MUSIC.
To the School Committee of Arlington :
GENTLEMEN -In reviewing the music work of our schools during the past five months, it seems that much of lasting influence has been accom- plished. Two definite aims have been in mind, viz., to strengthen the reasoning power of the pupil by means of accurate, thorough drill in tone and time perception,- and to increase the music's refining influence by constant attention to ease and purity of tone. When the great London hospitals employ music as a restorer in mental as well as physical illness, its influence for good upon our classes can be readily understood.
The order of study is in music as in arithmetic:
1st. The whole, that is the scale;
2nd. Parts of whole,-its separate tones ;
3rd. Parts in relation to the whole, its simple intervals;
4th. Parts in relation to each other, its more difficult intervals.
The pupils are taught to sing these intervals, to recognize and name them when others sing, and to represent them upon the staff in various keys. Meanwhile the drill in time as a separate mental object of thought is being carried on.
The unit is the measure : its parts - the pulsations, strong or weak, composing it. Classes consider an exercise or song first with reference to its general rhythm and accent. They recognize varying measures from a swinging pendulum, name them and represent them as accurately as they would write a word from hearing it,
Tone in nature is noticed. The following are all suggestions from Arlington children,- the musical call of the " Whip-poor-Will," 8-3-5 of the scale, the creaking up the scale of an unoiled hinge; under time, etc., time in nature, the rhythmic swing of a horse's hoof, the walking beam of a steamer, the swaying of a tassel.
The chromatic, or color-scale is developed in the same way as the major, its parts recognized, named, represented.
Many exercises for sightreading, individual and class work, are given with each new subject, and songs occur frequently for enjoyment as well as growth. Most pupils, however, enjoy the reading of new exercises for their musical effect, when once the tone and time recognition become second nature.
Along all these lines the work is progressing. The great gain in purity of tone is very satisfying, and the power to detect at once a mistake is perceptibly growing

In all grades down to the lowest grammar, each voice has been sep- arately tested and placed on whichever part its quality as well as range seemed to demand. Great care has been taken with the placing of both girls' and boys' voices from thirteen years upwards, when the growth of the vocal chords renders the voice for a time less flexible and more diffi- cult to manage.
Minor drill and more advanced voice-culture will come later.
When a pupil leaves the grammar school, he should be able to read at sight music containing any difficulty of tone or time. To this end we work.
A very brief outline of our plan of work is as follows :
First year. Thorough development of the intervals of the major scale, their recognition and representation. Establishment of the feeling of rhythm through the various accents of the measure up to the divided beat. Exercises and songs in Keys of C, G, D and A from the Charts.
Second year. Exercises and songs of greater difficulty in tone and time. First Readers used with the Charts.
Third year.
Fourth year.
In this year greater range is permitted as the little vocal mus- cles attain their fuller growth. Two part work introduced. Second Readers - The beat in its first and second divisions. The study of the chromatic scale with its representations. This year completes all advanced time difficulties and con- tinues the chromatic scale study.
Fifth year.
Sixth year. All important points reviewed. Voices carefully tested and three part work introduced.
Seventh year. Introductory Third Reader. Three part work without bass clef. Special attention to the blending of voices and quality of tone. Minor scale study with its representations.
Eighth year. Modulation presented and its simpler rules practised. Bass clef introduced.
Last part Second and Introductory Third Readers.
Ninth year. Recapitulation of the work of preceding years. The exer- cises and songs should be very comprehensive, and as elabo. rate as the ability of the pupils will allow.
High School. If the work of the preceding years has been thoroughly done, the High School should be ready for the sight mas- tery of any difficulty in tone or time.
Permit me, in closing, to gratefully acknowledge the aid which the cordial co-operation of the teachers and their ready acceptance and prac- tice of each suggestion has been, thus making the progress of the past five months both systematic and satisfactory.

APPENDIX.
DRAWING.
To the School Committee of Arlington :
GENTLEMEN-The growing interest in Art education and its influence on general education has given scope for drawing as a factor in the develop- ment of the child. It is not exceeded by any other branch at present tauglit in our schools.
The drawing of to-day must assist in the highest development of child nature; must train his judgment, his ideas of proportion and his apprecia- tion for beauty in form and color; it must also fit him to express, both by freehand and by accurately measured mechanical drawings, his ideas of ap- pearance and of facts of form.
Thus taught, drawing is to the pupil a ready means of expression, and to his teacher it is an instrument by which he can test his pupil's knowledge in many subjects.
As illustrated by our school exhibit of last June, the drawing (a very in- adequate term by which to express the breadth and influence of this sub- ject) is closely interwoven with the other studies of the school curriculumn.
To facilitate its educational purposes, and to give it the most practical bearing it is classified under three subject divisions: Construction, Rep- resentation and Decoration.
The Construction includes the study of the facts of form and is closely allied and leads up to manual training. It cultivates clearness of thought and gives practical knowledge to the artisan. Representation, the study of form under various conditions and relations, is of special assistance in ex- pressing ideas gained from other studies, and in rendering these ideas more vivid to the child. This includes composition and grouping, outline draw- ing, and drawing in light and shade.
The study of Decoration is at once æsthetic and practical, and as it un- folds into historic ornament in the upper grades is of great assistance in language and geography and indirectly in history.
There has been no radical change this year in the course of study as printed in last year's report. The outlines furnished the various grades, lay out the work more in detail so that each teacher and pupil may thoroughly understand each advance step.
The work in color, which was touched upon last year, has this year be- come a systematic part of the course, and has been a source of pleasure.
The generosity of the committee in regard to supplies and the cordiality with which the teachers have co-operated in the work of the year is evi- dence of the interest and appreciation of drawing as a component part of education.
