ANNUAL REPORT


OF THE


Chief Engineer of the Fire Department.


To the City Council :


Gentlemen :- By the provisions of the Ordinance, establishing the Fire Department, I submit for your consideration my Third Annual Report, containing such information as will enable you to properly understand the condition and judge of the necessities of this organization, whose services can be commanded at all times, and under all circumstances to protect the property of our citizens from fire. We sometimes think these services are lightly esteemed and never fully appreciated when the risk of life, limb and injury to health are considered.


The City Council have a right to feel highly gratified with our Fire Record the past year, when they call to mind the large and destructive fires in other places.


The number of Alarms during the last Municipal year were forty- two (42) an increase of eleven (11) and it is quite probable the number will continue to increase with the growth of the city. The amount of property destroyed by fire as near as could be ascertained was fifteen thousand nine hundred and fifteen dollars ($15,915.) nearly all fully covered by insurance.


The Fire Alarm Telegraph went into operation on the 17th of last June and has worked very satisfactorily and there can be no doubt in regard to its usefulness-it was a necessity quite too long postponed and in my judgment it has already been the means of saving a larger amount of property in this city than its cost. A large number of our tax paying citizens regard it as

very desirable that a Striker should be put into the bell tower of the High School House and the telegraph wire attached ; it would no doubt meet with very general favor and prove useful to per- sons living on the west side of Main street. I think it quite as important that the bell on the School House at New Worcester should be arranged to serve the same purpose. At present we only strike there a small Gong in the house of one of the members of the Company ; he if necessary rings the bell. The Department is in good condition, apparatus in good working order, companies well-organized, full ranks, unity of purpose, and harmony of action existing in, and between all the companies ; and never in my opinion was this organization better able to render efficient aid to those requiring their services than at the present time. The houses in which the apparatus is kept are all in very good condition, well arranged and convenient. After the Fire Alarm was established, bedsteads and mattresses were bought for such houses as had Gongs attached, and from one to three men lodge in each house enabling those companies to make much better time at night alarms. It is very desirable that other houses should be arranged in the same manner. I am quite confident, vou will agree with me, that the Hand Engine at New Worcester, with forty men, each receiving the same pay as other members, ought to be exchanged for a Steamer as a matter of economy, if for no other reason.


It costs now about twice the amount to maintain that company that it does a Steamer company, and no fault of theirs, for they have one of the best companies and do all that duty requires of them. I wish to call your attention to the fact that a very large portion of the west part of the city is very poorly protected from fire. You will bear in mind that there is no fire apparatus west of Main Street. As the city enlarges it would be a wise provision to locate a Steamer, in the vicinity of Mason Street, and a hose carriage near the Dix street School House. Again let me ask you to consider, what could the department do should a fire occur on Union Hill ? or on the hill near Grant square ? The entire force would be powerless, so far as render- ing any assistance and obliged to stand idle and see property burn for the want of water.
