Annual Town Meeting


MARCH 7, 1923


Art. 1. To choose a Moderator to preside in said meeting.

Art. 2. To choose two or more fence viewers and two or more field drivers.


Charles F. Barden and Thomas Kerr were elected fence viewers. . William S. Halladay and Frank H. Campbell were elected field drivers.


Art. 3. To hear and act upon the reports of the Town Officers.


Voted: To accept the reports of the Town Officers as printed, typographical errors excepted.


Art. 4. To see what method the Town will adopt for the support of the Poor for the ensuing year.


Voted : To leave the care of the Poor in the hands of the Overseers of the Poor.


Art. 5. To see if the Town will appropriate a sum of money for the observance of Memorial Day, and provide for its expenditure.


Voted : To appropriate the sum of one hundred and fifty dollars for the "Observance of Memorial Day" to be expended by the Sons of Veterans and the American Legion.

Art. 6. 'To see if the Town will appropriate a sum of money for the payment of a proper charge of an insurance com- pany for acting as surety on the official bond of its officers.


Voted: To appropriate the sum of fifty dollars.


Art. 7. To see if the Town will appropriate a sum of money for liability insurance of its employees.


Voted: To appropriate the sum of three hundred dollars.


Art. 8. To see if the Town will appropriate a sum of money for the purpose of constructing permanent pavement on School Street and authorize the Treasurer with the approval of the Selectmen, to borrow said sum or any portion of the same, or act in any way relating thereto.


Voted: To pass over.


Art. 9. 'To see if the Town will appropriate the sum of three hundred dollars or any other sum to be expended by the Trustees for County Aid to Agriculture of Hampden County, in accordance with the provisions of Chapter 273, Acts of 1918, or take any other action thereon.


Voted: To appropriate the sum of four hundred dollars to be expended by the Trustees for County Aid to Agriculture for the County of Hampden, in accordance with the provisions of Sections 40 to +5, Chapter 128 of the General Laws of Mass- achusetts.


Art. 10. To see if the Town will authorize its Treasurer with the approval of the Selectmen, to borrow during the current municipal year beginning January 1. 1923, in anticipation of the revenue for said year, such sums of money as may be necessary for the current expenses of the Town.


Voted: That the Town Treasurer with the approval of the Selectmen be and is hereby authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1923, to an amount not exceeding in the aggregate, the sum of the tax levy of 1922, and to issue a note or notes therefor, payable in one year ; any debt or debts incurred under this vote to be paid from the revenue of said municipal year.

Art. 11. To see if the Town will appropriate a sum of money for the payment of a Fish and Game Warden.


Voted: To pass over.


Art. 12. To see if the Town will appropriate a sum of money for extending the work of numbering the houses of the town.


Voted To appropriate the sum of one hundred dollars.


Art. 13. To see if the Town will appropriate a sum of money for the purpose of constructing permanent pavement or any other improvement of Meadow Street and authorize the Treasurer with the approval of the Selectmen to borrow said sum or any portion of the same, or act in any way relating thereto.


Voted: To pass over.


Art. 14. To see if the Town will appropriate any sum of money for reconstruction of Main Street, providing an equal amount is available from both State and County.


Voted: To appropriate the sum of ten thousand dollars for reconstruction of Main Street, provided an equal amount is ap- propriated for the work by both State and County.


Art. 15. To see if the Town will appropriate a sum of money for purchasing a motor truck for snow removal and other trucking purposes.

Art. 16. To see if the Town will appropriate a special sum of money for snow removal in the highways.

Art. 17. To see if the Town will appoint a Committee to investigate housing conditions in the public schools and instruct the same to report their findings, with recommendations, at an adjourned meeting.


Voted: That a Committee of six be appointed to investi- gate the housing conditions in our schools with instructions to present their recommendations together with the necessary plans, specifications, and estimates at a special Town Meeting to be held in this hall at eight o'clock in the evening. Said Committee to consist of the Chairman of the Board of Selectmen, two mem-

bers of the School Committee, and three others, the last five to be appointed by the Moderator, so that the three precincts shall each have two members upon this Committee.


Art. 18. To see if the Town will appropriate a sum of money for extension of its water system on Adams Street or any other streets.


Voted: That all extensions of the water system be left in the hands of the water Commissioners with the approval of the Selectmen.


Art. 19. To act on a resolution requesting legislation: (1) 'To fix the maximum price for which coal may be sold in any Congressional District or part thereof; (2) to provide for prior sales and shipments to consumers and to retailers of coal.


THE RESOLUTION


RESOLVED, That we, the citizens of Agawam in Town meeting assembled, request the Senate and House of Repre- sentatives of the United States to designate, or to create, some agency of the federal government, which shall have all the powers essential to fix, and the power to fix, a maximum price on coal whenever and wherever sold either by producer or dealer; any or all such powers to be exercised, the need being shown therefor, for the benefit of any congressional district, or part thereof, when . ever said agency is so requested in writing by the member of con- gress representing said district; any or all such powers to continue in force so long as, in the opinion of the Congressman making the request, the need of such federal control exists.


RESOLVED, That we further request legislation which shall provide that, in the sale and shipment of coal at the mines or elsewhere, orders for coal from consumers and from dealers · selling directly to consumers, shall take precedence over all other orders; said legislation to provide also for the prompt transpor- tation of such shipments.


RESOLVED, That a copy of these resolutions be sent by the Town Clerk to the Clerk of each branch of Congress, to- gether with the vote thereon.


Art. 20. To see if the town will vote to change the time of holding its annual town meeting.

Art. 21. To see if the Town will appropriate any sum of money for one continuous piece of sidewalk on Bridge Street or any other street in North Agawam, with the provision that abutters shall pay one-half of the expense.


Voted : To pass over.


Art. 22. To see if the Town will vote to take for highway purposes a certain tract of land in said town, bounded northerly by the Agawam River, easterly by land of Emma I. Reed, and southerly and westerly by the highway, and appropriate money for the same.


Voted: 'That the Town take for highway purposes a cer- tain tract of land in said town, bounded northerly by the Aga- wam River, easterly by the land of Emma I. Reed, southerly and westerly by the highway; and that we hereby appropriate the sum of three hundred dollars therefor.


Voted: That the selectmen be instructed to take all neces- sary measures to carry this vote into effect.


Art. 23. To see if the Town will appropriate a sum of money for constructing a waiting station at Agawam Bridge.


Voted: That the selectmen be instructed to consult with the Street Railway Company, make estimates, and report at a later meeting.


Art. 24. To see if the Town will adopt the provisions of Section 120, Chapter 94, of the General Laws.


Voted: To accept the provisions of Section 120, Chapter 94, of the General Laws.


Art. 25. To transact any other business that may legally come before said meeting.


Voted: That the selectmen be instructed to investigate the Town accounting system, and see if anything can be done to overrule the action of the Town upon the official ballot. The vote in favor of adopting the system "None" against 90.


Voted: That a resolution providing that a planning board and building committee be appointed by the selectmen by issue building permits be referred to the selectmen for consideration, and to report at a future meeting.


Voted: To adopt the following resolutions :

RESOLVED: That in the next and all succeeding Town Reports there shall be printed not only the total amount paid to the Superintendent and each teacher in the public schools, but also the monthly salary of each teacher and the school or grade in which he or she teaches.


Voted: To adopt the following resolution :


RESOLVED: That the selectmen be instructed to erect a public signpost on the grass plot in front of the Agawam post- office, and that all public notices be conspicuously posted thereon.
