MIDDLESEX COUNTY.
By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place, and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers and also by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting.

Pursuant to the warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, and sent by mail by the Town Clerk at least seven days before the day of meeting to the Town Meet- ing Members elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members so qualified met at the Town Hall in said Town on Wednesday, July 11, 1923,

at eight o'clock in the evening. The Moderator having de- clared that a quorum was present called the meeting to order.
In accordance with the provisions of Section 14 of Chapter 41 of the General Laws ballots were cast for the election of a temporary clerk of the meeting. The ballots were received and counted by Messrs. Drouet, Fessenden and MacMillin. These three persons having been duly chosen at the meeting. They declared that all the votes were for E. Caroline Pierce, and declaration was made that she was unanimously elected tempor- ary clerk.
The clerk was duly sworn by the Moderator.
The warrant and the officer's return thereon were read by the clerk.
Mr. Stackpole, Chairman of the Finance Committee, moved that Article 1 be taken up.
Mr. Higgins moved that we have a roll-call of the members present at this meeting. Mr. Rodney Hardy dissented. There was some discussion concerning the advisability of a roll-call by Mr. John R. Foster and Mr. William C. Drouet. The matter was also discussed as to the preservation by the Town Clerk of the check lists used at the Town Meeting.
On motion of Mr. John R. Foster it was
Voted (unanimously), That at all future meetings of Town Meeting Members the Moderator shall cause the clerk to call the roll of the members present before declaring there is no quorum present - and that the Town Clerk be instructed to preserve the check lists used at all future meetings.
Mr. Stackpole moved that Article 2 be taken up, and it was so voted.
Mr. Barker moved that the report of the Committee on additional school accommodations be received.
Voted, That this report is received.
Mr. Dutcher of the By-Law Committee reported that his committee had no report to make relating to the "limitations of particular classes of buildings to specified districts or zones."
Mr. Bitzer moved that the Committee on By-Laws be now discharged.
Voted, That the Committee be discharged.

Mr. Foster moved that the report of the Finance Com- mittee as presented by the Chairman be received.
Voted, That the report is received.
Mr. Stackpole moved and it was voted that Article 2 be laid on the table.
Mr. Stackpole moved that Article 7 be taken up.

On motion of Mr. Stackpole it was
Voted (unanimously), That the establishment of exterior lines of a way from Robbins Road to land now or formerly of Russell as made and reported by the Joint Board of Selectmen and Board of Public Works and more particularly described in Article 7 of the warrant be and hereby is accepted, said lines established and said Joint Board authorized to take land for the purpose; that the sum of two hundred and fifty-two (252) dollars be and hereby is appropriated for the purpose including damages; and that said sum be raised by general tax.
Mr. Stackpole moved that Article 8 be taken up.

On motion of Mr. Stackpole it was
Voted, That a committee of five be appointed by the Moderator to consider the amendment of the Town's By-Laws by the addition of a by-law or by-laws relating to the restriction or limitation of particular classes of buildings to specified districts or zones and the regulation thereof in accordance with the provisions of sections 25 to 30, inclusive of Chapter 40 of the General Laws and any amendments thereof or additions thereto, said committee to have the power to fill vacancies and to report to the Town not later than the annual meeting in 1924; and that the sum of five hundred (500) dollars be and hereby is appro- priated for the use of said committee, the same to be raised by general tax.

Mr. Higgins explained the Wire Department item of $95.50. This was for damage to fire alarm box. The party who did the damage was insured and this insurance when received will go directly into the treasury.

Voted, That in additon to the sums previously appro- priated, there be and hereby are appropriated the following sums.

For the payment of damages for the taking of land
bounded by Broadway and Massachusetts Avenue for the purpose of a public park under the vote of the Town passed April 11, 1922 3,200.00
For the payment of damages for the taking of land
on Massachusetts Avenue, Franklin Street and
Broadway for the purpose of erecting thereon a building to be used for an engine house under the vote of the Town passed April 11, 1922 4,743.00

Mr. Stackpole made the following motion:
That the Selectmen be and hereby are authorized and empowered on behalf of the Town, to purchase, or take in fee by eminent domain, for the purpose of constructing thereon a school building, the land situated in said Arlington and bounded as follows: northwesterly by Park Avenue North, so-called, formerly called Park Avenue Extension, five hundred and thirty-two and 55/100 (532.55) feet; northeasterly by Summer Street one hundred seventy-six (176) feet more or less; south- easterly by Newland Road, so-called, five hundred thirty-three and 45/100 (533.45) feet more or less; southwesterly by land

now or formerly of Arthur and Stella F. Peterson seventy-three and 45/100 (73.45) feet; southeasterly again by said Peterson land fifty-one and 9/100 (51.09) feet; and southwesterly again by Blossom Street, so-called, one hundred fifty-four and 27/100 (154.27) feet; containing 109,877 square feet more or less and being shown upon a plan marked "Plan showing proposed taking for school building purposes June, 1923, George E. Ahern, Town Engineer" on file in the office of the Town Engineer, and being a portion of the land described in Article 3 of the warrant; that the sum of four thousand (4,000) dollars be and hereby is appropriated therefor; and that the said sum be raised by general tax.
Mr. George Smith spoke relative to the location for a school house. He felt that the property as above described was not the proper location for a schoolhouse in Arlington at this time.
Mr. Barker asked permission to show slides of a building which might be built if the Town were to take this location. These slides were shown and explanation given by Mr. Barker.
Mr. Howard B. S. Prescott also explained slides of a pro- posed building.
Mr. Alexander Rice, Chairman of the School Committee, explained the school situation in Arlington at the present time.
There being no further discussion the Moderator put the motion before the meeting as presented by the Chairman of the Finance Committee.

Voted (unanimously), That there be and hereby is appro- priated the sum of ninety-five thousand three hundred and sixty (95,360) dollars for the purpose of constructing a school building upon the land described in the vote passed under Article 3 of this warrant and bounded as follows: northwesterly by Park Avenue North, so called, formerly called Park Avenue Exten- sion, five hundred and thirty-two and 55/100 (532.55) feet; northeasterly by Summer Street 176 feet more or less; south- easterly by Newland Road, so called, 533.45 feet more or less; southwesterly by land now or formerly of Arthur and Stella F. Peterson 73.45 feet; southeasterly again by said Peterson land, 51.09 feet; and southwesterly again by Blossom Street, so called, 154.27 feet; that for this purpose, seven thousand three hundred and sixty (7,360) dollars be raised by general tax, and for the balance eighty eight thousand (88,000) dollars, the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum of eighty eight thousand (88,000) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws and all acts in alteration or amendment thereof, so that the whole loan shall be paid in not more than fifteen years from the date of issue of the first

bond or note or at such earlier date as the Treasurer and Select- men may determine; and further that a committee of five be appointed by the Moderator, to consist of one member of the School Committee, one member of the Board of Selectmen, and three citizens of the Town with full authority to construct said school building and grade the lot on which it will stand, within the sum herein appropriated, substantially in accordance with plans presented at this meeting, and with power to fill any va- cancy in said committee.

Mr. Barker in his report had stated that he had received a letter from Clara S. Peirce and Peter Schwamb offering to "donate a plot of land on the southwesterly side of the school lot one hundred and fifty feet wide between Robbins Road and School Street to be used as a playground."
Mr. John R. Foster inquired of Mr. Barker relative to the conditions of the offer regarding the length of time the offer held good. Mr. Barker explained that this offer would hold good for two years from the present date.
On Mr. Stackpole's motion as before the meeting it was

Whittemore and Edith A. Whittemore vs. The Town, numbered 45047 and 45048 in the Middlesex Superior Court; determine in what manner the money shall be raised; or take any action relating thereto.
ART. 3. To see if the Town will authorize the sale, con- veyance or other disposition of all or any portion of a certain par- cel of land located on Oxford Street in said Arlington and bounded northeasterly by land now or formerly of Rollin P. Puffer one and 84/100 (1.84) feet; southeasterly by land of owners unknown three hundred and six (306) feet, more or less; southwesterly by other land of the Town known as the Crosby School Lot, two and 77/100 (2.77) feet, more or less; and northwesterly by the southeasterly side line of Oxford Street three hundred and six (306) feet, more or less; or take any action relating thereto.
ART. 4. To see if the Town will vote to change the line between Mt. Pleasant Cemetery and the Park Lands to con- form to the centre line of the brook as shown on plans in the office of the Town Engineer or take any action relating thereto.

Mr. Walter Peirce, Chairman of the Committee, appointed April 16, 1923, to investigate the matter of additional fire pro- tection in the western section of the Town, made the following report :
"The committee appointed to consider additional fire pro- tection for the western section of the Town are looking into the matter with a view to providing for the future development of that locality, at a later meeting will make known their plans.
The need of additional protection is not urgent, except beyond the standpipe, in which area, there are many streets that are inaccessible for heavy motor apparatus, during winter and early spring, where hose ladders, and other appliances might be located temporarily in some convenient place, this would also apply to the Overlook Road section, on the opposite hill, where the same conditions prevail.
Fires in the hilly section of the town were always feared during the winter months, on account of snow, but last winter clearly demonstrated that plows can keep the highways open, and the coming winter, we expect that motor apparatus will be able to respond to all fires on accepted streets with little delay."
