Annual Town Meeting


MARCH 5, 1924


ART. 1. To choose a Moderator to preside in said meeting. Result of ballot :

ART. 2. To choose two or more fence viewers and two or more field drivers.


Charles F. Barden and Thomas Kerr were elected fence viewers. William S. Halladay and Frank H. Campbell were elected field drivers.


ART. 3. To hear and act upon the reports of the Town Officers.


Voted: To accept the reports of the Town Officers as printed, typographical errors excepted.


ART. 4. To see what method the Town will adopt for the support of the Poor for the ensuing year.


Voted : To leave the care of the Poor in the hands of the Overseers of the Poor.


ART. 5. To see if the Town will appropriate a sum of money for the observance of Memorial Day, and provide for its expenditure.


Voted to appropriate the sum of one hundred and fifty dollars for the 'Observance of Memorial Day" to be expended by the Sons of Veterans and the American Legion.

ART. 6. To see if the Town will appropriate a sum of money for the payment of a proper charge of an insurance com- pany for acting as surety on the official bond of its officers.


Voted: To appropriate the sum of one hundred dollars.


ART. 7. To see if the Town will appropriate a sum of money for liability insurance of its employees.


Voted : To appropriate the sum of three hundred and fifty dollars.


ART. 8. To see if the Town will appropriate the sum of four hundred dollars or any other sum to be expended by the Trustees for County Aid to Agriculture of Hampden County, in accordance with the provision of Chap. 273, Acts 1918, or take any other action thereon.


Voted: To appropriate the sum of three hundred dollars to be expended by the Trustees for County Aid to Agriculture for Hampden County, in accordance with the provisions of Sections 40-45, Chapter 128 of the General Laws of Massachusetts.


ART. 9. To see if the town will authorize its Treasurer with the approval of the Selectmen to borrow during the current municipal year beginning January 1, 1924, in anticipation of the revenue of said year, such sums of money as may be necessary for the current expenses of the Town.


Voted : That the Town Treasurer, with the approval of the Selectmen, be and is hereby authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1924, to an amount not exceeding in the aggregate the sum of the tax levy of 1923, and to issue a note or notes therefor payable in one year; any debt or debts incurred under this vote to be paid from the revenue of said municipal year.


ART. 10. To see if the Town will appropriate a sum of money for purchasing a motor truck for snow removal and other trucking purposes.


Voted : To pass over.

ART. 11. To see if the Town will vote to construct, equip and furnish a four room addition to the Springfield Street School with needed alterations in the present building, as outlined by plans presented by the School Committee, or take any action re- garding the same.


Voted: That the Selectmen and School Committee be au- thorized and instructed to construct, equip and furnish a four- room addition to the Springfield Street School house, with needed alterations in the present building, according to plans presented by the School Committee, or any changes therein which may be de- termined upon by the said Boards, the whole to be done at a cost not to exceed the sum of $50,000.00.


ART. 12. To see if the Town will vote to appropriate the sum of fifty thousand dollars or any part thereof for the purpose of constructing, equipping and furnishing a four room addition to the Springfield Street School and authorize the Treasurer with the approval of the Selectmen to borrow said sum or any part thereof, or act in any way relating thereto.


Voted : That the Town appropriate the sum of $50,000.00 for the purpose of constructing, equipping and furnishing a four- room addition to the Springfield Street School and of altering the present building, of which amount the sum of $2,000.00 shall be raised by taxation during the current municipal year, and that the Town Treasurer with the approval of the Selectmen be and is hereby authorized to issue bonds or notes of the Town to an amount not exceeding $48,000.00 under the provisions of the Gen- eral Laws, so that the whole amount shall be payable within twenty years of the date of the first bond or at such earlier time as the Treasurer and Selectmen may determine. (Unanimously voted. )


ART. 13. To see if the Town will request its Selectmen to complain to the Department of Public Utilities that the regula- tions of the Springfield Street Railway Company and its rates, fares, charges and zoning plan in Agawam are unjust and un- reasonable and should be changed by advancing the first fare limits from the Agawam Bridge to Hall's Turnout on the Feeding Hills Line, and to Agawam Center waiting station on the Agawam Line; by eliminating the second fare limit at the Plains School-

house on the Feeding Hills Line, and at Adams Street on the Aga- wam Line; by establishing the second fare limit at Feeding Hills Center on the Feeding Hills Line and the Connecticut State Boundary on the Agawam Line and by determining the just and reasonable fare for each zone at seven cents each and for through tickets to include both zones at eleven tickets for one dollar.


Voted : To pass over.


ART. 14. To see if the Town will appropriate a sum of money to be used for expenses which might be incurred in carry- ing out the above article.


Voted : To pass over.


ART. 15. To see if the Town will accept the provisions of Sections 42A, 42B, 42C, 42D, 42E, 42F, of Chapter 391, Acts of 1923, relating to the collection of water rates.

ART. 16. To see if the Town will adopt any by-laws rela- tive to smoking on street cars and certain motor vehicles.


Voted : To adopt the following by-laws, relative to smok- ing on street cars and certain motor vehicles :


SEC. 1. No person shall smoke or carry a lighted pipe, cigar or cigarette on a trolley car or motor vehicle operated for the carriage of passengers for hire, in such a manner as to afford a means of transportation similar to that afforded by a street railway company, except a chartered or private trolley car or motor vehicle or on that part of a trolley car where smoking is permitted by the company operating the same.


SEC. 2. Any person violating any of the provisions of this by law shall be punished by a fine of not more than ten dollars ($10.00) for each offense.


ART. 17. To see if the Town will appropriate any sum of money to build a sidewalk on the Northerly side of Agawam Bridge.


Voted : To pass over.

ART. 18. To see if the Town will appropriate the sum of twenty thousand dollars for rebuilding Main Street, providing the State and County appropriate the sum of sixty thousand dollars in total for said purpose, and provide for the payment of the same.


Voted : That the Town appropriate the sum of twenty thousand dollars ($20,000.00) for rebuilding Main Street, provid- ing the State and County appropriate the sum of sixty thousand dollars ($60,000.00) in total for said purpose, of which amount the sum of two thousand dollars ($2,000.00) shall be raised by taxation during the current municipal year; and that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to issue bonds or notes of the Town to an amount not to exceed eighteen thousand dollars ($18,000.00) under au- thority of the General Laws and Amendments thereof ; so that the whole sum shall be paid is not more than ten years from the date of the issue of the first bond or note, or at such earlier time as the Treasurer and Selectmen may determine. (Voted unanimously.)


ART. 19. To see if the Town will appropriate any sum of money for a permanent police officer to be placed in North Agawam.


Voted : To pass over.


ART. 20. To see if the Town will appropriate a sum of money for setting curbing in North Agawam.


Voted : To pass over.


ART. 21. To see if the Town will vote any appropriation for extending its water system on any streets of the Town.


Voted: That the Water Commissioners be instructed to extend their water main on Shoemaker Lane as far as the dwell- ing of Bailey and Dickinson.


ART. 22. To see if the Town will vote to change the hour of holding its annual town meeting.


Voted : To amend Sec. 1 of the By-laws relating to holding of annual town meeting by striking out the word Wednesday and inserting the word Saturday.

ART. 23. To see if the Town will appoint a committee to study the advisability of establishing a Town Forest and report at the next annual town meeting.


Voted: That a committee of three be appointed by the Moderator to consider the advisability of establishing a Town Forest and report at the next annual town meeting. Arthur Rudman, Nelson G. King and Charles W. Hull were appointed as committee.

Special Town Meeting


JULY 16, 1924


ART. 1. To choose a Moderator to preside in said meeting. Clarence H. Granger was elected Moderator.


ART. 2. To see if the Town will indemnify the Common- wealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused or result from the laying out, construction or reconstruction of any State High- way in Agawam and will authorize the Board of Selectmen to sign indemnity agreement therefor in behalf of the Town, or take any action in respect thereto; and to appropriate any sum of money towards the expense and damage thereof.


Voted : That the Town will indemnify the Commonwealth of Massachusetts against any and all claims for land, grade and drainage damages which may be caused by or result from the lay- ing out, construction or reconstruction of State Highway in Aga- wam, and that the Selectmen be authorized to sign an indemnity agreement therefor in behalf of the Town indemnifying the Commonwealth as aforesaid or take any other action relative thereto.


ART. 3. To see if the Town will appropriate the sum of money to be refunded to said Town by the State of Massachusetts from the Soldiers Gratuity for a Memorial to deceased soldiers, sailors and marines of the Town of Agawam, and appoint a com- mittee comprised of civilians and service men to carry out said vote, or take any action relative thereto.


Voted : That a committee of six composed of three civilians and three ex-service men be appointed, to consider the question of erecting a Memorial to deceased soldiers, sailors and marines

of the Town of Agawam and report at a later town meeting. This committee was appointed : Roy S. Bailey, Herbert G. Taylor, Kenneth I. Morley, Theodore Smith, Paul B. Johnson and Wil- fred F. Dumas.


ART. +. To see if the Town will make any appropriation for extension of its water system along Shoemaker Lane or on any other streets.


Voted : That a committee of five be appointed to consider the question of water extensions about town, and report upon con- ditions at a future town meeting. This committee was appointed : Alvin R. Kellogg, H. Preston Worden, John F. McAllister, Fre- mont H. King and Sumner C. Schwartz.


ART. 5. To see if the Town will appropriate a sum of money to build a sewer for a distance of about six hundred and fifty feet on the River Road, with a connection to the Connecticut River, according to the requirements of the Commonwealth and of the United States Government.


Voted : That a committee of five be appointed to consider the question of sewerage in town, and report at a future town meeting. This committee was appointed : John R. Lloyd, Charles W. Brown, John A. Warner, Harold Atwater and William Duclos.


ART. 6. To see if the Town will take any action regarding trolley schedules and proposed fare increases.


Voted : To pass over.


ART. 7. To transact any other business that may legally come before said meeting.


Voted : To adjourn.

Special Town Meeting


AUGUST 13, 1924


ART. 1. To choose a Moderator to preside in said meeting. Clarence H. Granger was elected Moderator unanimously.


ART. 2. To see if the Town, for the purpose of meeting its proportionate share of the cost of the new bridge across the Con- necticut River, now completed under authority of Chapter 252, General Acts of 1915 and Acts in amendment thereof and in ad- dition thereto, will vote to appropriate and raise such sum as may be decreed by the .Supreme Judicial Court for the County of Hampden for repayment to said county, and to issue bonds or notes of the town for all or any portion of said amount as au- thorized by Section 9 of said Chapter 252, or take any action in relation thereto.


Voted: Unanimously: That the Town appropriate the sum of sixty-six thousand three hundred fifty-two and 14/100 ($66,352.14) dollars for its proportionate share of the cost of the new bridge across the Connecticut River, built under authority of Chapter 252, General Acts of 1915 and Acts in amendment thereof and in addition thereto. Of the said amount, the sum of three hundred fifty-two and 14/100 ($352.14) dollars shall be taken from back taxes. And that the Town Treasurer with the approval of the Selectmen be and is hereby authorized to issue bonds or notes of the town to an amount of sixty-six thousand ($66,000) dollars under authority of Chapter 252, General Acts of 1915, so that the whole sum shall be paid in not more than twenty years from the date of the issue of the first bond or note, or at such earlier time as the Treasurer and Selectmen may determine.


ART. 3. To transact any other business that may legally come before said meeting.

Special Town Meeting


SEPTEMBER 30, 192+


ART. 1. To choose a Moderator to preside in said meeting.


Clarence H. Granger was elected Moderator, receiving eleven out of twelve votes cast.


ART. 2. To see if the Town will appropriate the sum of twenty thousand dollars for rebuilding Main Street with stone, block, brick or other permanent pavement of similar lasting char- acter and provide for raising the said money by the issue of bonds or otherwise, such appropriation and bonds to be in place of those authorized under Article 18 of the warrant for the last annual town meeting.


Voted : Unanimously, that the Town appropriate the sum of twenty thousand dollars ($20,000) for rebuilding Main Street with stone, block, brick or other permanent pavement of similar lasting character; of which amount the sum of two thousand dol- lars ($2,000) shall be raised by taxation during the current mu- nicipal year ; and that in order to raise the remaining ($18,000) the Town Treasurer with the approval of the Selectmen be and hereby is authorized to issue bonds or notes of the town to an amount not exceeding eighteen thousand dollars ($18,000) under authority of the General Laws and amendments thereof, so that the whole sum shall be paid in not more than ten years from the date of the issue of the first bond or note, or at such earlier time as the Treasurer and Selectmen may determine. The appropria- tion and bonds hereby authorized are in place of those authorized under Article 18 of the warrant for the last annual town meeting.
