On December 11th, Miss Nettie E. Baston retired from her position as Reference Librarian on account of con- tinued ill health. It is with regret that the Trustees and the librarian accept her resignation and express their appreciation of her twenty-five years of faithful and devoted service.


Miss Frances Hubbert was appointed Associate Librarian on October 1st. She is a graduate of the Pratt Institute School of Library Science in Brooklyn, has also taken a training course in the Public Library at Portland, Oregon, and for three years has been in the New York Public Library as First Assistant Librarian of the Extension Division.


Miss E. Louise Jones, Field Secretary of the Massachusetts Division of Public Libraries, made a survey of our library during the past year, and recommended certain methods of reorganization, among which were the reclassifying and re- cataloguing of books and the introduction of the Newark Charging System. During the coming year, we shall carry out Miss Jones's suggestions, and with other contemplated improvements hope to broaden the scope and activities of the library and make it a more vital force in the community.

ARLINGTON, MASS., January 1, 1924.

Gentlemen: Herewith is respectfully submitted the annual report of the Engineering Department for the year ending December 31, 1923.


The Engineering Department furnishes all the Town de- partments and committees with such information, plans, de- signs, estimates and data of an engineering nature as they may require on work being done, or contemplated, also keeps careful notes, measurements and location of new work, additions, changes and extensions as they may occur, and properly records the same for future reference by maps, plans or profiles.


The north side of Massachusetts Avenue from the Old Town Hall to Water Street, four hundred and forty-two (442) linear feet, the south side of Massachusetts Avenue from opposite Medford Street to Pleasant Street, four hundred ninety-seven (497) feet, and the south side of Massachusetts Avenue from Magnolia Street to Chandler Street, one thousand and thirty (1,030) linear feet, was reconstructed with Com- pressed Hassam Concrete. The excavated material was used for subgrading Adams Street, Gould Road and Devereaux Street.


The north side of Massachusetts Avenue from Grove Street westerly three hundred twenty-two and six-tenths (322.6) linear feet, was reconstructed with Simasco Pavement.


Adams Street from Massachusetts Avenue to Broadway, nine hundred and thirty (930) linear feet, Gould Road from Pleasant Street to Shore Road, four hundred and ninety (490) linear feet, and Devereaux Street from old end southwesterly two hundred and ninety (290) linear feet, were reconstructed under the betterment act.

TOWN ENGINEER'S REPORT


Four thousand one hundred and forty-eight (4,148.0) square yards of granolithic sidewalks, and one thousand six hundred and fifty-six (1,656.0) linear feet of granite curb were laid.


Five thousand two hundred and eighty-eight (5,288.0) square yards of tar concrete surfacing was placed on temporary tar sidewalks in the Heights section.


A total length of five thousand two hundred and forty- three (5,243) linear feet of main sewers were constructed and two hundred and forty-five (245) house connections were made; work having been done by the Board of Public Works employees.


Ten thousand five hundred and four (10,504) linear feet of water mains were laid and thirteen thousand six hundred and sixty-five (13,665) linear feet of water services constructed.


Prior to the reconstruction of Massachusetts Avenue, Gould Road and Devereaux Street, adequate storm drain systems were installed. For details and cost of construction see Board of Public Works Report.


An eighteen (18) inch storm drain was installed in Summer Street from Brattle Street westerly seven hundred and seventy- six (776) linear feet, a twelve (12) inch storm drain in Oak- land Avenue from Appleton Street to Gray Street, and two (2) new catch basins were installed on Chestnut Street at Mystic Street to relieve surface water conditions in these sections.


Board of Survey studies were made for the layout of streets on land bounded by Massachusetts Avenue, Highland Avenue, Menotomy Rocks Park and Bartlett Avenue; on the area bounded by Massachusetts Avenue, Lake Street, Magnolia Street and B. & L. R.R .; on land bounded by Highland Avenue, Gloucester Street, Pine Ridge Road and Eastern Avenue; on area bounded by Massachusetts Avenue, Appleton Street and Daniels Street; and on land bounded by Lake Street, Lakehill Avenue and Spy Pond to Belmont Line; and of the section bounded by Medford Street, Hayes Street, Webcowet Road and Orchard Terrace.


Five (5) Board of Survey plans were verified by this De- partment and approved by the Board of Survey.


Street numbering plans of all new streets have been made, new buildings located, and numbers assigned.

ARLINGTON TOWN REPORT


Plans have been made by the various companies and corporations and filed in the Town Engineer's office, showing the locations of structures for which permits were granted by the Joint Board during the year.


The Engineering Department has prepared plans and per- formed miscellaneous services for all the Town departments and for the Town Counsel.


Annexed to this report is a table giving the names of all streets in the Town, public and private, lengths, widths and total mileage; also a table of general statistics pertaining to the Town.
