Article 78. Article 88. To see if the Town will vote to authorize the Board of Water Commissioners to enter into a contract with the officials of the Chatham Water Company to sell water for a period of ten (10) years at the rate of 20c per 1,000 gallons to the residents now living on the south side of Main Street, also known as Queen Anne Road, in the East Harwich area and to act fully thereon. Article 89. To see if the Town will vote to raise and ap- propriate a sufficient sum of money to install and maintain a water main on Gilbert Lane, from Sisson Road to Lothrop Avenue (Town Dump) and to act fully thereon. By request of Wendell F. Bassett and others.

To see if the Town will vote to raise and ap- propriate a sufficient sum of money to extend the water mains from Old County Road in South Harwich along Deep Hole Road and various streets and ways abutting thereon to Her- sey Road and to act fully thereon. Report of the Water Department
To the Citizens of the Town of Harwich:
A report of the activities of the Water Department for the year ending December 31, 1959 is given herewith.
A minimized water main construction program was con- ducted this past year with only 755 feet of large diameter pipe installed. Although 142 water services were added to the system, bringing the total connections to 2,424, two thirds of these were attributed to the installation of 2" lines where the yield was at least 6% or more. Applications from residents on Ocean Avenue, off Uncle Venies Road in South Harwich, were received early in the year with the stipulation that an agreement would be signed with the Water Department as- suring a 6% return on the project. The Board decided favor- ably and 544 feet of 6" pipe was laid and one hydrant in- stalled with funds taken from the Construction Account.
Also this year saw the completion of water main install- ation on Sequattom Road. Water for domestic consumption was made available in the early Spring and fire hydrants were put into service affording fire protection in that area.
Due to the relocation and resurfacing of Pleasant Lake Avenue, it was necessary to lower an existing 400 feet of 10" pipe at two points along this route. The work was effected by Fred W. Crowell of Harwich Port for the sum of $708.78.
A pressing need for more office space due to the continu- ous growth of this department was brought out in our 1958 report. Preliminary estimates had indicated that to enlarge the present building would be a costly proposition, conse- quently, the Commission, after careful study, felt the most economical solution to the problem would be an addition to the garage making room for meter racks and other equip- ment presently housed in the Pumping Station. This area in turn would be converted into an office for the Superin- tendent. Under Article #95 in the 1959 Warrant, funds were allocated for this project and plans were designed and specifi- cations drawn up. Several bids were submitted and opened on August 17 but because of an omission in the specifications, all bids were rejected. A second bid opening was scheduled for September 28 and the following tabulations were made:

A tree planting program inaugurated in 1958 was carried out again this year and the transplanting in the watershed area of 1,500 Red Pine and 500 Norway Spruce seedlings was accomplished by Water Department workmen. We feel that this program merits support and it is our intent to include in future spring schedules the planting of these small ever- green trees, which are purchased from the State Forest Nurs- eries and are grown expressly for reforestation purposes.
Maintenance work of a routine nature was performed during the year. Although no major repairs were necessary, work under this heading consisted of a thorough inspection of hydrants at regular intervals, minor repairs to gate valves, raising and cleaning valve boxes plus the periodic operation of our standby equipment. It was not necessary to utilize the electric pump or either of the diesel engines in the main station during the summer months as the electrical equip- ment in our three sub-stations handled very comfortably the peak demand.
You will note in our statistical report that receipts for the year totaling $82,395.40 were slightly below those of a year ago. The factor primarily responsible was the drop in revenue from excess water charges, however, we contemplated this as the consequence of the heavy rainfall experienced during 1958.

At this year's Annual Town Meeting, the Board of Water Commissioners were authorized by the Townspeople to ne- gotiate with officals of the Town of Chatham and the Chatham Water Company to provide water service to Chatham residents on the south side of Main Street in East Harwich. After several sittings for the purpose of contracting with these officials, the Commission agreed to sell water at the flat rate of 35c per 1,000 gallons. This offer was rejected and a second proposal, whereby each account would be charged $24.00 per calendar year with an annual allowance of 50,000 gallons of water, also met with unfavorable reaction. Ulti- mately, a representative from the Chatham Water Company propositioned with the Commission and agreed to purchase water at the wholesale rate of 20c per 1,000 gallons. The Board felt the Townspeople should decide the issue and an article will appear in the Warrant for action relative to the matter.
The customary bidding was invited early in the year for General Water Works Materials and bids were called on March 23. Numerous companies responded and contracts were awarded the following:

At its March 9th meeting the Commission reorganized with Francis J. Hibbert, Chairman and Harold A. Thompson, Secretary. Norman O. Nickerson was reelected at the Annual Town Election for a three year term. The entire department was saddened by the sudden death of Mr. Thompson on December 8. He had served for many years as a Water Com- missioner dating back to February 1939 at which time he was

elected. During the intervening years, he was privileged to have shared in a part of the extended growth of the Depart- ment. In fact, the Department served 237 takers in 1939 and, today, is serving 2,424 customers. Many changes and trends have transpired during these many years since he was elected. The continuous advancement of the Department reflects his judgment and wise counsel which was enjoyed by his as- sociates. His knowledge of plumbing and ability to represent mutual service to others will be greatly missed.
