Report of the Harwich School Space Needs Committee


To the Citizens of the Town of Harwich:


The School Space Needs Committee has held but one meeting during the year because it considered its work com- pleted in 1958, when it found that by 1966-67 it will be neces- sary to provide additional school rooms for a total increase in school population of at least 227 pupils, 78 in the high school and 149 in the elementary school. Actually it is be- lieved by the School Space Needs Committee and by the Har- wich Regional School Committee that the increase will be much larger than these figures based as they are upon pro- jections of present enrollment and birth rates in the com- munity.


Because the Harwich Regional School Committee is car- rying on the purpose and work of the School Space Needs Committee, on the advice of the Town Counsel your School Space Needs Committee voted on December 10, 1959 to ap- propriate an amount not to exceed $1500 from their fund of $4000 for the purpose of meeting the Harwich share of costs of preliminary architectural sketches and printing of the brochure of agreement approved by the Chatham-Harwich Regional Committee which will be presented to the voters of the community during the calendar year 1960.

Report of the State Audit

Dear Sir:


As directed by you, I have made an audit of the books and accounts of the Town of Harwich for the period from Jan- uary 1, 1957 to July 11, 1959 and submit the following report thereon :


An examination and verification was made of the recorded financial transactions of the town, as shown on the books of the departments receiving or disbursing money for the town or committing bills for collection.


The books and accounts in the town accountant's office were examined and checked in detail. The ledger accounts were analyzed and proved for the period of the audit. The recorded receipts were compared with the treasurer's books, while the payments were checked with the treasury warrants. The appropriations and transfers, as entered, were checked with the town clerk's record of town meeting votes and with the finance committee's record of transfers authorized from the reserve fund, and a balance sheet showing the financial condition of the town on July 11, 1959 was prepared and is appended to this report.


The books and accounts of the town treasurer were ex- amined. The recorded receipts were analyzed and checked with the accountant's books, with the records of the several departments collecting money for the town, and with other sources from which money is paid into the town treasury. The recorded payments were compared with the treasury warrants authorizing the treasurer to disburse town funds and with the accountant's books.


The cash book was footed throughout, and the cash bal- ance on July 11, 1959 was proved by actual count of the cash in the office and by reconciliation of the bank balance with a statement furnished by the bank in which town funds are deposited.

The payments on account of maturing debt and interest were verified by comparison with the amounts falling due and checked with the cancelled securities and coupons on file. The bond and coupon account was reconciled, and the outstanding bonds and coupons were listed.


The deductions from employees' salaries and wages for Federal and State taxes, and the county retirement system, were examined and proved with the town accountant's ledger.


The transactions of the trust and investment funds in the custody of the town treasurer and the trustees were veri- fied, and the savings bank books and securities representing the investment of these funds were examined and listed.


The records of tax titles held by the town were examined. The amounts transferred to the tax title account were com- pared with the collector's records; the reported redemptions, sales of lands of low value, and foreclosures were checked; and the tax titles on hand were listed, reconciled with the accountant's ledger, and compared with the records at the Registry of Deeds.


The records of tax possessions acquired by the town by foreclosure of tax titles were examined and checked. The foreclosures and sales were verified with the records at the Registry of Deeds, while the tax possessions on hand were listed and reconciled with the accountant's ledger.


The books and accounts of the tax collector were exam- ined and checked. The poll and property taxes, as well as the motor vehicle trailer excise, outstanding according to the pre- vious examination, together with all subsequent commitment lists, were audited and proved. The collections were compared with the cash book entries and with the recorded payments to the town treasurer as shown by the treasurer's cash book. The abatements as entered on the commitment books were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the respective ledger controls.


The records of departmental and water accounts receiv- able were examined and checked. The reported payments to the town treasurer were compared with the treasurer's cash book, the abatements as recorded were checked with the de- partmental records of abatements granted, and the outstand- ing accounts were listed and reconciled with the controlling accounts in the town accountant's ledger.

The outstanding tax, excise, departmental, and water ac- counts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


The financial records of the town clerk were examined and checked. The receipts on account of license renewals, etc., were compared with the payments to the treasurer. The records of dog licenses issued on behalf of the county, and of sporting licenses, the proceeds of which are paid to the State, were examined, checked, and compared with the amounts due and paid the State and town treasurer.


The records of departmental cash collections by the board of selectmen and the sealer of weights and measures, as well as by the police, school, library, and park departments, were examined and checked. The cash books were added and the payments to the town treasurer were checked with the treas- urer's recorded receipts.


The surety bonds of the town officials required by law to furnish them for the faithful performance of their duties were examined and found to be in proper form.


There are appended to this report, in addition to the balance sheet, tables showing a reconciliation of the treas- urer's cash, summaries of the tax, motor vehicle and trailer excise, tax title, tax possession, departmental, and water ac- counts, as well as schedules showing the condition and trans- actions of the trust and investment funds.


During the progress of the audit cooperation was received from all town officials, for which, on behalf of my assistants and for myself, I wish to express appreciation.

Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959 and to issue a note or notes therefore payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.
