REPORT OF Selectmen, Overseers of the Poor and Board of Health


Town of Agawam, Mass.


Year Ending December 31, 1921.


We closed the books of the Town for the year just ended with the following report and recommendations:


We have kept within the total amount appropriated at the last annual Town Meeting, but money had to be transferred from some departments to others. One of the worst offenders was street lights. The appropriation was short about a thousand dollars as we have to pay $15.00 for each light and the proper number of lights were not taken into consideration.


TOWN OFFICE DEPARTMENT


The Town Office Department also was short, due to the bridge hearing and the increased cost of maintaining our Sealer of Weights and Measures and Slaughtering Department. The town is growing and this Department seems to need more attention every day to keep within the bounds of the regulations as laid down by the State authorities. We feel that there should be a fixed amount for this Department and the expenditures kept within this appropriation. We have reorganized all departments in the way of keeping records also bookkeeping, which we feel will be a benefit and saving to the town and trust the Auditors will find it more efficient.

TOWN POOR DEPARTMENT


This Department caused us much anxiety to keep anywhere near our appropriation which was exceeded by about $250.00. Many are appealing to us every day for aid or work. We found work for some, others were forced to be cared for by their rela- tives. This department will have to have a somewhat larger appropriation for the coming year, and if not watched very closely will be a great expense to the town.


BOARD OF HEALTH


We certainly feel that this Department has been in excellent shape the past year, as there has been very few cases of contagious disease. The greatest expense has been in maintaining the Hamp- den County Tuberculosis Hospital.


POLICE DEPARTMENT


This Department has caused us very little annoyance and the men have fulfilled their duties, we feel, in a creditable manner and the Department has been run in an efficient and economical way. We traded the runabout Ford in for a new touring car, the upkeep of which has been very small and has been a saving to the Department. Fines, fees, and jitney licenses amounted to $1,642.00. These receipts have been a great help to the other departments.


HIGHWAY DEPARTMENT


This is the big department and some problem. The Select- men wish to express regret that so many people have been put to such inconvenience on account of the closing of the South End bridge, also for the long period required in completing the new State road on Springfield street. We have tried to hurry these two projects but they are controlled by the State Department and the City of Springfield. As you know, $17,500.00 was ap- propriated for the Springfield street project. This sum, we find,

is not sufficient to complete this work in such a way as to meet with the State's requirements, as the State is building better roads than formerly. We succeeded in getting the State Department to appropriate $20,000.00, and the State expects the Town of Agawam will provide the balance, about $2,500.00, to finish this work at the coming Town Meeting.


Mr. Kellogg has been very efficient and managed to get the utmost out of the hired labor. As usual, the Department has been handicapped in not having funds sufficient to do what the public desires or feels should be done. It was necessary to tar and sand all the new macadam road on Springfield street. This took a large part of the appropriation. We were fortunate enough to get the American Tar Company to give us, gratis, two coats for Feeding Hills Center, on account of poor quality tar used last year. We bought from Adams & Ruxton some good cinders which we used in Agawam to good advantage. We would like to have spent a couple thousand dollars in this manner. These cinders cost about 78 cents per yard laid down, and we find them quite serviceable. We built many feet of new railing and replanked the Feeding Hills bridge at a cost of $1,000.00. We have kept all roads in as good condition as possible.


The coming year will make us all take notice, as these items will have to be taken care of.


The South End bridge, paid for, at a cost around eight to ten thousand dollars.


The Agawam bridge all overhauled with new planks and stringers, as it is in a dangerous condition. This will cost us up into the thousands.


The Mittineague bridge needs new planking.


Main street, Agawam, requires patching, sanding and re- tarring.


We also recommend the redressing of some streets with a

good coating of cinders which we feel could be contracted for with the Adams & Ruxton Company or the Boston & Albany railroad, at a reasonable price.


The Selectmen make the following report of progress on the new schoolhouse. We were forced to take the land by court proceedings, and it was a blow when we got the verdict of $7.500.00 plus interest, making a total of $8,250.00. We asked for a new trial but were unable to obtain it. The schoolhouse is progressing on schedule time, and we expect it will be ready for the opening before the school season in the fall. The committee has tried to perform their duties in a faithful manner, and to get the most for your money. We trust the public will feel the same.
