger. Every year de- mands are heavy for the relief of the soldiers, their widows and orphans, and we feel obliged to ask for an increased appropria- tion.
New Armory.
During the past year the town has built a new armory for the use of the militia. The expense of maintaining Co. K has increased, therefore we have been obliged to ask for a larger ap- propriation, but when the town receives back from the state the $525 which the state now pays, the difference will be small.
Repairs.
Repairs have been made upon the town hall, which has drawn quite heavily on this account, and as other repairs must be made, we have asked for an increased appropriation.

Special Appropriations.
At the annual meeting held last April, there was appropri- ated about $2700.00 (twenty seven hundred dollars) for special improvements. With one exception the improvements have been completed within the appropriation-the extension of Me- chanics street, the gravelling of Coombs street, and the com- pletion of the walk on Elm street between Park and Summer streets. The walk on Hamilton street between Pine and Cross streets, the sum appropriated was inadequate, as we were obliged to excavate from two to three feet of loam and muck and fill with gravel in order to get a good foundation for the curb and concrete. This extra work has overdrawn the ap- propriation.
Shade Trees.
Complaints have come to the Selectmen of the cutting down and removing of shade trees standing along our highways. We herein print Sec. 15 of the By-Laws of the Town :
SECTION 15. No person shall cut down or remove any ornamental or shade trees standing in a highway, town way or street, unless the same obstructs such ways or endangers, hind- ers or incommodes persons traveling thereon, without first giv- ing notice of his intention to one or more of the Selectmen or Road Commissioners of the town ; and if the Selectmen or Road Commissioners desire to retain the tree they shall give notice of such desire to such person within ten days thereafter; and the damages caused by the retaining of said tree shall be determined in the same manner as in a case of damage by the alteration of such highway, town way or street.

There have been a few cases of typhoid fever, mostly of mild type.
Of contagious and infectious diseases there have been a few cases of scarlet fever and diphtheria.

(1.) When a householder knows that a person within his family is sick of small-pox, diphtheria, scarlet fever or any other disease dangerous to the public health, he shall immedi- ately give notice thereof to the selectmen or board of health of the town in which he dwells, and upon the death, recovery or removal of such person, the rooms occupied and the articles used by him shall be disinfected by such householder in a man-

ner approved by the board of health. Any person neglecting or refusing to comply with either of the above provisions shall forfeit a sum not exceeding one hundred dollars.
(2.) When a physician knows that a person whom he is called to visit is infected with small-pox, diphtheria, scarlet fever or any other disease dangerous to public health, he shall immediately give notice thereof in writing, over his own signa- ture, to the selectmen or board of health of the town ; and if he refuses or neglects to give such notice he shall forfeit for each offence not less than fifty nor more than two hundred dollars.
Membraneous croup is diphtheria of the larynx, and as such should be reported as diphtheria.
A proper regard for the principles of quarantine and disin- fection in cases of infectious and contagious diseases may pre- vent much in the way of sickness and death.

Warrant for Town Meeting. APRIL 4, 1898.
WORCESTER, SS.
To either of the Constables of the Town of Southbridge, in the County of Worcester, GREETING :
In the name of the Commonwealth of Massachusetts you are hereby requested to notify the inhabitants of the Town of Southbridge, aforesaid, qualified to vote in elections and town affairs, to meet in the Town Hall in said Southbridge, on Mon- day, the fourth day of April, 1898. at 9 o'clock in the forenoon, to act on the following articles :
ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To choose all necessary town officers for the ensuing year, viz : Clerk, Treasurer, Selectmen, Overseers of the Poor, Board of Health, Assessors, School Committee, Audit- ors of Accounts, Cemetery Committee, Library Committee, a Sinking Fund Commissioner and Constables.
ART. 3. To vote by ballot " Yes or No " in answer to the question "Shall license be granted for the sale of intoxicating liquors in this town."
ART. 4. To hear the reports of the Auditors of Accounts. Treasurer, Clerk, Selectmen, Library Committee. and act thereon.
ART. 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges, the ensuing year, or act thereon.

ART. 6. To see if the town will allow a discount on taxes paid within a certain period, or act thereon.
ART. 7. To see if the town will authorize the Treasurer to borrow such sums of money in anticipation of taxes, as will be found necessary to meet the current expenses of the year, or act thereon.
ART. 8. To see if the town will accept the list of Jurors as posted and presented by the Selectmen, or act thereon.
ART. 9. To see if the town will vote to pay the engine men for the ensuing year, or act thereon.
ART. 10. To see if the town will raise and appropriate money for the observance of Memorial Day, or act thereon.
ART. 11. To see if the town will vote to pay an Electri- cian for the ensuing year, or act thereon.
ART. 12. To see if the town will fix the compensation of town officers, laborers and teams for the ensuing year, or act thereon.
ART. 13. To see if the town will raise and appropriate money for the support of the militia, or act thereon.
ART. 14. To see if the town will vote to raise and appro- priate the sum of $300 (three hundred dollars) for Police Duty, or act thereon.
ART. 15. To see if the town will raise and appropriate money to pay the Water Supply Co. for use of hydrants and drinking fountain for the ensuing year, or act thereon.
ART. 16. To see if the town will raise and appropriate money for Street Lights, or act thereon.
ART. 17. To see if the town will vote to buy two Fire Alarm Indicators, raise and appropriate money therefor, or act thereon.
ART. 18. To see if the town will vote to locate a hydrant on Hamilton street between Marcy and Cross streets; one on

Everett street between Park and Spring streets ; one on Crystal street; one at corner of South and Water streets, raise and ap- propriate money therefor, or act thereon.
ART. 19. To see if the town will vote to raise and appro- priate the sum of fifteen dollars ($15.00) to buy markers for the graves of Revolutionary soldiers, or act thereon.
ART. 20. To see if the town will vote to authorize the Treasurer to transfer from unappropriated funds to sidewalk between Pine and Cross streets, $103.10; to armory, $315.16; to sewers, $72.97; to sewer plans, $158.06, or act thereon.
ART. 21. To see if the town will vote to authorize the Treasurer to transfer from Southbridge, Sturbridge and Brook- field railroad account, $3,237.50 ; specifications new Grammar School, $410; balance of sinking fund after paying bonds, to Marcy street school house, or act thereon.
ART. 22. To see if the town will vote to widen and straighten a piece of highway at the head of Cliff street in front of the new Catholic cemetery, raise and appropriate money therefor, or act thereon.
ART. 23. To see if the town will vote to relocate the highway running from the railroad crossing past the works of the Southbridge Printing Co. to corner of road leading to Web- ster, raise and appropriate money therefor, or act thereon.
ART. 24. To see if the town will vote to build a con- crete walk, stone curbing, on the west side of Marcy street from land of Mrs. W. J. Keith to Main street, raise and appro- priate money therefor, or act thereon.
ART. 25. To see if the town will vote to build a concrete walk, stone curbing, on the westerly side of Chapin street, from the southerly end of present walk to land of John W. Curran, raise and appropriate money therefor, or act thereon.
ART. 26. To see if the town will vote to raise and appro- priate the sum of $300 to straighten and repair the highway on

the Eastford road from Chicoine's block to the Houghton place, or act thereon.
