The Committees of Visitation shall exercise a general supervision over the Schools to which they are severally assigned, and shall visit them according to the provisions of the Statutes, not less than once in four weeks, and generally during the week preceding the monthly meeting of the Board, at which they shall report their true condition .- Rules. Chap. 3. Sec. 6.


Though each School is assigned to a Special Committee, yet every member of the Board shall deem it his duty to watch over all the Public Schools of the City, to attend their examinations, and visit them at other times as his convenience will permit .- Rules, Chap. 9, Sec. 9.

REPORT OF THE CITY ENGINEER.


To the City Council :


GENTLEMEN : - The city Engineer presents the following Annual Report for the year ending November 30, 1871, to wit :


MILL BROOK.


Operations have been continued upon this important work, during the season making the fifth year in succession since the work was commenced.


Two sections of the work were let, the one for arching the por- tion north of Lincoln Square, under the extension of Prescott street, and one for a section extending from Green street at a point where the work was commenced in 1867, to the point on Cambridge street where Mill Brook crosses said Cambridge street. The work above Lincoln Square was let to E. B. Walker, of North Oxford, April 22, 1871.


That south of Green street was awarded April 25, to Messrs. Patrick O'Keefe and H. G. Roche.


Messrs. O'Keefe and Roche commenced work May 2. The health of Mr. O'Keefe not proving sufficient to go on with the work, Messrs. E. B. Walker and Brigham Converse assumed their contract at the same rate, and upon the same conditions as it was awarded to Messrs. O'Keefe and Roche. Messrs. Walker and Converse commenced work thereon May 9, 1871.


The city having to put in the wooden flume, to convey the water over the work above Lincoln Square, work was not com- menced here by Mr. Walker until June 8. After which dates each job progressed regularly and constantly until the close of the season. The arching above Lincoln Square was completed Dec. 8, 1871. By a vote of the City Council Oct. 16, 1871, this

work was ordered to be extended across Lincoln Square. But the season being much advanced before this part of the work was commenced, it was suspended, when it had been carried entirely under the horse railroad track, when that point was reached, it was then found impracticable to complete the remainder before January 1872.


There now remains 55 feet in the Square to be finished. The connection between the new and old work has been made in a safe and substantial manner. The lower end has been bridged, in view of the fact that probably the balance of the work will be done in two or three years.

To complete the walling and arching from the southerly side of Cambridge street, to its terminus on the north-easterly side of Prescott street there remains to be arched in Union street, from Court Mills to the end in Lincoln Square 340 feet, and of the work contracted for between Green and Cambridge street 1336.5 feet. On the work between Green and Cambridge streets no street bridges have been laid this year.

REPORT OF THE CITY ENGINEER.


Foundations have been arranged for six. There remains at the lower end to be built next Cambridge street, 127 feet in order to finish the work to the southerly side of the street, includ- ing the bridge over it. To put in this section it will be neces- sary to enclose the work on 3 sides with sheet piling.


The Brook will be carried past the work on one side of this piling. To free the foundation from water, it will be necessary to use a steam pump. Across the canal, at all proposed streets, cast iron water pipe has been laid under the bed of the canal, and those not in use at present have been so left as to be ready for fu- ture use whenever required, without the necessity of laying them under the water running in it.


No arrangement has been made for the connection of the Pied- mont street sewer with this canal, because no plan has been ma- tured by which said sewer shall be extended to the new location of Mill Brook from its present terminus.


This extension will need early attention, or as soon as the present current of Mill Brook is turned into the new channel, as the amount of water then finding its way into the old channel will be entirely inadequate to keep the stream from becoming a nuisance and source of pestilence.


The Plan of this extension will need to include the entire dis- trict between Millbury street and the Providence Rail Road, as well as to make ultimate provision for the proper connection of the sewer which must drain the district, the water shed of which follows the valleys around the Adriatic Mills and empties into Mill Brook below the Gas Works.


The matter of building down the foundations of the Boston & Albany Rail Road has not been accomplished, as recommended in the last Annual Report. This has been postponed because all the pumping machinery at the command. of the department has been constantly in use the entire season, and further because there seemed to be no immediate haste in the matter, as a late examination shows all the parts of the old bridge to be standing safely and securely in its present position. Still this work needs early attention the coming year.

SEWERS.


The construction of sewers has been continued through the year, the same as in eachı previous year since 1867.


The unfinished contracts of S. H. Tarbell, George C. Barney and E. S. Knowles, left over from the close of the year 1870 were finished early in the season. The contract for the sewers ordered by the City Council on March 13, 1871, was awarded to H. B. Leach & Co. of Philadelphia, April 20, 1871. This firm commenced work May 9.


The streets in which sewers have been laid the past year, with the number feet, size of sewer, number of man-holes, catch-basins and inlets, are given in the accompanying schedule marked A.


Schedule B gives the streets included in the contracts with Leach & Co. and Leach & Son, and now remaining unfinished.


Schedule C gives all the streets in which sewers have now been laid with the number of feet, size, number of man-holes, catch- basins and inlets.


When Mill Brook from Court Mill to the estate of L. W. Pond shall have been diverted from its present bed into the new arched channel, the following sewers will have to be connected across its present channel, viz :


Central street, Thomas street, Market street, and School street extended from Laurel to Union street.

Schedule D gives the streets upon which sewers have been laid, together with the drains and number of buildings on each.


During the year examinations have been made and investiga- tions entered into relative to the subject of the utilization of the sewage of the city, a report of which will hereafter be sub- mitted.


The care of the present system of sewers is a matter of much im- portance. There are now built and connected with the sewers 440 catch-basins. These need clearing of the sand, gravel and rub- bish carried into them by the rains, from two to three times a year, and many situated upon streets where there are no paved gutters after every heavy shower.


It is necessary that this should be done as often as the basins are filled at least, to prevent the sand and gravel being carried into the main sewers, because it can be removed much more cheaply from the basins than from the sewers where it is liable to be deposited. The average capacity of the catch-basins is about 3 1-2 cubic yards ; once full the basins now built hold 1484 cubic yards, and the amount of materials to be moved from them annually will range from 4000 to 5000 cubic yards.
