The net cost $2 per week, includes services of Superin- tendent, Matron, hired help, physician, etc. The inventory of personal property is $3,581 54. against $3,583 61 last year, a loss or shrinkage of $2 07.


The management of the property by Mr. and Mrs. George F. Northup, Superintendent and Matron, has been to the satis- faction and approval of the Overseers who have secured their services for another year and will commence their eighteenth year of continuous service.


The expenditures have been kept within the appropriation with a balance of $142 89 to the credit of the account.


For the ensuing year we recommend an appropriation of $2,000.

Outside Poor.


The Overseers of the Poor have drawn 213 orders. For the Outside, $4,937 47, against $6,779 last year; for the Farm and Almshouse, $2,058 74; for Repairs of Buildings, $45 74; total $7.041 95. The amount for the Outside is $1,841 less than last year. The total expense to the town $4,523, and $735 less than last year. This includes $2,191 paid for the insane at hospitals ; $237 for persons having settlements in other towns ; $147 for persons in other towns having settlements in this town ; $174 for the state for unsettled persons; $78 90 for 789 tramps. During the year $1,162 has been collected from the state for aid furnished state paupers. The expenses for the in- sane at the Hospitals are increasing from year to year, and amount this year to over 43 per cent. of the outside account. The full amount $169 46 paid Worcester Hospital for Annie Monroe, has been paid to the town by James Monroe. The expenditures have been kept within the appropriations, with a credit balance of $1,823 95 to the account. Inmates of the hospitals are :

Report of School Committee.


TO THE CITIZENS OF SOUTHBRIDGE:


Another year has passed with only such changes in the schools as usually come in the natural course of events. There is the same old story, no less irksome for us to say, than for you to hear. The simple fact remains, growing more conspicuous and more urgent every year, that our schools are neither prop- erly nor sufficiently accommodated, and can never become cred- itable to the town, till more and better buildings are provided. Having already purchased one of the best lots in the place for this very purpose, there is no plausible excuse for not immedi- ately erecting upon it a school house which shall be both a blessing and an honor to the town. No objection has been offered, or can be devised that has not some personal considera- tion behind it. And certainly every good citizen should allow all personal interests to be totally eclipsed by the needs of the children. It is an axiom to all wise men, that every smaller good, however desirable in itself, should always be set aside for that which is higher. And it requires no argument to convince thinking men that the welfare of the schools is higher and more important than the sum of all other interests with which the town has to deal.
