At 8.40 p.m. the special town meeting called for this date was called to order by the Moderator.
After long discussion the substitute motion of Mr. Rice, Chairman, was put to a rising vote. Eighty (80) voted in the affirmative and one hundred and thirty (130) in the negative, and the Moderator declared the motion lost.
After further discussion it was voted that Article 2 be laid on table.
It was then voted that Article 1 be taken from the table.
On motion of Clarence A. Moore, as amended, it was:

Voted, That the present committee on school accommoda- tions be continued and instructed to bring the plans and esti- mates for further development of accommodations in the Cutter-Locke District, said Committee to report at as early a date as possible.
It was voted that Article 1 be laid on the table.
It was voted that Article 3 be taken up.
Voted, That a committee of five be appointed by the Moder- ator to investigate the matter of additional fire protection for the western part of the Town, with particular reference to the winter requirements. This committee to report on the whole matter not later than the next annual town meeting, and also to make a special report covering its recommendations for proper fire protection of this section of the Town for the winter of 1923- 24 not later than a special town meeting to be held in the fall of 1923.
It was voted that Article 2 be taken from the table, and there being no further business under this article the Moderator de- clared it disposed of.

Pursuant to the vote of adjourment on March 28, 1923, the Town Meeting Members met in the Town Hall on Monday evening, April 16, 1923 at 8.30 o'clock p.m. and were called to order by the Moderator.
Two hundred and twenty (220) members attended the meeting.
The office of the Clerk being vacant the meeting pro- ceeded to elect by ballot a temporary clerk. Miss E. Caroline Pierce was duly nominated. The ballots were received and

counted by Messrs. Clarence A. Moore, John A. Bishop and Charles F. Wyman, three persons duly sworn by the Moderator, and they declared that all the votes were for E. Caroline Pierce, and that she was unanimously elected temporary clerk.
The Clerk was duly sworn by the Moderator.
It was then voted: That this meeting recess until the close of the special meeting called for this same date.

Arlington, April 16, 1923.
At 9.45 the special meeting having adjourned the Adjourned Town Meeting of March 28th was again called to order by the Moderator.
It was voted that Article 3 be taken up.
Mr. Higgins presented the report of the Joint Board of Selectmen and Board of Public Works relative to car storage area in Arlington. Mr. Bitzer made the motion that this report be received, and that the Joint Board be authorized and di- rected to use all its powers to prevent the location of a car storage area in Arlington. The Moderator ruling that this motion was not in order, the same was withdrawn by Mr. Bitzer.
It was voted that the report be received.
On motion of Mr. Bitzer, it was voted, That it is the sense of this meeting that the Joint Board of Selectmen and Board of Public Works use its power to prevent the location of the car barns in Arlington.
Mr. Muller then presented the report of the Committee appointed to consider the rule relative to the speaking by non- members at Town Meetings proposed by William C. Drouet. This report recommended that no action be taken and after discussion it was voted that the report be received and its recommendation adopted.
On motion of Mr. Percy A. Goodale, Chairman of the Park Commissioners it was Voted, That the report of the Committee on Playgrounds be received.

Arlington, April 16, 1923.
The report is as follows:
"The report of the Park Commissioner in regard to the development of playgrounds is as follows:
In taking up the study of the future development of play- grounds your Commissioners felt that the first thing to be done was to develop the land in back of the High School; that this playground should be under the joint control of the School Com- mittee and the Park Commissioners, therefore Article 32 was inserted in the warrant, and your committee of twenty-one have recommended that this land be under the joint control of the Park Commissioners and the School Committee. Your Com- missioners feel, however, that they ought not to proceed fur- ther with plans until the vote is passed on Article 32 and then report later as a joint report with the School Board.

On motion of Mr. Hill it was voted that Article 3 be laid on the table.

On motion of Mr. Howard B. S. Prescott it was voted, That the Town reserves and sets apart for the purpose of a public playground or recreation center and the promotion of recreation, play, sport and physical education under Section 14 of Chapter 45 of the General Laws that portion of the land referred to in Article 32 of the warrant, which is bounded and described as follows: by land of the Boston and Maine Railroad, by land now or formerly of Annie M. Easte and the Frost Insecticide Con- pany to a point 500 feet from the Boston and Maine Railroad; thence following a line with and 500 feet from the Boston & Maine Railroad until it joins the land of the Arlington Gas Light Company, thence by land of the Arlington Gas Light Company to the point of beginning; that the powers conferred by said Section 14 of Chapter 45 of the General Laws be

exercised by the School Committee and the Board of Park Commissioners jointly, and that the sum of $300 be and hereby is appropriated for the use of said joint committees in making plans and estimates for the future development of said land as a public playground.
It was voted that Article 29 be taken up. (Construction of Mystic Street).
On motion of Mr. Higgins, it was voted (unanimously), That the sum of thirty-five thousand (35,000) dollars be and hereby is appropriated for the construction of pavement and for pavement, or other road material, for Mystic Street from Sum- mer Street to the Winchester Line, all as specified in clauses "7" and "8" of Section 7 of Chapter 44 of the General Laws; and for this purpose five thousand (5000) dollars be raised by general tax and for the balance, thirty thousand (30,000) dollars the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow said sum of thirty thousand (30,000) dollars and to issue bonds or notes of the Town there- for, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws and all Acts in alteration thereof so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine. This appropriation is to be ex- pended under the direction of the Joint Board of Selectmen and Board of Public Works and is to be expended only in the event that the division of Highways in the Department of Public Works of the Commonwealth and the County Com- missioners join with the Town in defraying the expense for said purpose.
It was voted that Article 30 be taken up. (By-law re- lating to billboards).
It was voted (unanimously), That the following by-law be adopted :
No person, firm, association or corporation shall post, erect or maintain, within the limits of the Town, any billboard, sign or other outdoor advertising device, having a surface area of more than fifty square feet, within three hundred feet of any public highway or town way and within public view therefrom,

except as provided in Section 32 of Chapter 93 of the General Laws; provided, that nothing herein contained shall apply to signs or other devices which advertise or indicate either the person occupying the premises in question or the business trans- acted thereon, or advertise the property itself or any part there- of as for sale or to let.
Whoever violates this by-law shall be punished by a fine as provided in Section 33 of said Chapter 93, and any amendment thereof.
It was voted that Article 31 be taken up. (Land taken for unpaid taxes and assessments).
Voted, That a committee of three members be appointed by the Moderator to draw up regulations for the possession, management and sale of land purchased, taken or acquired by or for the Town in connection with unpaid taxes and assess- ments, and for the assignment of tax titles, in accordance with the provisions of Section 52 of Chapter 60 of the General Laws; said committee to report not later than the next annual meet- ing, and to have the power to fill vacancies.
It was voted that Article 38 be taken from the table.
It was voted (unanimously), That the various amounts appropriated at this meeting indicated by the respective votes, and not otherwise provided for, be raised by general tax in the current financial year, and further (voted) that all notes issued under the authority of any vote passed at this meeting shall be issued in accordance with the provisions of Sections 23 to 26 both inclusive, of Chapter 44 of the General Laws and amend- ments thereof and additions thereto.
It was voted (unanimously), That a committee of three members be appointed to study, investigate and report upon the methods and practices now in operation in respect to all bookkeeping, accounting, auditing, and all financial matters in all departments of the Town. That said committee be and hereby is given access to all financial records and books which it shall consider necessary for the proper study of the system now in operation. Said Committee to report to the Finance Committee not later than November 1, 1923, with such recom- mendations as it may deem advisable, and that the sum of $100 be and hereby is appropriated for the use of said committee.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall, in said Town on Friday, the 15th day of June, 1923, at eight o'clock p.m., to act on the following articles, viz .:
ARTICLE 1. To hear and act on the reports of the Com- mittee appointed under votes passed October 26, 1922 and April 16, 1923, to investigate the matter of additional school accommodations, of the committee to consider by-laws re- lating to the "limitation of particular classes of buildings to specified districts or zones" in accordance with the vote passed April 25, 1922, of the Town Boards and officers and of the Finance and other committees heretofore appointed.
ART. 2. To see if the Town will authorize the Select- men to acquire by purchase or otherwise, for school building

purposes, all or any portion of the land situated in said Arl- ington and bounded by Park Avenue North, Summer Street, Newland Road and Blossom Street; make an appropriation for such acquisition; determine in what manner the money shall be raised and expended; or take any action relating thereto.
ART. 3. To see if the Town will vote to construct a school building upon any land of the Town or upon the land described in Article 2 of this warrant; make an appropria- tion for such construction; determine in what manner the money shall be raised and expended; or take any action re- lating thereto.
ART. 4. To see if the Town will vote to construct an addition to the schoolhouse called "Cutter School" on land of the Town situated on Robbins Road; make an appropriation therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.
ART. 5. To see if the Town will vote to acquire by pur- chase or otherwise for the enlargement of the "Cutter School Lot" all or any portion of a parcel of land bounded north- westerly by Robbins Road two hundred (200) feet, northeasterly by land of the Town known as the "Cutter School Lot", south- easterly by School Street so called, two hundred (200) feet; and southwesterly by other land; make an appropriation for the purpose; determine in what manner the money shall be raised and expended; or take any action relating thereto.
ART. 6. To see if the Town will accept the establishment of exterior lines of a way from Robbins Road to land marked "Russell Est." on the plan hereinafter mentioned as made and reported by the Joint Board of Selectmen and Board of Public Works; make an appropriation therefor including damages; determine in what manner money shall be raised and expended; or take any action relating thereto.
Said lines as so established are more particularly described as follows:
Beginning at a point on the northwesterly side line of Robbins Road distant two hundred twenty-eight and 20/100 (228.20) feet southwesterly from a stone bound at the inter- section of said northwesterly side line of Robbins Road and the

southwesterly side line of Massachusetts Avenue; thence run- ning northwesterly on the northeasterly side of "Higgins Street" one hundred twenty-five (125) feet more or less to said land marked "Russell Estate," thence running southwesterly on said "Russell Estate" land forty (40) feet more or less to the southwesterly side of "Higgins Street", thence running south- easterly on a straight line parallel with and distant forty (40) feet southwesterly from the line first herein described, one hun- dred five (105) feet more or less; thence running southeasterly, southerly and southwesterly on a curved line with a radius of twenty (20) feet thirty-two and 89/100 (32.89) feet to said northwesterly side line of Robbins Road; and thence running northeasterly on said side line of Robbins Road sixty-one and 64/100 (61.64) feet to the point of beginning, all as shown on a plan marked "Plan and Profile of Higgins Street, Estate of Ira L. Russell, Arlington, Massachusetts, January, 1921, C. H. Gannett, Civil Engineer," and filed in the office of the Town Clerk of said Arlington.
ART. 7. To see if the Town will appoint a board or com- mittee to consider the amendment of or additions to the Town's by-laws and more particularly by-laws relating to the re- striction or "limitation of particular classes of buildings to specified districts or zones," and the regulation thereof, in accordance with the provisions of sections twenty-five (25) to thirty (30), both inclusive of Chapter 40 of the General Laws and any amendments thereof or additions thereto, make an appropriation therefor; or take any action relating thereto.
ART. 8. To see if the Town will make additional appro- priations to defray town expenses including "Building In- spections Department," "Tax Titles Account" and the pay- ment of damages for the takings for park and engine house purposes in accordance with the votes of the Town passed April 11, 1922; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Hereof, fail not, and make due return of this warrant with your doings thereon, to the Selectmen, on or before said day and hour of meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town seven days at least before said day of meeting, and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers, and also by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting.

Pursuant to the foregoing warrant the Town Meeting Mem- bers assembled in the Town Hall on Friday evening, June 15th, 1923, and were called to order by the Moderator at 8.35 o'clock.
It appearing that there was not a quorum present the meet- ing recessed until nine o'clock.
The Chairman of the various precincts at this time en- deavored to reach members by telephone that they might assemble sufficient members to make a quorum.
At nine o'clock the meeting was called to order by the Moderator.
In accordance with the provisions of Section 14 of Chapter 41 of the General Laws ballots were cast for the election of a temporary clerk of the meeting. The ballots were received and

counted by Messrs. John A. Bishop, Edward S. Fessenden and William C. Drouet, these three persons having been duly chosen at the meeting. They declared that all the ten ballots cast were for E. Caroline Pierce, and declaration was made that she was unanimously elected temporary clerk.
The Clerk was duly sworn by the Moderator.
The Moderator then appointed Messrs. John A. Bishop, Edward S. Fessenden and William C. Drouet as tellers to count the number of Town Meeting Members then present at the meeting.
The count having been made the Moderator announced that there not being a quorum present, seventeen (17) lacking the necessary number, the meeting would have to adjourn or dissolve.
The meeting dissolved at 9.40 o'clock .
