REPORT.
To the Citizens of Arlington :
Your committee appointed at a town meeting, January 26, 1892, to examine and report on the best means of in- creasing and improving the water supply for the whole town, submit the following report :-
The committee organized at once and examined the plans and records of the existing works and other pub- lished matter bearing upon the subject.
Then we employed Mr. M. M. Tidd, a civil engineer who is an authority on water-works, to go over the present works and source of supply with the committee. His report is annexed.
Acting upon his advice, we had a survey made of the present reservoir and a calculation made of the amount of excavation required to deepen the larger part so that it would be ten feet deep in all places when the reservoir is full, using the material excavated to fill a small part where there is now very little water at any time. This would reduce the area of the reservoir but would increase the storage capacity. The amount of excavation required to do this is 49,500 cubic yards, and there would still remain a very large volume of mud or peat in the bottom of the reservoir, which would be very objectionable.
We had a number of pipe wells driven in the following localities, namely : four in Reed's Meadow, above the res- ervoir ; four in the Great Meadows, a short distance above the outlet, and one at the Henderson Farm at Arlington Heights.
Mr. B. F. Smith, who drove the wells, reported that in his opinion the Great Meadows was the place to obtain the supply we required, and expressed the opinion that a million or more gallons per day could be obtained there.
Acting upon this the committee decided to make further examination of the Great Meadows.

REPORT OF
We appointed a sub committee to purchase the necessary apparatus and conduct the work. They purchased the necessary tools and had twenty-four pipe wells driven at and near the shore of the Great Meadows just east of the East Lexington R. R. station.
The first seven, which were located farthest from the R. R. station went through fine sand and very little water could be obtained from them ; but the remaining seventeen penetrated through the sand into a layer of coarse gravel, which allowed the water to flow freely to the pipes, and an average of thirty-five gallons per minute was pumped from each well by the hand pump and also when they were con- nected together and a steam pump used.
The steam pump was run continuously from November 14 to November 21 and from November 26 to December 3, 1892.
Samples of the water were taken at various times and sent to the State Board of Health for examination and analysis and the result of these analyses are herewith sub- mitted.
On December 24, 1892, an application was made to the State Board of Health, under the provisions of Chapter 375 of the Acts of 1888, stating what the committee had done and asking their advice in the matter.
Their engineer, Mr. F. P. Stearns, made two visits to the Meadows and the water shed surrounding them and carefully examined the plans and reports in possession of the town, and on February 10, 1893, the report was received from the State Board of Health and is hereto annexed.
While the examination of the present source of supply was being made, the committee looked around to see if there was any other source which would be available and a visit was made to Meade's Pond near the boundary between Waltham and Lexington, but it was found to be totally un- fit for use as a water supply. Other sources were recom- mended to the committee, but they were found to be too distant and too low to be available. Visits were also made by members of the committee to the Winchester works, the Malden supplementary works, and the Newton works. In these visits much information was obtained in regard to details, but the conditions in Arlington are such that the methods which are used in other places cannot be directly applied.

COMMITTEE ON WATER SUPPLY.
In carrying out their examinations the committee have expended $1980.87 of the $2000 appropriated, and now have on hand a well driving outfit and sufficient pipe, in addition to what is connected with the wells driven in the Great Meadows, to drive about nine more wells.

Notwithstanding all that is said in the foregoing report, important questions remain to be considered, viewed both from its financial and beneficial aspect.
Your committee believe that the experiments and exam- inations should be continued, and that the committee should employ a competent engineer familiar with the subject to direct and have general supervision of the work, and unless other locations are found better adapted to furnish the sup- ply of water desired the committee recommends that the pumping and examination of the wells already driven near the East Lexington R.R. station be continued.
The committee recommends that an additional appropria- tion of $2000 be made to continue the examinations, as they believe that in this way the necessary knowledge can

be obtained more quickly, and at less expense than in any other.
The committee has not as yet had any plans or estimates made for extending the distribution pipes to the higher parts of the town for the reason that as yet a satisfactory supply of water has not been found.
The committee also recommends that the Town instruct the Water Commissioners to have the amount of water which the town is now using measured daily, as that is an important fact which we should know before planning addi_ tional works.

REPORT OF MR. M. M. TIDD.
To A. D. Hoitt, Esq., Chairman Committee on Water Supply for the Town of Arlington, Mass.
Dear Sir,-At your request I visited the Arlington Water Works on February 10, and examined the reservoir, the filter well, and portions of the water shed immediately above them, with a view to suggesting changes for the improvement of the quality of the water. I found the water in the reservoir slightly colored, but sweet to the taste and smell. I should pronounce it good at the present time, but of course it is clear to be seen that when it becomes heated by the summer sun, it will probably become bad, as it is stored in a reservoir which has a considerable shallow flowage.
As a remedy I would suggest the excavation of the mud in the bottom, and also the gravel and earth in some of the shallow portions to the depth of 8 feet, and the gravel excavated used to fill other shallow parts, in order that the

average depth may be increased. The expense of doing that can be easily ascertained by making a cross-section plan of it.
I was very much surprised at the condition in which I found the water in the filter gallery. It was thick, murky, and had many clots of decaying vegetable matter. It had much the appearance of sewage. It is certainly unfit for domestic uses. I would suggest that the filter be drained at once, and a careful examination made to ascer- tain the source of the difficulty, and in the mean time, sup- ply the town direct from the reservoir, the water of which is now in good condition comparatively. The filter should be thoroughly cleaned and the entire pipe system flushed out. I would further suggest that the brook which now drains the farm house and barn yard on the north side of the reservoir directly into it, be diverted and taken around the east side into the stream below the filter ; also that the conduit which now leads the drainage from the Reed house directly into the stream which supplies the reservoir be diverted around the east side into the pipe above men- tioned for the diversion of the one entering the north side. This can easily be done.
If your principal supply is to be taken from the large swamp area, as has been done up to the present time, you can hardly expect very good water, as it is stored in a locality filled with peat and vegetable decomposition.
It is, however, possible, that good water may be found underneath those meadows, provided the conditions there are favorable. If there is a strata of loose water gravel or of coarse sand of sufficient extent to contain a sufficient quantity, then the supply may be obtained from those points. In order to ascertain if it can be obtained there, I would suggest the driving of test wells in the vicinity of the springs on the Reed farm ; also at various points in the " Great Meadows."
I do not wish to be understood as favoring a subterranean source of supply generally in preference to a visible one. On the contrary, I very much prefer the latter, but there are many cases where a visible supply is not practical for various reasons, and your case seems now to belong to that class.
As your works are at present arranged, there seems to

be no means of knowing how much water is used at any season of the year. It seems to me that some means of measuring the water should be provided, and would there -. fore suggest that a pressure gauge be provided which can be applied to the main pipe, either on hydrant or other convenient connection, at a point as far as possible below the gate house of the reservoir, and still not below any considerable amount of consumption. Then by knowing the height of water in the reservoir and the height of the gauge, you will have the pressure due to the static head. Then the difference between the static pressure and that given on the gauge, will be the loss due to friction. Having the length and diameter of the pipe, and the loss of head by friction, the amount of flow is easily computed.
I observed in your office a plan of the lots of land which were purchased by the town, and which constitute the Great Meadows. This plan must originally have been an expensive one, but it is now in nearly a state of ruin. It is a valuable plan and can be copied now at a very small expense, and preserved for future reference. I would suggest that it be copied before the ruin is complete.
