REPORT OF ANNUAL TOWN MEETING FEBRUARY 3-4, 1947 HELD IN EXCHANGE HALL, HARWICH CENTER


Article 1. To choose on one ballot the following Town Officers and Committees: Town Clerk. Town Treasurer, Collector of Taxes, for one year; one Selectman, Overseer of Public Welfare and Board of Health, for three years; one Assessor for three years; three Herring Committee for one year ; one School Committee for three years; three Con- stables for one year; one Trustee of Brooks Library for three years; one Park Commissioner for three years; Mod- erator for one year; one Water Commissioner for three years: Surveyor of Highways for one year; one Cemetery Commissioner for three years.


Article 2. To choose all other Town Officers and Com- mittees.

Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor payable within one vear and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


This article was accepted and adopted as read.


Article 4. To hear the report of all Town Officers and Committees for the year 1946.


It was unanimously voted to accept the report of the town officers and committees as printed in the 1946 report, with the request from Joshua A. Nickerson that the cont- plete auditor's annual audit be printed in the 1947 town report.


Article 5. To see if the Town will vote to raise and appropriate such sums of money as may be necessary to

defray Town expenses for the ensuing year, and act fully thereon.


The 1947 budget presented and recommended by the Finance Committee was accepted and adopted after several changes had been made in the Water and School appropria- tions, together with the increased pay granted to several elected officers.

Article 7. To see if the Town will vote to instruct its Selectmen to control, regulate and prohibit the taking of eels and any or all kinds of shellfish and sea worms within the Town limits, as provided in Chapter 130, Section 52 of Chapter 130 of the General Laws and to make any regula- tions in regard to such fisheries as may be expedient.

Article 8. To see if the Town will vote to transfer from surplus revenue or available funds a sum not in excess

of twenty thousand dollars ($20,000.) for the purpose of reducing the 1947 tax rate and act fully thereon.

Article 9. To see if the Town will vote to raise and appropriate a sufficient sum of money for unpaid bills of 1946, as provided for in Chapter 179 of the Acts of 1941.


Voted to take $3,250.41 from surplus revenue for pay - ing 1946 bills.


Article 10 To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereon.


Voted to raise and appropriate $1,000.00 to meet the Town's share for the cost of Chapter 90, Highway Mainten- ance and that in addition the sum of $2,000.00 be transferred from unappropriated available funds in the treasury to meet the State's and County's share of the cost of the work, the re-imbursements from the State and County to be re- stored upon their receipts to unappropriated available funds in the Treasury.


Article 11. To see if the Town will vote to raise and appropriate a sum of money to be used with whatever State and County funds are available under Chapter 90 Road Construction and act fully thereon.


Voted to raise and appropriate $7,500.00 to meet the Town's share of the cost of Chapter 90, Road Construction and that in addition the sum of $22,500.00 be transferred from unappropriated available funds in the Treasury to meet the State's and County's share of the cost of the work, the re-imbursements from the State and County to be restored upon their receipt to unappropriated available funds in the Treasury.


Article 12. To see if the Town will vote to raise and appropriate the sum of $500.00 for recreation and enter- tainment in the form of base-ball, by local players.

Article 13. To see what action the Town will take in regards to the Herring Fisheries for the year 1947 and act fully thereon.


Voted that the herring privilege be sold at public

auction at a time and place to be set by the Herring Com- mittee.


Article 14. To see if the Town will vote to raise and appropriate the sum of $250.00 for Band Concerts to be held in Brooks Park in 1947.

Article 15. To see if the Town will vote to raise and appropriate the sum of $500.00 to be used for the Dental Clinic in the Schools of Harwich, according to provisions of Chapter 3, Section 50 of the General Laws.

Article 16. To see if the Town will vote to raise and appropriate the sum of $4,000.00 to be used with the unex- pended $2,000.00 appropriated in 1946 with whatever State funds that may be available for the purpose of dredging at Allen's Harbor and act fully thereon.


Voted to rasise and appropriate $4,000.00 to be used with the un-expended $2,000.00 appropriated in 1946, and with whatever State funds that may be available for the purpose of dredging at Allen's Harbor.


Article 17. To see if the Town will vote to raise and appropriate the sum of $7,000.00 to be used with the unex- pended $5,000.00 appropriated in 1944 and with whatever .. State funds that may be available for the purpose of dredg- ing Wychmere Harbor and act fully thereon.


Voted to raise and appropriate $7,000.00 to be used with the un-expended $5,000.00 appropriated in 1944, and with whatever State funds that may be available for the dredg- ing of Wychmere Harbor.


Article 18. To see if the Town will vote to raise and appropriate a sum not to exceed one thousand ($1,000) dol- lars to be paid the Cape Cod Hospital for the establishment and maintenance of a free bed in the hospital for the care and treatment of persons certified by the selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chapter III of the General Laws, or take any action in relation thereto and act fully thereon.


Voted to raise and appropriate $1,000.00 for a free bed in the Cape Cod Hospital.

Article 19. To see if the Town will vote to raise and appropriate the sum of $400.00 for the purpose of keeping the beaches clean and for the repair of the Board Walks on the Town Beach and act fully thereon.

Article 22. To see if the Town will vote to increase the salary of the Supervisor of Highways to the sum of two thousand dollars and act fully thereon.

Article 24. To see if the Town will vote to raise and appropriate one thousand dollars ($1,000.00) to resurface and widen Great Western Road starting from Lothrop Ave. and to act fully thereon.

Article 25. To see if the Town will vote to raise and appropriate one thousand ($1,000.00) dollars to resurface and widen the road in West Harwich known as Lothrop Ave. from State Highway to Town Dump, and act fully thereon.


Voted to raise and appropriate $1,000.00 to widen and re-surface Lothrop Ave. from Rt. 28 to the Town Dump.


Article 26. To see if the Town will vote to raise and

appropriate the sum of two thousand ($2,000.00) dollars, to resurface and widen from the Brewster Line, Route 137, and continue as far as money will allow.


Voted to raise and appropriate $2,000.00 to re-surface and widen the road Rt. 137 from Brewster line as far as the money will allow.


Article 27. To see if the Town will vote to raise and appropriate twenty-five hundred ($2,500.00) dollars to re- surface and widen the so called Bay Road in East Harwich and act fully thereon-


Voted to raise and appropriate $2,500.00 to re-surface and widen Bay Road in East Harwich.


Article 28. To see if the Town will accept the laying out of a Town Way at Harwich Port known as Doane Way leading from Route 28 southerly to Lower County Road, as reported and recommended by the Selectmen under date of January 7th, 1947 and will authorize and instruct the Selectmen to take by purchase or eminent domain, in be- half of the Town, the lands or interests in the lands within said layout for a Town Way and will raise and appropriate a sufficient sum of money for this purpose and to act fully thereon.


Accepted and adopted, no appropriation necessary.


Article 29. To see if the Town will vote to construct a sidewalk on the North side of Main Street from the inter- section of Maine and South Streets, extending to the grade of the bridge on Kelly Road; to appropriate money there- for and act on all matters relating thereto.


Voted to construct a sidewalk on the North side of Main Street, Harwich Center from the intersection of South Street to the grade of the bridge over the railroad, and to raise and appropriate $500.00.


Article 30. To see if the Town will vote to raise and appropriate a sufficient sum of money to lay out and con- struct a sidewalk of suitable material on the North side of Park Street, Harwich Center extending from Oak Street to Pleasant Lake Avenue and act fully thereon.


Voted to construct a sidewalk on the North side of Park Street, Harwich Center extending from Oak Street to Pleasant Lake Avenue and to raise and appropriate $500.00.


Article 31. To see if the Town will vote to raise and

appropriate a sufficient sum of money to provide suitable settees and steps leading to the beach at the foot of Sea Breeze Avenue for the convenience of the residents of the street and to act fully thereon.

Article 32. To see if the Town will vote to raise and appropriate a sufficient sum of money to resurface with oil, Hiawatha Road from the Lower County Road to the Beach and act fully thereon.


Voted to raise and appropriate $500.00 with which to resurface with oil, Hiwatha Road from Lower County Road to the Beach.


Article 33. To see if the Town will vote to appropriate $500.00 to harden Shore Road Extension and act fully thereon.

Article 34. To see if the Town will vote to raise and appropriate a sufficient sum of money to construct a side- walk on the North or South side of Pleasant Street in Har- wich Port and act fully thereon.

Article 35. To see if the Town will vote to raise and appropriate the sum of five hundred ($500.00) dollars for building of steps to Beach and act fully thereon.


Limited to Town owned Beaches it was voted to raise and appropriate $500.00 for this article.


Article 36. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for the purpose of reloca- tion, alteration, laying out of Town Ways, engineering and surveying of Town property, and act fully thereon.


Voted to raise and appropriate $2,000.00 for the purpose of this article.


Article 37. To see if the Town will vote to raise and appropriate the sum of five hundred ($500.00) dollars to put in a leach basin on Sea Street, near residence of Lucy E. Kelley, and to act fully thereon.
